ITEM No:1. CONFIRMATION OF THE MINUTES OF THE 24th SLCF MEETING HELD ON
16.02.2012.
The minutes was circulated vide memo no: SLDC/How/109A (SLCF)/2765 (1-17)

ITEM No: 2. REVIEW OF STATE GRID PERFORMANCE:
Power point presentation on grid performance for the month of
February 2012, March 2012 and April 2012.
ITEM No. 3. IMPORTANT GRID INCIDENTS:
(a) On 21.03.12 at 06.55 hrs, the 132 KV Titagarh- B.T. Road ckt of CESC tripped which resulted in islanding
of Titagarh and New Cossipore generating stations. Due to low voltage the created island eventually
collapsed.

(b) On 30.03.12 at 03.15 hrs 220 KV B- Phase CT of Bus-Coupler Bay at 220KV Durgapur sub-stn burst out.
This caused tripping of all 220 KV outgoing feeders at Durgapur sub-stn. STPS # 6 and DPL# 4, 5& 7
also tripped.

(c) On 03.04.12 at 16.29 hrs both the 132 KV SRS-Majerhat ckts of CESC tripped causing splitting of CESC
system into two subsystems. Southern generating station remains synchronized with WBSETCL system at
Howrah point, whereas Titagarh, New Cossipore and Budgebudge generating stations got islanded with
almost matching load.

(d) On 04.04.12 starting from 20.09 hrs a series of network hazards in CESC systems took place due to heavy
storm. Titagarh, New Cossipore and Budgebudge generating stations got islanded and several unit tripped.

(e) On 04.04.12 at 21.15 hrs during charging 132 KV Kasba- Sonarpur ckt from Kasba end all the 220/132
KV Transformers at Kasba substation tripped. As CESC was synchronized at Kasba point, CESC system
got split from rest of the Grid. This resulted in total power failure at Salt-lake 132 KV Sub- station also.

(f) On 13.04.12 at 10.31 hrs during diversion of 220 KV Arambag – Domjur # 1 through bus- tie breaker at
Arambag end 220 KV bus fault occured. All adjacent 400KV ckts and 400/220 KV, 315 MVA
Transformers at Arambag Sub Station tripped.

(g) System disturbance at Titagarh Gen. Stn. Of CESC on 22.04.12 at around 18.20 hrs.

(h) On 22.04.12 at 23.30 hrs, 400 KV B-phase CT of Bus transfer bay at Jeerat 400 KV sub-station burst
out causing fire hazards and total power failure at Jeerat 400 KV Sub Station.

(i) On 24.04.12 at 19.40 hrs due to lightning stroke on 33KV Kulpi feeder the total DC system at
Laxmikantapur 220 KV sub- stn failed, which eventually led to total power failure at Laxmikantapur 220
KV sub-stn.

(j) On 04.05.12 at 06.23 hrs due to operation of bus bar differential Relay the 132 KV west side bus of BTPS
got dead. Unit #5 and 132 KV Chanditola, Satgachhia and Khanyan feeders which were on west side bus
tripped.

ITEM No: 4. OPERATIONAL PLANNING.
(a) ANTICIPATED POWER SUPPLY POSITION FOR THE MONTH OF MAY,JUNE &
JULY 2012.
[All concerned are requested to furnish anticipated demand and
generation forecast for these months to SLDC]
(b). SETTLEMENT OF SHUT DOWN PROPOSALS FOR THE MONTH OF MAY, JUNE,
& JULY 2012 i.r.o GENERATING UNITS, TRANSMISSION LINES AND OTHER
EQUIPMENTS ETC.
[All concerned are requested to furnish their shut down proposals for
these months to SLDC]
(c). PROLONGED OUTAGES OF POWER SYSTEM ELEMENTS IN WBSETCL.

ITEM No: 5. ISSUES RAISED BY SLDC:
5.1. The decision of taking a set of meter readings before and after time synchronization of
meter was not maintained by BTPS on 31.03.2012.
5.2. Communication gap between ALDC (WBSEDCL) and BKTPP causing mismatch in Schedule
on 22.04.2012.
5.3. Data Display status at SLDC control room i.r.o---a) Unit wise data of PPSP.
b) Data of Kharagpur 400 KV Sub-stn.
ITEM No: 6. AGENDA NOTE PUT UP BY SLCF MEMBERS FOR DISCUSSION:
6.1. Agenda note put up by KTPS, WBPDCL
(i) Frequent backing down and withdrawal affects plant health.
(ii) Review of Ramp up/down rate in preparing injection schedule for generating constituent like
KTPS, when DC in MW is less than its 100% capacity.

(i) Technical minimum Generation for Unit # 5 & #6 of STPS:
Unit# 5: Generation: 175 MW (ex-bus: 159 MW)
