Dear Brethren:
All certified brethren should check your name and address as listed in this publication and report immediately
any discrepancies, address changes or deaths to the secretary of the Board. By keeping your address updated,
you will be assured of receiving mailings from the Grand Lodge and the Board of Custodians in a timely
manner.
Please note that the Certified Lecturer examinations will be offered on Saturdays again this year. If you are
due for examination, please remember to write the name of the location on your application in the provided
space. Please do not use the old area numbers as these no longer apply.
As in the previous year, meals will not be served at any of the examination locations.
Schools of Instruction remain a priority of the Board of Custodians. Please continue to support the Schools of
Instruction in your district. These schools serve as an important teaching tool for the Masonic ritual and for
Masonic enlightenment. DDGLs should notify the lodges in their districts well in advance so that they can
make the proper preparations to attend and actively participate in the Schools. As always, please remember to
coordinate your plans with the District Deputy Grand Master of your district. DDGLs should remember to file
their reports on their School of Instruction with the Grand Lecturer immediately upon the completion of the
schools. As a reminder, the annual report is due by November 15.
The Board has granted permission to name Schools of Instruction for deceased distinguished certified brethren
and other Masons. This would be a good way to show respect for the memory of departed brethren who have
unselfishly devoted their time and effort in the support of the ritual of our Grand Lodge.
The Board of Custodians thanks all of you for your continuing support. If we can be of any assistance to you
or your lodge, please let us know.
Please note the Secretary of the Board’s address as indicated on page 1. This address is new and should be
used for your written communications to the Board, including all applications for the examinations and

RULES GOVERNING THE OFFICIAL STANDARD OF THE
WORK AND THE VOCABULARY
(Modified and adopted January 14, 2011)
The following rules govern the use of the OSW and the Vocabulary:
Rule 1. The Grand Secretary shall be the Custodian of all unissued copies of the Official Standard of the
Work and the Vocabulary, and shall issue the Vocabulary only upon proper written application. He shall
provide all forms of application, receipts and other documents necessary to account for the same, and shall
keep a record of all copies issued, and to whom issued.
Rule 2. Receipts for the Vocabulary shall be given on such forms as may be prescribed by the Grand
Secretary. Immediately upon receipt of the Vocabulary, the brother receiving the same shall sign proper
receipt, which shall be promptly transmitted to the Grand Secretary.
Rule 3. A copy of the Vocabulary shall be issued to Secretaries of our subordinate lodges, who shall
receipt therefore and be held responsible for the same. He shall transfer the Vocabulary, so issued to him, to
his successor in office and take his receipt for the same, which shall be forwarded immediately to the Grand
Secretary. In the event he is unable, for any cause, to deliver to his successor the copy of the Vocabulary in his
possession, the Master of his lodge shall take up his copy of the Vocabulary and reissue it to his successor in
office, taking his receipt for the same, which shall be forwarded immediately to the Grand Secretary.
Rule 4. According to Regulation 86-57 of the Code, it shall be a Masonic offense for any brother to make
any copy of or from, either in whole or in part, or to make or permit to be made any writing whatever in any
copy of the Official Standard of the Work or of the Vocabulary, or to violate any rule or regulation made to
govern the use of the same.
Rule 5. In case of loss or destruction of the Vocabulary, the Grand Secretary shall be notified
immediately, giving a full report of the circumstances surrounding the said loss or destruction.
Rule 6. Neither the Official Standard of the Work nor the Vocabulary shall be used in any lodge while
opening, closing, or conferring the degrees, and in accordance with page six of the general rules of the OSW. It
is preferred that the OSW not be used when coaching or instructing candidates, however, under no
circumstances shall the OSW be given to a candidate for his own self-instruction. The Vocabulary shall not be
used when coaching or instructing candidates.
Rule 7. In all cases of the ritualistic work where the Official Standard of the Work is silent as to any action
or floor work, or other work, no Certified Lecturer or Certified Instructor, or any brother, shall be authorized
to insist that his idea of the subject is positively the only way to do that particular thing; he may state his
“opinion,” but he is not authorized to insist that his way is the only way to do such work.
Rule 8. In accordance with the passing of the Grand Master’s Opinion on September 28th, 2007 at the
Annual communication of the Grand Lodge of North Carolina A.F. & A.M., each DDGL will receive a copy of
the Vocabulary to use during his tenure as DDGL. This Vocabulary shall be passed to his successor at the time
he passes other items required by the DDGL to fulfill his duties. Failure to do so will result in a fine as
determined by the Board of Custodians and any other penalties as allowed by the CODE or imposed by the
Grand Master. The Secretary of the Board of Custodians shall be the Custodian of all copies, issued and
unissued, of the Vocabulary for use by the DDGL’s during their tenure.

