helsea Passes Phil-Australia Gap Analysis
on ISPS Code Implementation By: Ernesto.G. Vinuya
On 5 November 2012, the Department of Transportation and Communications (DOTC) - Office for Transportation Security (OTS) sent notice that Chelsea Ship Management and Marine Services Corp. (CSMMSC) had been
chosen as a model Company for the joint project of the OTS and the Australian Embassy in the Philippines, on
the implementation of the International Ship and Port Facility Security (ISPS) Code in the country.
The purpose of the exercise was to determine areas for improvement, if there are any, in the implementation of
the ISPS Code in the Philippines, by evaluating select port facilities and shipping companies employing the Gap
Analysis (GA) method. The teams of evaluators included the following: Philippines - Commo. Isidro Banaria,
Assistant Administrator; Mr. Perfecto Corpus, SECO V; Capt. Oscar Santos, Technical Assistant; and Ms. Gemma
Ocampo, Intelligence Officer I. For Australia – Ms. Carrie Anne Henderson, Counselor (Transport);
Ms. Bernadette Bathan, Project Manager; and Mr. Stephen Burnett, First Secretary.
The visit to CSMMSC Office was made by the Team of Mr. Burnett, Capt. Santos and Ms. Ocampo on Thursday,
8 November, while vessel boarding of M/T Chelsea Cherylyn in PPIPC Calaca Batangas was made the next day,
9 November. Voluntary self-assessment questionnaires and interviews to key officers, both ashore and onboard,
were used as basis for the evaluation process.
A very heartening feedback was received from the OTS representative, Ms. Ocampo that - “there was no gap
found in the ISPS Code implementation by CSMMSC office and vessel”.
Congratulations to CSMMSC Management and Staff and M/T Chelsea Cherylyn Officers and Crew!
