season this program can provide financial assistance to help

source, etc. Budgeting education is provided for those
families needing to establish a payment plan to prevent
disconnection. Energy saving advice is also provided to assist

Rural Development (RD) is a branch of the Department of
Agriculture, specializing in providing housing opportunities to
individuals and families. Financing is provided with no down
payment at interest rates as low as 1%, either with a direct
loan through RD or a loan with a private financial institution,
which is supported and guaranteed by RD. These loans are
available for the purchase or construction of a dwelling for
low or moderate income individuals or families.
Loans and grants are also for home improvement and repair.
These 1% loans make it possible for low income rural
homeowners to make necessary repairs to their homes and can
also provide assistance in making homes accessible to
individuals with disabilities. RD also offers grants to people
62 years of age or older, who may not be able to repay a
standard loan, to remove health and safety hazards.
RD also offers Housing Preservation Grants, which enable
low-income homeowners to repair and revitalize their homes.
This program also provides property owners the ability to
repair their units, provided that they agree to make such units
available to low-income families.
Private on nonprofit organizations may also make use of RHS
Site Loans, which provide funding to buy adequate building
sites for the development of a desirable rural community.
Guaranteed loan programs also allow area businesses and
industries the opportunity to save or create jobs in the
community. Guaranteed loans are also set aside to promote
the construction and maintenance of such community facilities
as hospitals, police and fire stations, nursing homes ,and
schools. Detailed information on how to utilize the programs
