Institutional Representative, Circle 1 CWTS Scouting Jesuit Scouting Program VISION To be the leading provider of output based activities committed to form self – reliant citizens, responsible servant leaders, holistically developed scouts and scouters, concerned individuals in the best tradition of World Scouting taught based on the framework of Ignatian Pedagogy. MISSION The program is committed to work for its transformation into an effective training ground providing output based activities that aims to instill in our scouts and scouters their importance in helping rebuild our nation, to provide opportunities to scouts and scouters to serve their Country, the Republic of the Philippines, and to develop patriotism, courage, self – reliance, and kindred Jesuit virtues in the methods common to scouting and to Jesuit Education – community service. OBJECTIVES Promote civic consciousness and develop the Students’ physical, moral spiritual, intellectual and social well-being and inculcate patriotism, nationalism and advance their involvement in public and civic service; Provide avenue for the XU – NSTP Students to actualize and fulfill their duty and vital role in nation – building and concretize the goal of Xavier University to form men and women for and with others; Provide opportunity for Social Formation and develop Students to become more competent, conscientious and committed citizens imbued with high sense of Nationalism, Sense of Service, Trustworthiness and Public Accountability and Principled Leadership; Introduce the Scouting as a contributor in improving social situation in the Philippines and its method of holistic formation and public service; Provide activities, opportunities, and first-hand experience in current social situation which will serve as benchmark for personal reflection and social action thus developing Jesuit values in every NSTP Student; Assist Local Scout Council in organizing Scout Units in their neighborhood or communities; and Assist in the operation and advancement of Local Scout Units/Institutions. Walag, E.S 2 PROGRAM DESCRIPTION National Service Training Program Act of 2001 (RA 9163) affirms the prime duty of the government to serve and protect its citizens. In turn, it shall be the responsibility of all citizens to defend the security of the State and in fulfillment thereof, the government may require each citizen to render personal, military or civil service. It recognizes the youth's vital role in nationbuilding; the State shall promote civic consciousness among the youth and shall develop their physical, moral, spiritual, intellectual and social well-being. It shall inculcate in the youth patriotism, nationalism, and advance their involvement in public and civic affairs. In pursuit of these goals, the youth, the most valuable resource of the nation, shall be motivated, trained, organized and mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the nation. One of the components of NSTP is the Civic Welfare Training Service (CWTS) which refers to programs or activities contributory to the general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, safety, recreation and morals of the citizenry. In compliance with the provisions of RA 9163 specifically section 10 and memoranda issued by the CHED Chairman on April 2005, Boy Scouts of the Philippines is listed as one of the accredited Non-Government Organization that could be tapped for the implementation of CWTS, with this CWTS in Scouting is offered in Xavier University – Ateneo de Cagayan and is modified to fit the Jesuit context of the university thus coming up with the Jesuit Scouting Program. Jesuit Scouting Program couples the methods, skills, and values of Scouting to Jesuit Education framework through the Ignatian Pedagogical Paradigm. Students (Rover Scouts) will be exposed to issues regarding health, education, environment, safety, development, disaster management, good citizenship and governance in Mindanao context. The program will provide classroom and Area Work sessions and experiences that will deepen issues and instill Jesuit Core Values through series of inputs and field activity; where these areas will serve as basis for deepening, processing and reflection. The program focuses on developing the students’ (Rover Scouts) awareness and resulting to action on issues where they will be exposed through classroom inputs and sessions strengthened and deepened by fieldwork. The program does not only focus on the input on skills and knowledge to scouts but also require them to share these skills to younger scouts (KAB and Boy Scout) in partner institutions/units through Area Work sessions where they are tasked to prepare instructional materials and provide instruction and training using the material they have made to the younger scouts. These Area Work sessions will not only help the partner institutions but will also develop the scouts’ sense of service and awareness to present situations in the community. It integrates all instructions and experiences using the Jesuit Framework of Education – Ignatian Pedagogical Paradigm XU – NSTP adopts two-pronged approach which allows for the facilitation of two formation processes: Classroom Sessions with corresponding Reflection Sessions and Area Work Session/Experience. It seeks to provide venues for students to deepen their sense of responsibility and their own analysis of social situations they are immersed into – thus the goal of XU – NSTP is to provide venues where students will be able to view and maximize their education as tool to serve other people. The program sought to direct all its effort to sustainable development thereby addressing issues on Environment, Economy and Society where students will be given an avenue to develop their leadership and social engagement, inculcate in theirselves high respect and care for sustainability of creation, and develop a value for work and resources thus producing a responsible citizen in every NSTP Student.