RULES FOR THE GOVERNMENT OF THE LECTURE SERVICE
Under Provisions of Regulation 29-10, the Board of Custodians has adopted the following rules
for the Government of the Lecture Service. These rules became effective upon adoption on
January 14, 2011.
Mandatory Five Hour Service (begins in 2008 for even numbered lodges, 2009 for odd
numbered lodges and continues until otherwise indicated)
1. The instruction for the Bi-yearly scheduled mandatory five (5) hour Lecture Service shall be
required for all even numbered lodges to occur during even years and all odd numbered lodges
to occur during odd years and may be complied with in either of the following two methods:
(A) The lecturer may visit the lodge for one day, and he shall give not less than five (5) hours
of ACTUAL INSTRUCTION, excluding travel time and time when he is not instructing.
(B) The lecturer may make several trips to the lodge, in which case instruction must be given
not less than five (5) hours of ACTUAL INSTRUCTION, excluding travel time and time
when he is not actually instructing, provided, also that there shall be instruction on each of
not less than two different days, and all within a period of fifteen (15) days, beginning the
first day of the lecturer’s engagement.
2. Lodges requiring the mandatory Bi-yearly Lecture Service shall be required to have this service
completed by December 1st of the applicable year.
Non-Mandatory Lecture Service (required in accordance with Rule 3, if applicable)
3. Each subordinate lodge shall engage the service of a Certified Lecturer for instruction in the
Ritualistic work for one week or the equivalent thereof under one or more of the following
conditions, and upon direction by the Board of Custodians:
(A) On recommendation of the District Deputy Grand Lecturer and certified by the District
Deputy Grand Master.
(B) On recommendation of the District Deputy Grand Lecturer if the lodge does not meet the
minimum attendance requirements at two consecutive schools of instruction.
(C) By request of the lodge.
4. The required instruction in accordance with Rule 3 may be complied with in either of the
following two methods:
(A) The lecturer may visit the lodge for a period of five consecutive days, and he shall give not
less than fifteen (15) hours of ACTUAL INSTRUCTION, excluding travel time and time
when he is not instructing, provided also that there shall be instruction on each of not less
than three different days.
(B) The lecturer may make several trips to the lodge, in which case instruction must be given
not less than fifteen (15) hours of ACTUAL INSTRUCTION, excluding travel time and
time when he is not actually instructing, provided, also that there shall be instruction on
each of not less than five different days, and all within a period of fifteen (15) days,
beginning the first day of the lecturer’s engagement.

