Admission Application Fee Waiver Procedure
The California State University has established policies and procedures to respond to the needs of
California residents for whom payment of the admission application fee may constitute extreme undue
financial hardship. In addition to being a California resident, an applicant must be a U.S. citizen,
permanent resident, or otherwise eligible as a lawful immigrant in order to receive the benefit of a fee
waiver. Applicants or their parents, if appropriate, must provide limited financial information on the
“Request to Waive Admission Application Fee” form for the campus to determine that the fee would
represent an undue financial hardship. The income criteria used to determine eligibility for the fee
waiver are based on national standards for purposes of determining eligibility for student financial aid
programs or for other public benefits.
The income criteria used to determine eligibility for single independent applicants and independent
applicants without dependents other than a spouse represent the 2011poverty guidelines established
by the U.S. Department of Health and Human Services. For dependent applicants and independent
applicants with dependents other than a spouse, the criteria represent the approximate income at
which no contribution would be expected from the parents or the independent student based on the
federal need analysis methodology for student financial aid programs for 2012-2013.
When an admission application is received without the required fee, the application is retained by the
office of admission and a request for payment is sent to the applicant along with the “Request to Waive
Admission Application Fee” form. If the request for fee waiver is denied, the campus will notify the
applicant that he or she has up to 30days to pay the required fee for the admission application to be
processed. Applicants applying for admission through CSUMentor are provided an opportunity to
apply electronically for a fee waiver with immediate analysis of their eligibility.
All campuses permit applicants to retain the initial filing date as priority date for admission
consideration. However, applicants are required to submit application fees or approved fee waiver
appeals within campus-specific time periods to maintain the initial application filing date as the
priority date.
All students are strongly encouraged to apply electronically via CSUMentor at
www.csumentor.edu CSU Mentor has the capability to provide fee waivers online, i.e. without
the submission of a paper “Request to Waive Admission Application Fee” form.

Statement of Intent to Register (SIR) and Deposits*
As part of a comprehensive plan to enhance enrollment management, many CSU campuses have instituted
enrollment confirmation procedures. A few campuses also require monetary deposits. Applicants who have
been accepted are expected to notify the campus of their “Statement of Intent to Register” (SIR) and make
required enrollment deposits by a date specified by the campus. Enrollment confirmation deposits are applied
as payment against the tuition fee payable at the time of registration for students who matriculate. An
enrollment confirmation deposit is forfeited for a student who does not enroll. Students eligible to receive
financial aid and/or fee waivers will not be required to pay the enrollment deposit.

For grade point calculation, the CSU awards honors credit to International Baccalaureate (IB) courses designated
as honors courses on the University of California’s “a-g” list. Listed below are campus policies regarding

Transcript Requirements for First-time Freshman Applicants
Documents Required to Make Initial Admission Decision
Several CSU campuses make preliminary offers of admission to first-time freshman applicants whose grade point averages
(GPAs) based on “a-g” college preparatory courses are 3.00 and above on the basis of information provided on the application
for admission. For applicants with GPAs lower than 3.00, test scores are required. Applicants for whom admission decisions
cannot be made on the basis of information submitted for initial admission processing will be notified of additional
information requirements by the campus. Thorough and accurate completion of the application will expedite initial admission
processing. Academic performance information provided on the application and final CSU admission eligibility are verified
following receipt of the official high school transcript showing date of graduation.

request transcripts from all institutions previously attended as well as official CLEP, AP or IB scores
or military transcripts. Provisional admission may be granted on work-in-progress. Final transcripts

Transfer Certification and Double Counting for Major Requirements
CSU Executive Order (EO) No. 1033, “General Education-Breadth Requirements,” includes the following,
“Campuses may permit ‘double counting’ of courses for General Education-Breadth and major requirements
and prerequisites only after giving careful consideration to the impact of such actions on General EducationBreadth programs. Decisions to permit double counting in General Education-Breadth and a degree major may
be made only after an approval is provided through specific campus curricular processes.” Please note that all
CSU campuses allow transfer applicants who submit full or area certifications to double count courses for
general education and major requirements. Exceptions are indicated below:

Upper division transfer students are ordinarily required to complete general education requirements in
Communication in the English Language (areas A1, A2, A3) and Quantitative Reasoning (B4) prior to transfer.
For these majors, critical thinking (A3) is integrated primarily in the upper division curriculum and need not be

Registration Priorities for Upper-Division Transfers
CSU campuses have established general registration priorities. However, campuses may change priorities periodically. The
table below shows current priorities for registration. Since registration is dependent upon date of admission to the
university, applicants are urged to provide thorough and accurate information to expedite the admission process. Students
are encouraged to attend orientation sessions when offered. Attendance at orientation is often mandatory to ensure early
registration. The Chico, Fresno, Humboldt, Long Beach, Los Angeles, Monterey Bay, Pomona, San Marcos, and Stanislaus
campuses include priority registration as part of their orientation programs.

Transfer Credit Summary
Campuses provide to the transfer student a summary of courses that are being accepted for transfer. The
following information indicates when CSU campuses provide the “Summary of Transfer Credit” to transfer
students.

Bakersfield
Upon receipt of all required completed transcripts, all matriculated students can view
their degree progress report through self service at http://my.csub.edu. Students are
provided with their access information once they apply to the campus.
Channel Islands
All matriculated students can view their degree progress report through self service at
http://mycsuci.edu. Students are provided with their access information at New Student
Transfer Advisement Workshops. California community college students are reviewed
for CSU General Education certification by the end of their first year.
Chico
Upon receipt of all required transcripts and the “intent to enroll”, a transfer credit
evaluation will be available online during the first semester of attendance.
Dominguez Hills
Upon receipt of all required transcripts, verification of conditional admission, and
submission of the “Student Intent to Register.”
East Bay
At Orientation or during the first two quarters of attendance. All matriculated students
can view their degree progress report in MyCSUEB. Transfer credits will show by the
second full term of enrollment.
Fresno
At Orientation
Fullerton
Except for those admitted on self-reported information, a preliminary GE evaluation or
a preliminary Titan degree audit (TDA) may be available to students at the time of
admission. TDA information may be found at https://my.fullerton.edu/. Following
logon, click on Titan Online. Final transfer credit summaries or TDA summaries are
completed during the student’s first semester of enrollment if all official and final
transcripts have been received.
Humboldt
Prior to online registration
Long Beach
Preliminary degree audit available for orientation. Final degree audit processed prior to
registration for second semester.
Los Angeles
Upon receipt of all required complete transcripts, a transfer credit evaluation will be
