Honoring Dr. Paul E. Meacham
This year, the Western Region is proud
to recognize Dr. Paul E. Meacham with
the NCBAA Legacy Award for his many
contributions to education and the
NCBAA, serving as a mentor to countless
students, staff and administrators, as well
as his legacy at the College of Southern
Nevada (CSN), formerly known as Clark
County Community College. In 1983,
Dr. Meacham began a more than 10year career as the first African American,
and longest serving, President of Clark
County Community College. Retiring from the College in 1994, Dr. Meacham remained in higher education, going
on to chair the College of Education at the University of Nevada Las Vegas (UNLV). Despite retirement, Dr. Meacham
continues to serve active roles in national and local organizations such as the West Las Vegas Art Center, the Las
Vegas Area Chapter of the Buffalo Soldiers, and the Joe Williams Every Day Foundation.
Dr. Meacham made a special trip to the WRCBAA Summer Board Meeting Reception, held on June 6, 2014,
at Geoffrey’s Inner Circle, Oakland, CA, to accept his award. The award was presented at the NCBAA Awards
Breakfast, Sunday, April 6, 2014, at the Marriott Wardman Park Hotel, Washington, D.C., and accepted by two
of his mentees from the College of Southern Nevada, Dr. Chemene
Crawford, currently Vice President of Student Services, Dallas
Community College and Ann Johnson, currently Vice President of

Following is a note from Dr. Meacham to the Western Region:
This note comes as a special thanks for the hospitality and courtesies
that you extended to me during my recent trip to Oakland, CA to
receive the NCBAA Legacy Award. As I told you earlier, because
of my long association with the pioneers of the NCBAA and the
Presidents’ Round Table this one was special enough for me to want
to come to Oakland to receive it in person. The reception was the
perfect setting, as it was also an opportunity for me to see some
people that I had not seen for quite a while. Thank you for helping
to make all of this happen.
Please keep me alerted to future meetings of the NCBAA Western
Region. There may be some opportunities for me to attend and
participate.

Dear Colleagues,
As the incoming President of
the Western Region Council
on Black American Affairs,
I am honored to serve and
continue to work to advance
more African Americans
in higher education. I look
forward to seeing you at our upcoming events.
We continue to help our community of African
American staff, faculty, administrators and students
learn more about opportunities available to them.
Herb Kitchen was born and
raised in Sedalia, Missouri.
After high school he followed in
the footsteps of his family and
attended Lincoln University,
in Jefferson City, Missouri, where he earned a B.A.
in Marketing. Kitchen earned an M.A. from Golden
Gate University in Marketing and an Ed.D. from Argosy
University.
Herb has worked at the Peralta Community College
District since 1992 and currently serves as the Marketing
Coordinator in the Public Relations, Communications
and Media Department. He is longtime member of
the Peralta Association of African American Affairs and
is the current President, along with being the newly
elected Vice President of Public Relations/Marketing of
WRCBAA. He is also involved with organizations such
as the NAACP, Lincoln University Alumni Association
and Alpha Phi Alpha Fraternity, Inc.
The WRCBAA is proud to announce our fall miniconference in Denver, Colorado on Friday, September
26, 2014. The details are located on the website:

honored to be the host for the NCBAA Leadership
Development Institute and the Lakin Institute which
will take place from October 12-17, 2014 at the Hyatt
Regency Airport Hotel in Burlingame, California.
Our fall event is geared towards the importance of
building your network, interviewing and getting the
job and other important topics that deal with your
role as a leader.

Joel Powell, a full-time Professor
of Political Science at Solano
Community College (SCC) has
an extensive background in
developing policy for public
contracting agencies and has
worked with several transportation, aviation and
school districts, developing contract policies for small,
local, woman-owned and disadvantaged business
enterprises. Joel serves as the advisor for the ASSC
Procedural Review Committee, and the Funding Request
Committee. He is the Chair of the Faculty Association
Grievance Committee, and successfully led SCC’s effort
establishing the Community College Pathways to Law
School Initiative. Aside from his J.D., Joel holds a B.A.
from the University of California, Davis, where he still
functions as an advisor for the undergraduate Lambda
Kappa chapter of Phi Beta Sigma Fraternity Inc. He is
also the newly elected Parliamentarian of the Western
Region.
One of our most successful events happens in the
spring of each year when we put on our Community
College Career Institutes. Plans are to hold them
in Northern and Southern California as well as in
Phoenix, AZ. At these events, we reinforce resume
writing, interviewing and the techniques to advance
beyond the interview and paper-screening in higher
education.
The WRCBAA is about building and developing
strong leaders through professional development.