Additional Rules applicable to both Mandatory and non-Mandatory Lecture Services
5. The Board of Custodians recommends that instruction be rendered on consecutive days, but
this is not mandatory.
6. A Class “A” Certified Lecturer may accept an invitation to instruct in the Ritualistic Work
from any lodge in the State of North Carolina, including his own. A Class “B” Certified
Instructor, during the period he is on the roster of such class, may give instruction in the scope of
work coming under Class “B”.
7. There shall be a minimum of seven (five officers and two members) of the lodge present at
each Lecture Service session. It is highly preferred that the officer attendance includes all the
principal officers and deacons but all others are encouraged to attend.
8. A lodge desiring instruction in the Ritualistic Work or one ordered by the Board of
Custodians shall make all the necessary arrangements and agreements for the service with the
Class “A” Certified Lecturer of its choice. (See Rule 6). Immediately after such service has been
rendered, the Lodge shall:
(A) Pay all proper transportation, board and lodging expense necessary to fill the engagement
incurred by the lecturer. The Grand Lodge will not reimburse such expense.
(B) Transportation expense shall not exceed the Grand Lodge official mileage rate per mile
actually traveled each way, when private automobile is used, or it may be the actual
railroad or bus fare between the residence of the lecturer and the lodge served.
Transportation expense may properly be the subject of a special agreement between the
lodge and the lecturer, before the instruction is commenced. It is the intent of the Board of
Custodians that travel expense, board and lodging shall not be made an unreasonable
burden on lodges.
9. A lodge may obtain special lecture service or instruction as often as it desires, but the lodge, in
such case, will pay all expenses incident thereto without reimbursement from the Grand Lodge. A
report of any such work done must be made as required in Rule 10.
10. Within fifteen days after any lecture service is rendered a lodge, Rule 1(A) or 1(B), Rule 4(A)
or 4(B), whether or not it is paid for by the lodge, shall be reported by the Secretary of the lodge to
the Secretary of the Board of Custodians on N. C. Official Form No.38 for the Grand Lodge
records and a copy to their District Deputy Grand Lecturer. The Secretary of the Board of
Custodians shall prepare and provide all forms for certificates, reports and records under these
rules.
11. In all cases in the Ritualistic Work where the Official Standard of the Work is silent as to any
action in floor work or any other work, no Certified Lecturer or Certified Instructor or any
brother, shall be authorized to insist that his idea of the subject is positively the only way to do
that particular thing. He may state “his opinion,” but he is not authorized to insist that his way is
the only way to do such work. (As approved: Pro. 1953 P. 161) (Effective 4-22-53).

12. When these rules become effective on January 14, 2011, all previous rules that are in conflict
herewith are hereby repealed.
13. When required, a Lecture Service is to be rendered to the specific lodge requiring the service
only and not a group of lodges.

Custodians promptly after the lecture service has been completed; otherwise, the records of the Grand Lodge will not show the lodge
as clear of Regulation 29-10.

GUIDELINES ADOPTED
DISTRICT DEPUTY GRAND LECTURER
LODGE EDUCATION WORK
Regulation 29-9 of the CODE provides in part that the District Deputy Grand Lecturer shall be responsible
for the “education work” in his district.
At its meeting on September 21, 2006, the Board of Custodians adopted the following guidelines for use by
the District Deputy Grand Lecturers in carrying out the lodge education work in their respective districts.
1. Encourage each lodge to conduct programs on Masonic Education whenever time permits. These
programs shall consist of timely subjects taken from the CODE, or selected subjects of particular
interest to Masons.
2. Encourage lodges to use the booklet, “Lodge System of Masonic Education”, “Program for Progress”,
or some other similar organized system of Masonic education.
3. See that candidates and newly made Master Masons are thoroughly indoctrinated in Masonic etiquette
and lodge procedures, with special emphasis placed on the following areas:
a. Balloting
b. Standing an examination for visitation purposes
c. General rules of lodge etiquette
d. Parliamentary procedure
4. Encourage lodges to distribute appropriately to each candidate the four pamphlets issued at no cost by
the Grand Lodge:
a. “On the Threshold”
b. “Entered Apprentice”
c. “Fellow Craft”
d. “Master Mason”
5. Encourage proficiency in the catechism of the Master Mason’s Degree.
6. Insist on attendance and participation of officers at district Schools of Instruction.
7. Encourage use of the “buddy system” by asking each lodge to specify a brother or brothers to maintain
contact with all new Master Masons for at least six (6) months immediately after raising.
8. Encourage Master Masons to make their wishes known to their family regarding having a Masonic
funeral service.
9. The items listed above are in addition to regular duties covered in the CODE.
The District Deputy Grand Lecturer should cooperate fully with the District Deputy Grand Master in
promoting the lecture service and schools of instruction. To keep the DDGM informed of the education work
in the district, he should provide him with a copy of the DDGL Annual Report no later than November 15th of
each year.

