Minutes Tuesday, November 14, 2006 Glenn Medical Center Conference Room 1. Convene Meeting County Administrative Officer David Shoemaker convened the meeting at 11:57 a.m. 2. Departmental Presentations (what we do), by the following Department Heads: Personnel Department ~ John Greco, Personnel Director, submitted and reviewed a document that outlined the functions and services provided. (Note: Above mentioned documents are available at the Clerk of the Board office.) 3. Scheduled Business Hold discussion regarding the following items: (a) Consider invitation from Butte County to participate in a training seminar provided by Nationally Acclaimed Speaker Gordon Graham on January 4, 2007. County Administrative Officer David Shoemaker advised that Butte County has invited Glenn County to a training seminar by Gordon Graham on January 4, 2007, and asked that Department Heads let him know who in the County will be able to attend, which will determine the cost. (b) Departmental 2006 Accomplishments & 2007 Goals Mr. Shoemaker requested that Departments submit their 2006/07 Departmental Accomplishments & Goals to the County Administrative Office by December 15th, which will be compiled and presented at the first Board of Supervisor’s meeting in January. (c) 2006/07 Legislative Platforms Mr. Shoemaker requested that each department look at 06/07 Legislation Platform to determine how it will affect Glenn County and desired changes, so that the County can establish a specific platform to forward to our legislators, and look for sponsors for specific changes of department regulations or designing new programs. 4. Announcements and Reports Supervisor Freeman spoke regarding a December 14th forum at Sierra Nevada Brewery regarding helping businesses getting started. Supervisor Hansen spoke regarding a First 5 meeting where the need and problems regarding child care was discussed, and Human Resource Agency Director Kim Gaghagen advised that the State of California guarantees child care for clients training to get off CalWorks that if you are not on public assistance there is a waiting list for child care in Glenn County. Supervisor Freeman advised that a new subdivision was approved and infrastructure was completed then the development was sold to CHIP, and that a neighborhood group is unhappy and will be holding a community meeting. Health Services Agency Scott Gruendl advised that they received additional funding for Drug Court and Prop 36, that they applied for a $700,000 grant in conjunction with Probation for a Mentally Ill Offenders Program for Juvenile Hall; and that eight auditors are currently performing a MediCal Program Audit. Prepared by the Clerk of the Board Office Office: 934-6400 * Fax: 934-6419 * E-mail: ssoeth@countyofglenn.net November 14, 2006 Management Team Page 2 Supervisor McGowan advised of an dinner event put on by Larry Juanarena at the Orland County Fair Grounds, November 15th at 6:00 p.m., honoring 15 POW’s and Veterans of WWII and Vietnam, tickets $100 per person for dinner, $25 per person to listen to the speakers, with proceeds going to the Vets, and that Viet Nam fighter pilot Brian Shul is speaking along with the other Vets. Supervisor Amaro advised of a Northern California Water Association Directors Appreciation Dinner. Don Santoro advised that Frank Fields is leaving the County as of November 30th to go to the City of Chico; and that soon the Department of Finance will issue new County Credit Cards. Planning & Public Works Agency Director Dan Obermeyer spoke of a Hamilton City Development of 400+ homes, discussion was held regarding CHIP housing within Glenn County, and Yolanda Benson with the California Business, Transportation and Housing Agency has begun an ad hoc group which meets every couple months to improve economic development with current resources. County Administrative Officer David Shoemaker advised that Mr. Obermeyer is part of a group to be formed to look at regional transportation issues and relationships, and advised of the advantages of the relationship with the State. Mr. Obermeyer advised that Hamilton City has shut the Storm Drain Project for the winter; that people are interested in developing businesses in west Willows; discussion was held regarding the WalMart Supercenter downsizing; Environmental Health was commended for advocating the County’s position regarding the Solid Waste Program while meeting responsibilities with the State Agencies; and Mr. Obermeyer advised that the County is waiting for a counter proposal for the landfill purchase. Human Resource Agency Director Kim Gaghagen advised that he is working with the state to split a CDBG contract for affordable housing, transferring the remaining authority of grant to Public Works to complete the projects and start the bathrooms and gutters in Hamilton City next spring; has begun the Christmas adopt-a-family program; is working with the IT committee reviewing State Contracts and Grants to attempt to get a licensing/purchase agreement for all departments using discounts available to State Departments; and spoke regarding the importance of making investments in the Orland Airport Site to market for rent revenue; and advised of new staff within his department. Chief Probation Officer Brandon Thompson advised of a Mentally Ill Offenders Program joint grant with Health Services Agency for mental health treatment at Juvenile Hall, and that approximately 60% of kids at Juvenile Hall have mental health issues. Personnel Director John Greco advised that the County settled with Peace Officers’ Association, is in mediation with the General Unit, and that Mid Managers have declared impasse; also advised that there are no increases in rate for vision insurance, short term disability, and that the dental insurance is still being negotiated. County Counsel advised that the Safety Officer Jennifer Peters would like to get new Federal and State Labor Law posters with cost to be $139 for three years per location; that the Vets are suing the County over use of Memorial Hall and advised of the court timelines; and reported on the criminal proceeding of Orland Sand & Gravel. Golden State Risk Management Dan Berry encouraged attendance to the training seminar of Gordon Graham. Prepared by the Clerk of the Board Office Office: 934-6400 * Fax: 934-6419 * E-mail: ssoeth@countyofglenn.net November 14, 2006 Management Team Page 3 County Administrative Officer David Shoemaker advised that department briefings will be scheduled for the new Supervisors with Department Heads, that changes in health care and salary & benefits will be put in place for the unrepresented at the December 5th Board Meeting; that the state has issued the license for the hospital officially changing its name to Glenn Medical Inc., and Enloe will submit a $1,12,800 check for long-term support of the hospital; that the Board has approved the MOU with the State for continued use of the Historic Glenn County Courthouse to be in compliance with state regulations, and that courthouse construction funding should be coming for use on Memorial Hall. 5. Unscheduled Matters & Public Comment Director of Finance Don Santoro suggested that a declaration of employee appreciation be made by the Board and that the picnic be held on the Thursday after Labor Day each year. 6.
