RANGER POSITION DESCRIPTION 1. POSITION OBJECTIVES To initiate and implement enforcement of the Dog Act 1976, Cat Act 2011, Bushfires Act 1954, Control Off Road Vehicles Act 1978, Litter Act 1979 and the Local Government Act 1995 in relation to stock control and other miscellaneous legislation in accordance with Council policy and to ensure the protection of amenities for residents of the Shire At all times promote Councils Customer Service Ethics by participating in a high standard of service to the community and the organisation, inclusive of the following ‘nonnegotiable’ behaviours: Being helpful and courteous to the community and to other staff members To resolve difficult situations Being professional and keeping opinions to one’s self Being honest and acknowledging when mistakes are made Being available during the day or when rostered on to communicate with the Senior Ranger & Emergency Services Coordinator Maintaining Confidentiality Not mistreating or being cruel to animals Being impartial To be available for all on call duties as required 2. KEY RESPONSIBILITIES The Ranger will: Carry out regular dog patrols and respond to complaints, seize, impound and euthanize dogs when necessary Manage the operation of the dog pound (includes cleaning and maintaining pound registers) Promote and canvass the registration of dogs, including audits Enforce the provisions of the Dog Act 1976 and the Cat Act 2011 Carry out regular cat patrols, respond to complaints, seize, impound and destroy euthanize cats when necessary Adopt a ‘hands on’ approach to litter removal. Respond to litter complaints / reports and take necessary action Conduct regular patrols for illegal campers pursuant regulation 10 Caravan & Campgrounds Act 1995. Carry out regular patrols of illegal parking of areas subject to controls under Council’s parking by laws to ensure compliance with the local laws Carry out regular inspections of Council lease areas (Lake Kununurra foreshore and Recreation Reserves) to ensure parking compliance with lease provisions Issue warnings/fines as required for illegal parking on Council owned areas Be available for “on call” as required Undertake removal & relocation of snakes within municipal boundaries Other duties as required from time to time as directed 3. Extent of Authority: This position operates under the direction of the Senior Ranger & Emergency Services Coordinator within the established guidelines, procedures and policies of Council and the Local Government Act and other relevant Acts. Although this position is based in Kununurra, there will be occasions when the incumbent will need to travel to Wyndham for training or to assist in administering Ranger duties in and around Wyndham or other outlying districts. 3 4. ORGANISATIONAL CONTEXT This position reports to the Senior Ranger & Emergency Services Coordinator and is responsible for provision of Ranger Services to ensure duties and services remain at a high standard to the community. DESIRABLE SELECTION CRITERIA - QUALIFICATIONS, SKILLS AND EXPERIENCE Demonstrated previous experience in a similar position will be highly regarded Working knowledge of the Dog Act, Cat Act, Bush Fires, Off Road Vehicles Act, Litter Act, Local Government Act in respect of stock control Hold a WA certificate in Municipal Law Enforcement A & B or be willing to obtain Working knowledge of Council’s by laws Developed animal handling techniques 5 Sound knowledge of the Shire District Working knowledge of court procedures Demonstrated previous experience as a Ranger working under supervision within a Local Authority Hold a Certificate IV in Local Government (Regulatory Services) or be willing to obtain 6 8.