SCHOOLS of INSTRUCTION
Each lodge in the District shall participate in a full five hour School of Instruction as required by the
Board of Custodians effective January 9, 2009 and called annually by the District Deputy Grand
Lecturer. A minimum of at least three (3) officers and two (2) members must attend the full five (5)
hours of instruction of the school. It is highly preferred that the officer attendance include all the
principal officers and deacons but all others are encouraged to attend. If any lodge fails to meet the
requirements for two consective Schools of Instruction, a fifteen-hour Lecture Service shall be held for
that lodge in order to remove the deficiency.
Regular attending officers of each lodge should fill their elective or appointed stations and places
at a School of Instruction. Certified Lecturers and Certified Instructors should not fill a station or place
during a School of Instruction unless filling a station or place to which they have been elected or
appointed.
The red work should be covered as necessary at each School.
A minimum of five hours work shall constitute a School of Instruction, which may be in one fivehour session, or two sessions totaling five hours within fifteen consecutive days.
Suggested topics to be covered at Schools of Instruction are shown on the following outline. Not
all topics need to be covered at each School; however, exemplification of each degree should be
covered at least once on an annual basis. The DDGL should determine how best to divide the
topics for coverage at each school.

PROCEDURE FOR EXAMINATIONS FOR PROFICIENCY IN RITUALISTIC WORK
Each applicant, including those for re-examination, must have the recommendation of a
Certified Lecturer who has gone over the work with him. This is to reduce the probability of failing to
pass the examination. No such recommendation should be given unless the applicant is proficient. A
recommendation has no effect on the examination. One who teaches an applicant the work and signs
his application may not be one of only three examiners who examine him.
SCOPE OF EXAMINATION
For a Class “A” examination as CERTIFIED LECTURER, see Items 1 through 22. For a Class
“B” examination as CERTIFIED INSTRUCTOR, see Items 1 through 20.
HOW TO RAISE CLASS “B” CERTIFICATE TO CLASS “A” CERTIFICATE
A Class “B” Certificate may be raised to Class “A” by an examination taken within one year on
the work that was not included on the previous examination; however, after the expiration of one year,
the entire examination for Class “A” certificate must be taken, and no credit will then be allowed for
the previous examination for Class “B” certificate.
MINIMUM NUMBER OF APPLICANTS
Examinations will not be held for less than six (6) applicants at an examination location. If
there are less than six applicants at a location, or in the event an applicant desires to be examined at
a location other than the nearest one, the examination may be taken at the location most convenient.
If a candidate desires to be examined at another location, a request should be made not less than ten
(10) days before the examination at the other location. Every application for examination or reexamination MUST be on the prescribed form, properly recommended, and should be filed with the
Secretary of the Board of Custodians no later than August 1st.
TIME AND PLACE FOR EXAMINATIONS
There are six (6) examination locations. One examination will be held each year as follows,
and no other examinations will be held during the year:
August 8th Greenville and Greensboro
August 15th Wilmington and Charlotte
August 22nd Fayetteville and Asheville
CERTIFICATION
Certificates will be issued only to those who have successfully passed all required parts of the
examination for the class applied for. Certificates are good for five years, except for the provisions
allowed by REG. 29-7(5), effective January 1, 2007, but the Board of Custodians reserves the right to reexamine any certified brother at any time it deems proper in accordance with Regulation 29-6(3).
Certificates for those approved for a one-year extension will expire four-years from the date of their reexamination. Extensions only apply to renewals.