Remembering Morris F. Johnson., III
Morris F. Johnson, III, 64, died in San Antonio, Texas, November 18, 2013, after
a courageous struggle with Amyotrophic Lateral Sclerosis (ALS), more commonly
known as Lou Gehrig’s disease. Morris was born December 9, 1948 in Jersey City,
New Jersey, the beloved son of Morris F. Johnson Jr. and Willie Mae (Hodge) Johnson.
Morris graduated with a BA in sociology from Dubuque College, Dubuque, Iowa and
received a Masters in Social Work from the University of Iowa, Iowa City.
Morris served as President of St. Louis Community College, Forest Park, St. Louis,
Missouri, Vice President, Student Affairs and Interim President at Phoenix College,
Phoenix, Arizona, and Associate Dean of Student Services at the Des Moines Area
Community College, Urban Campus. While in Iowa and Arizona he served on
various State Commissions and local boards and was active in the community.
He was devoted to the Western Region Council on Black American Affairs, serving as Co-Convener and President
of the region. He was a long-time Board Member of the National Council on Black American Affairs, serving as the
Vice President of Programs and Organizational Vitality.
At the Celebration of Morris’ life, the following poem was read:
Feel No Guilt in Laughter, He’d Know How Much You Care
Feel no guilt in laughter, he’d know how much you care.
Feel no sorrow in a smile that he is not here to share.
You cannot grieve forever; he would not want you to.
He’d hope that you could carry on the way you always do.
So, talk about the good times and the way you showed you cared,
The days you spent together, all the happiness you shared.
Let memories surround you, a word someone may say (Jim and Brian - “WESTSIDE”)
Will suddenly recapture a time, an hour, a day,
That brings him back as clearly as though he were still here,
And fills you with the feeling that he is always near.
For if you keep those moments, you will never be apart
And he will live forever locked safely within your heart.

Dr. Byron D. Clift Breland Named San Jose City College Permanent President
San Jose, CA
Dr. Byron D. Clift Breland, San Jose City College’s interim leader was named permanent
president effective immediately. Since joining the college in June 2013, Dr. Breland
has helped expand career and technical-education programs and also created class
schedules to better accommodate working adults. Breland, previously worked in
administration at the University of Maryland at College Park, the University of Southern
California, the University of California-Irvine, Santa Ana College and Long Beach City
College. He holds bachelor’s and master’s degrees from the University of Maryland,
College Park, and master’s and doctorate degrees from USC.
Leslie McClellon Named New President at Rochester Community and
Technical College, Rochester, MN
Rochester Community and Technical announced Leslie McClellon as its President. Ms.
McClellon will start at RCTC on July 1, 2014. Leslie McClellon has served as vice
president of student affairs at the Community College of Denver since 2010. Previously,
she served at Arizona Western College as dean of student retention and support services
from 2006 to 2010, at Langston University (OK) as assistant to the vice president for
student services from 2000 to 2006 and executive assistant to the vice president of
student affairs from 1998 to 2000, and at Wright Business School (OK) as dean of
students from 1996 to 1998. She holds a bachelor’s degree in psychology and a master’s
degree in urban education from Langston University.
Dr. Kimberly D. Harvell, Dean of Business, Fashion and Hospitality
City College of San Francisco, San Francisco, CA
Dr. Kimberly D. Harvell was appointed the Dean of Business, Fashion and Hospitality
effective January 21, 2014. Dr. Harvell previously was project director for Teach and
Teach Delta Region Grants for the University of Lousiana at Monroe and Dean of Business
and Computer Science at Bossier Parish Community College in Bossier City, LA. She also
taught undergraduate and graduate courses in business and IT at the City Colleges of
Chicago, Roosevelt State University, and Grambling State University in Grambling, LA.
She has an M.Ed. from University of Georgia, MBA from Columbus State University, and
an Ed.D. in Workforce and Higher Education from University of Georgia.
Dr. Tammy Robinson Promoted to Interim Vice President of
Lassen Community College, Susanville, CA
Dr. Tammy Robinson has been promoted to Interim Vice President of Academic Services
effective July 1, 2014. Dr. Robinson began her career at Los Angeles Community College
District as an English Professor. She was Chair of English and ESL Department for over
5 years. She holds a BA in Political Science from UCLA, MA in English from Cal State
University Dominguez Hills, and an Ed.D. from the University Southern California in
Education with an emphasis in Community College Administration. She is a founding
member and former President of the Southern California Council on Black American
Affairs and is the President of the Western Region Council on Black American Affairs.

