The University of Toledo Master of Public Administration The Master of Public Administration (MPA) is a professional degree for those pursuing administrative careers in government and nonprofit organizations. The mission of the MPA program is to promote professional excellence in local and state administration in the public and non-profit sector, through teaching, research, and service. The department also offers interdisciplinary certificate programs in health care, municipal administration and management of non-profit organizations. Other areas of specialization may be developed through the selection of elective courses in political science and other departments.