THE EXAMINATION
The ritual has been divided into subjects, and the subjects have been grouped in items to balance
the time of the examiners. The subjects may or may not be given in the order listed in the outline. No
part of the work may be omitted except as shown, and exactly where shown, on the outline.
Not less than three Certified Lecturers will test each applicant. A recommender may not be one of
only three examiners. Applicants will ask all questions, give all responses, take all parts, and explain
all floor work or other movements (red work). In short, the applicant will do all of the work.
Examiners ask no questions; they sit and listen until they are satisfied that the applicant is proficient.
No group examination is permitted; each applicant is examined individually and separately.
The degrees or parts of the degrees are NOT exemplified at the examinations.
BAHNSON MANUAL
All parts of Bahnson Manual used in the ritualistic work and pertaining to the subjects listed in the
outline must be repeated from memory. Only those parts may be omitted as shown, and then in the
particular place of the schedules where set out. Obligations and working tools are given in First
Sections, and therefore may be omitted from catechisms.
RULES FOR THE GOVERNMENT OF THE LECTURE SERVICE
The Board of Custodians has promulgated rules for the government of the Lecture Service as
authorized by Regulation 29-10. These rules may be changed from time to time, but any change will
be promptly promulgated for the benefit of all concerned. Every CERTIFIED brother, either Class “A”
or Class “B” should keep himself fully informed of these rules.
CHANGES OF ADDRESS OR LODGE MEMBERSHIP
Every CERTIFIED brother should report promptly any change of address for mail, or change of
residence, district, or lodge membership to the Grand Secretary and to the Secretary of this Board.

CALLED FOR RE-EXAMINATION IN 2015
The following certificates will expire in 2015. Please read Regulations 29-7(4) and
29-7(5). File your application for re-examination with the Secretary of the Board of Custodians
by August 1, 2015. You will be notified later of the confirmed time and place of the exams.

IMPORTANT MESSAGE
From time to time, the Board of Custodians is asked for its opinion on various issues. Listed below are the
Board’s responses to some of these questions.
1. Plurals of words may be substituted as appropriate when there is more than one candidate.
2 When a lodge is being opened, the pass (or word) should also be received from the JW. This is
consistent with the wording of the OSW.
3. It is preferred that the OSW not be used when coaching or instructing candidates, however, under no
circumstances shall the OSW be given to a candidate for his own self-instruction. The Vocabulary shall
not be used when coaching or instructing candidates.
4. Catechism coaching must be done only by Master Masons.
5. To ensure consistency in this Grand Jurisdiction and in accordance with the rules governing the
certification examinations, all parts of the Bahnson Manual used in the ritualistic work and pertaining to
the subjects listed in the certification exam outline must be repeated from memory. This does not
include the opening and closing prayers, charges or scripture readings of the three symbolic degrees,
which may be read if desired.
6. Certified Lecturer Emeritus status may be granted to a brother who has at least twenty-five years of
service, who is not currently certified, and who is experiencing significant health and/or memory
problems.
7. According to the CODE (REG 29-07.4), a brother must give a valid reason for not appearing for
recertification when directed to do so by the Board. There can be no automatic extensions for nonappearance.
8. When dignitaries are received, the Deacons do not give Private Grand Honors.
9. When conferring the Second Section of the Master Masons degree it is acceptable for the twelve Fellow
Crafts, two Searchers and three Ruffians to wear their aprons as a Fellow Craft since they would be
playing their specific parts as such. It would also be acceptable for any of the regular officers playing
these roles to be allowed to wear white cloth aprons in lieu of their officer’s apron in order to facilitate the
ease of wearing their aprons as Fellow Crafts.
10. The words “Book of Faith”, “Holy Book” or “Holy Writings” may be substituted for the words “Holy Bible”
when appropriate if performing any of the three symbolic degrees for a candidate whose faith that does
not adhere specifically to the Holy Bible.
11. In accordance with current OSW as adopted by the delegates at the annual communication in 2001, and
until such time as it may be revised, the Board of Custodians fully supports the General Rules which on
page seven allows for labor to be dispensed with for admission of non-masons into the lodge room
provided the lodge is purged prior to resuming labor. Since exact wording for this procedure is not listed
in the OSW the preferred alternative, if exact wording is desired, would be to Call from Labor to
Refreshment and then from Refreshment back to Labor as found on pages nine through fourteen in the
OSW.

