CONFIRMATION OF THE MINUTES OF THE 26th SLCF MEETING HELD ON 27.07.2012. The minutes was circulated vide memo no: SLDC/How/109A (SLCF)/892(1-18) Dated 13/08/2012 and the same was also published in the website (www.wbsldc.in) No comments for any changes were received. ---- Members may please discuss and pass the same. ITEM No: 2. REVIEW OF STATE GRID PERFORMANCE: Power point presentation on grid performance for the month of July 2012 and August 2012. ITEM No. 3. IMPORTANT GRID INCIDENTS: 1) On 31.07.12 at 13.00 hrs, the Eastern, North-Eastern & Northern grid collapsed. -- A brief report by SLDC, WBSETCL, Howrah. 2) On 24.08.12 at 10.50 hrs, total power failure at 220 KV and 132 KV system at Durgapur 220 KV SubStation with the operation of ‘Bus Bar Protection Trip Relay 96’ during switching off of 220 KV DGPWARIA Ckt # 1 at Durgapur end following the outage of the said Tie Ckt. that had taken place at Waria end at 10.00 hrs. on date. Total power failed at DPL and Ukhra s/stn. DPL unit # 6(only running unit at DPL) tripped. -- WBSETCL representative may please deliberate. 3) On 24.08.12 at 15.44 hrs, 220 KV Bus-Differential operated at Durgapur 220 KV Sub-Station , due to which all 220 KV feeder’s got tripped only from DGP end resulting total power failure in 220 KV & 132 KV Bus at DGP and causing no power at DPL, UKHRA, BORJORA. DPL unit # 6(only running unit at DPL) tripped. -- WBSETCL representative may please deliberate 4) On 06.09.12 at 17.54 hrs, 315 MVA IBT- I(IBT#2 was under B/D condition), 400 kv Jeerat and Kharagpur feeders at KTPP end tripped. Subsequently, all the running units of KTPP(i.e U-I & II connected with 220 KV bus & U-V & VI connected with 400 KV bus) got tripped resulting total power failure at 17.56 hrs. This has caused no-power condition in the following sub-stnsHowrah(220KV),Domjur(220KV),NewHaldia(220KV),Uluberia(132KV),Tamluk(132KV), Kolaghat(132KV), Jangipara(132KV),Old. Haldia(132KV), NIZ(132KV), Liluah(132KV), Contai(132KV), Egra(132KV) & Kharagpur(400KV).This also caused the power supply interruption to CESC at Howrah & Liluah point. 220KV ABG-Domjur #1 went to break down condition. Also all running units(Unit I,II & III) of TATA Power, Haldia tripped during this disturbance caused generation loss was around 87.8 MW. -- WBPDCL and WBSETCL representatives may please deliberate. --- CESC may share the observations at their end. ITEM No: 4. OPERATIONAL PLANNING. (a) ANTICIPATED POWER SUPPLY POSITION DURING DURGA PUJA FESTIVAL WEEK i.e FROM 18.10.12 – 24.10.12 (CHATURTHI TO DASHAMI) [All concerned are requested to furnish detailed anticipated Demand and Generation forecast for these individual dates] (b) ANTICIPATED POWER SUPPLY POSITION FOR THE MONTH OF NOVEMBER AND DECEMBER, 2012. [All concerned are requested to furnish anticipated demand and generation forecast for these months to SLDC] (c) SETTLEMENT OF SHUT DOWN PROPOSALS FOR THE MONTH OF NOVEMBER, DECEMBER, 2012 i.r.o GENERATING UNITS, TRANSMISSION LINES AND OTHER EQUIPMENTS ETC. [All concerned are requested to furnish their shut down proposals for these months to SLDC] (d). PROLONGED OUTAGES OF POWER SYSTEM ELEMENTS IN WBSETCL. Sl.No. Network elements under outage From 1. ITEM No: 5. ISSUES RAISED BY SLDC: 5.1. Generation data of all renewable energy sources may please be furnished to SLDC for onward transmission to CEA. Source wise monthly generation data of all renewable generators are needed. In the last SLCF meeting SLDC distributed the prescribed format to all concerned and requested them to provide the data as required for onward transmission to CEA. Except CESC, no other constituents provided the aforesaid data. -- WBSEDCL and DPL representatives may please deliberate. 5.2. Hourly data & tie line data in MU for each day are needed at SLDC by 01.00 am of next day. This is as per requirement at MOP and NLDC. All concerned were given the new format for data submission to NLDC but no data were provided till now. ---Constituents may furnish the latest status. 5.3. Quarterly report on mock drill for crises and disaster management within the quarter of October to December in their respective area and submit a report in prescribed format to CEA with copies to ERPC, ERLDC and SLDC. All constituents are requested to submit the report on mock drill & disaster management for the quarter July 12 to September 12. 5.4 Actual low voltage problem at Durgapur and adjoining sub-stations due to excessive VAR loading by DPL. In the 26th SLCF meeting, DPL representative confirm that the above problem will reduced if the 160 MVA, 220/132 KV new transformer becomes available. But VAR problem was not reduced. DPL representatives may please deliberate. ITEM No: 6. AGENDA NOTE PUT UP BY SLCF MEMBERS FOR DISCUSSION: 6.1. Agenda note put up by ALDC, WBSEDCL (i) Realistic forecast of generation sent out by WBPDCL:- In the last SLCF meeting held on 27.07.12 at SLDC, Howrah an agenda in this respect was placed by ALDC and there was thread bare discussion in this regard. Finally WBPDCL gave revised forecast for August’12 (2500 MW S/O) and also schedule for the month of September’12 and October’12. But in practice failed to reach the target in the month of August’12 and still lagging behind. Now Durgapuja is approaching. WBPDCL may please be asked to give realistic forecast of generation sent out so that LGBR can be made, if required power can be procured well ahead, to meet Puja load and avoid public agitation. (ii) Not maintaining of S/D schedule by WBPDCL:- In the SLCF and OCC meetings some S/D schedule of generators are prepared by WBPDCL. But it is not properly followed and generators are taken out as and when desired. This hampering generation schedule and due to sudden outage of generation WBSEDCL has to procure power and high rate which in turn increase commercial loss. (iii) No proper intimation regarding reason of tripping of machine of WBPDCL:- Intimations regarding the proper reason of tripping of units not reaching to ALDC which affects the planning of load generation balance. For Example- Sagardighi #1 tripped at 14.01 hrs on 11.09.12 and synchronized at 17.27 hrs on 11.09.12 but no proper information reached to ALDC. 6.2. Agenda note put up by BTPS, WBPDCL Review of technical minimum level of BTPS stage-1 old units (4X60MW). 6.3. Agenda note put up by BkTPP, WBPDCL (i) Review of Unit Back Down Methodology: Due to low system demand, while giving unit back down, tentative time schedule regarding bringing back the machine on bus may be given to get an idea whether hot draining of the boiler would be carried out or the boiler be kept alive by pressurizing it with oil firing from time to time (i.e. consumption of costly extra oil) to synchronize the m/c soon. 6.4. Agenda note put up by KTPS, WBPDCL (i) KTPS is suffering from high auxiliary power consumption due to high evacuation through 132 KV system & wheeling of external power through KTPS ICTs. ITEM No: 7.