LaCoya Shelton-Johnson, New Vice Chancellor for Human Resources
Maricopa Community Colleges, Tempe, AZ
The Maricopa Community Colleges Governing Board appointed Ms. LaCoya Shelton-Johnson
as Vice Chancellor for Human Resources effective March 24, 2014. Previously, Ms. SheltonJohnson served as the Chief HR Officer with the Arizona Department of Administration and
she served as Director of Human Resources and Development with the Arizona Health Care
Cost Containment System (AHCCCS).
Dr. Stacy Thompson, Vice President of Academic Services
Chabot College, Hayward, CA
Dr. Stacy Thompson was appointed Chabot College’s new Vice President of Academic
Services effective March 30, 2014. She was previously Dean of Academic Pathways and
Social Success at Merritt College in Oakland, CA and spearheaded 18 different programs
including those involved with the Learning Center, Fitness Center, Library, and the Fruitvale
Center Satellite program for adults. She is also an expert in Early Childhood Development and
Education. She has been a long time member of the Peralta Association of African American
Affairs and is currently a Board member and Vice President of Membership of the Western
Region Council on Black American Affairs.
Trudy J. Walton, Vice President of Student Services
Laney College, Oakland, CA
Trudy Walton is the new Vice President of Student Services at Laney College. Her passion is
to help students navigate the educational process and learn how to use available resources in
the attainment of their academic and career goals. She strives to help others to understand
global perspectives in higher education. Ms. Walton attended San Bernardino Valley College,
Ohio University, Cal Poly Pomona, National University, Walden University and has held
numerous professional roles in education, including her most recent roles as the Executive
Vice President, and then the Vice President of Student Services, at Los Angeles Southwest
College.
Dr. Xeturah Woodley Appointed Assistant Professor
New Mexico State University, Las Cruces, NM
Dr. Xeturah Woodley, former Vice President of Academic Affairs at Community College of
Aurora and one of the founding members of the Rocky Mountain Chapter – Council on Black
American Affairs, has been promoted to Assistant Professor in Learning Design and Technology
in the Curriculum and Instruction Department at New Mexico State University, Las Cruces, NM.
She began her association with the Western Region Council on Black American Affairs and the
National Council on Black American Affairs when she was an Executive Director for Academic
Affairs and later Associate Vice President for Academic Affairs at Central Community College
in Albuquerque, New Mexico. Xeturah holds a B.A. from Metropolitan State University of
Denver, a M.A. from the University of Colorado at Denver, and received her Ph.D. in 2013 from
New Mexico State University in Las Cruces, NM.

Reflections on the Leadership Development Institute
Dolores King, Ph.D, 2013 Scholar

My participation in the Dr. Carolyn Grubbs Williams Leadership Development Institute
was invaluable. Before this intense workshop began, I was introduced to my personal
leadership strengths via a pre-class Strength Building assignment. Throughout the week, I
gained the courage to lead. I learned to see myself as a leader and a role model accountable
for developing the young minds that will ultimately become my successor.
It was great reuniting with former co-workers, creating new friendships, and meeting the
presenting presidents, vice presidents, deans, and CEOs. I felt the genuine compassion
from each presenting leader as they shared their knowledge and expertise during the workshops. We were being
mentored and supplied with the tools needed to realize our professional ambition to become future presidents.
The highlight of the academy was working in teams, to create a thank you message for Dr. Marian Shivers and all
of the speakers that sowed a seed into our lives. Dr. Shivers was always upbeat. Her energy spilled over into the
room as she expressed genuine concern for our journey to become deans, vice-presidents, and presidents in the
educational arena. I left the workshop with a feeling of truly being nurtured; a feeling of brotherhood and sisterhood.
Thank you to Dr. Ganther, Dr. Crawford III, Dr. Solley, and Dr. Glasper for suggesting, approving, and sponsoring
my participation in the LDI. The knowledge gleaned was invaluable.
Dr. Helen Benjamin receives Dr. Marian C. Shivers Mentor Award
On April 6, 2014 at the NCBAA Awards Breakfast, Dr. Helen
Benjamin, Chancellor of the Contra Costa Community College
District, received the Dr. Marian C. Shivers Mentor Award in
Washington, D.C. Through the years, Dr. Benjamin has provided
the financial support to send nine people to the NCBAA Leadership
Development Institute. Each of the nine graduates have advanced
to management positions or taken on greater responsibilities
within the community college system. Graduates of the institute
have followed her lead and made outstanding contributions to
the Contra Costa Community College District. It is an honor to
sit, learn, and study the movements of Dr. Benjamin because she
commands the respect of many people. She is a change agent and
role model to many. Her work will have a continuing impact and
she truly deserves the prestigious Dr. Marian C. Shivers Mentor
Award.

Connie Willis Receives BWOPA’s Ella Hill Hutch Award
Connie Willis, Vice President of Administrative Services at Chabot College,
Hayward CA was the recipient of the Ella Hill Hutch Award, the highest
honor that Black Women Organized for Political Action awards annually.
Ms. Willis is a passionate and committed advocate who continues to give of
her time and talents to make the Bay Area and especially Hayward and South
County a better place for all. The Hayward-South County Chapter of BWOPA
was honored to select her as the recipient for 2013.

Laney College Hosts White House Education Summit - June 13-14, 2014
Laney College hosted the White House Summit on Educational Excellence for African Americans, June 13-14,
designed to bring people together around issues and ideas in support of advancing academic achievement of African
Americans in accordance with the Initiative’s executive order. Goals for the Summit included 1) Raising awareness
about the importance of investing in African American Educational Excellence to ensure African American students,
schools and communities are supported in learning and development opportunities beginning at birth; 2) Highlighting
individuals and organizations who are successfully supporting African American Educational Excellence; and 3)
Supporting community engagement by creating opportunities for parents, grandparents, guardians and caring adults
to increase the number of African Americans who graduate from high school prepared for future success.