IMPORTANT NOTICE
COACHING CERTIFICATES AVAILABLE
The Board of Custodians encourages lodges to identify their faithful catechism coaches and explore ways to provide them some
recognition. A number of lodges have posted a plaque with the names of coaches who have been singled out for their hard work.
A certificate is available from the Board of Custodians which may be presented to catechism coaches who have served at least
five years as a coach. Lodges may use whatever means they think appropriate to choose those brothers who will receive the
certificates. To request certificates, please have your secretary or master send the name(s) of the brother(s) to be recognized to
the secretary of the Board of Custodians. Please indicate the presentation date; otherwise, the date of issue will be used.
Certificates will then be mailed to the lodge secretary for presentation. Schools of Instruction, district meetings, award banquets,
and other special lodge functions would provide excellent opportunities to present the certificates.

RE-EXAMINATION GUIDELINES FOR TWENTY-FIVE OR MORE YEARS OF SERVICE
OF CERTIFICATION
Regulation 29-7(5) was revised and adopted at the Annual Communication on September 23,
2006, first effective for the Exams in August 2007 as follows:
To issue certificates for each grade or class for the period of time which it shall establish, but
not to exceed five years. At the expiration of such time, the holder shall either renew the same
by such reexamination as the board may determine, or his name shall be removed from the
roster of his class, and he shall cease to be considered as a certified brother. Notwithstanding
the five year limitation, after a brother has been certified for twenty-five or more years,
reexamination may be waived at the request of a brother.”
At their meeting on January 12, 2007, The Board of Custodians adopted the following
Guidelines to aid in the clarification on the eligibility for requesting a waiver in accordance
with the newly adopted amendment for those Certified Lecturers or Certified Instructors
having completed twenty-five or more years of service.
1. A waiver in accordance with the provisions of this revised amendment is not automatic and
must be requested by the brother seeking this exemption.
2. The newly revised Certified Lecturer Application Form should be used to request a waiver.
3. Some brothers may desire to continue with the examinations, and this is their prerogative.
4. Only an active Certified Lecturer or Certified Instructor may make requests for his
examination to be waived once qualifying for the required minimum years of service.
5. Requests by a brother should be sent to and received by the Secretary of the Board prior to the
annual exams and during the same year their current certification is scheduled to expire.
6. If a Certified Lecturer or Certified Instructor is inactive and had previously achieved twentyfive or more years of service when he became inactive, he must be re-examined to be reinstated
to active status. He then would qualify to be able to request a waiver during the same year his
new certification is scheduled to expire.
7. The twenty-five years of service as a Certified Lecturer or Certified Instructor need not be
consecutive to qualify for this request.
8. Waivers will become effective upon the expiration of current certification.
9. Certifications issued under the provisions of this revised amendment would not have an
expiration date, however, the Board of Custodians reserves the right to re-examine any
certified brother at any time it deems proper in accordance with Regulation 29-6(3). If it is
brought to the Board’s attention that a brother is not performing the work satisfactorily, the
Board has the option of requiring a reexamination or taking other appropriate action.
10. The amendment as revised does not affect those certified brothers with less than twenty-five
years of service.
11. Since the amendment makes no distinction between Class “A” Certified Lecturers and Class
“B” Certified Instructors, both classes will be treated the same.
