Gordon Gunn, BA, CA, CISA, CMC, PMP – Associate Partner, KPMG Risk & Advisory
Services
Gordon Gunn, is an Associate Partner in KPMG’s Risk and Resilience Advisory Services Practice in
Victoria. He attended the University of Victoria and obtained a Bachelor of Arts in Economics. He is
a Chartered Accountant, a Certified Information Systems Auditor, a Certified Management
Consultant and a Project Management Professional. Gordon has taught hands-on computing at the
University of Victoria and regularly rants about the lack of effective templates in use within many
organizations.
Gordon has over 30 years experience in public accounting, auditing and consulting, and for the past
20 years has concentrated on providing services to the public sector in British Columbia. Gordon
provides advisory services in governance, enterprise risk management, strategic planning,
performance management, and information risk management. He is a product champion for KPMG’s
Delivering Winning Strategies service in British Columbia and has facilitated planning sessions for
numerous organizations.
Presentation: Saving Time with Templates
As organizations and individuals, we seldom take full advantage of the productivity tools provided
on our desktop. Microsoft Word and Excel provide effective tools for streamlining our work
processes, including the ability to create and automate templates. In this session, Gordon will offer
his techniques for creating and using effective templates in Word and Excel. Gordon will provide
you with a handout on all the techniques introduced and will demonstrate each.
Russell Hunter, MA, BCRPA-CPT, CSE – Human Performance Institute
Russell Hunter is the National Director of the Human Performance Institute
Canada, Ironman Triathlete, and co-author of the book “Leading in Full
Engagement”. He works with some of Canada’s top business leaders and
professionals to sustain high levels of performance in the face of increasing
pressure and rapid change. HPI Canada’s science-based approach to fully
engaging people’s talent and skill grows out of over 30 years of experience
working with an array of world-class performers and organizations from the world
of sport, business, health care, and government.
Presentation: Energy For Performance
Ambitious goals, shorter business cycles, increasing competitive pressure, and rising expectations
create the ideal fuel for diminished performance over time. It creates a vicious cycle of stress for
individuals working in financial services with little or no recovery time. Better time management
will not resolve this issue – it requires effective energy management. Mr. Hunter’s entertaining and
engaging session will introduce you to the four principles used by business leaders and professional
athletes alike to build capacity and resilience under pressure.

David Calder – Olympian & Senior Community Relations Advisor, Ministry of Energy,
Mines, and Petroleum Resources
David and his family are based in Victoria, British Columbia. David's wife
is a social worker who manages eight community-based youth outreach
programs; their daughter Mira is a four-year old who loves her preschool and can now tie her shoes proficiently. As for David, he has a day
job with the BC Public Service as a 'Senior Community Relations Advisor'
for the Ministry of Energy, Mines and Petroleum Resources. His true
passion, however, has been rowing, and after competing at three
Olympic Games - winning a silver medal this past summer in Beijing David stumbled upon a career in motivational speaking.
David has rowed for 16 years and has represented his community, his province (BC) and his
country (Canada) with honour and pride. Before his silver-medal performance in China, David won
12 National Championship titles, 11 World Cup medals, and 3 World Championship titles. David has
raced on 3 continents, in over 13 countries, and at over 40 international competitions. If he can
find enough funding, David plans on racing at the London Olympics in 2012, with one goal: a Gold
Medal.
David graduated from the University of Washington with a BA in English Literature and Creative
Writing, but his focus now is with the parallels that exist between the sporting and corporate
worlds. He is currently working with large corporations to break down existing barriers that are
preventing them from meeting long-term targets, doing so by focusing on empowering employees

Presentation: Overcoming Obstacles for Olympic-Sized Results
David draws on his extensive athletic experiences to provide techniques for meeting long-term
targets, setting and meeting short-term goals, and overcoming other obstacles and barriers that
employees face in the corporate world.
Wednesday, February 4th (Day 2)
Robert Kroeker – Executive Director, British Columbia’s Civil Forfeiture Office
Rob Kroeker is the executive director of British Columbia’s Civil Forfeiture
Office. Rob spent 12 years in policing, the majority of which was spent serving
with the Royal Canadian Mounted Police. Rob joined the BC public service in
1998, where he has held a number of senior management positions. In 2006
he was appointed executive director of the Civil Forfeiture Office and was
responsible for setting up and leading BC’s new civil forfeiture initiative.
Rob holds a Bachelor of Arts degree in criminology from Simon Fraser University, and Bachelor of
Laws and Masters of Public Administration degrees from the University of Victoria. He was called to
the Bar of British Columbia in 1993.

Presentation: The Civil Forfeiture Act
This session will provide an overview of the operation of civil forfeiture laws. In 2006, British
Columbia became the second province to enact a civil forfeiture law. Civil forfeiture statutes allow
government to seek the forfeiture of the proceeds of unlawful activity, or assets used to commit
unlawful acts. As the name "civil forfeiture" implies, forfeitures of this nature utilize civil law
process, including the civil standard of proof - balance of probabilities. Civil forfeiture is based upon
civil law concepts dealing with unjust enrichment and property rights and is completely distinct
from criminal law forfeiture provisions which form part of the criminal law sentencing process. Civil
forfeiture laws have proven to be a novel and effective response to profit driven crime and are in
use in a number of jurisdictions including the United Kingdom, Australia, the United States and
South Africa.
Thea Vakil, Executive Director – School of Public Administration, University of Victoria
Thea Vakil is a former senior public servant and educator in the British Columbia
government. She has taught widely in the areas of human resource management,
organizational change, public policy, strategic planning and leadership
development at the School of Public Administration and the Faculty of Business.
She is currently the Executive Director of the Centre for Public Sector Studies in
the School of Public Administration at the University of Victoria.
Thea managed the corporate services function in a number of provincial ministries
and was also responsible for the reorganization of two large ministries. Thea
served as the Treasurer of a non-profit organization and has developed and delivered workshops in
the public sector and the non-profit sector and has taught strategic planning and management
courses for cultural management organizations.
She is a recipient of teaching awards from the Faculty of Human and Social Development and the
Faculty of Business.
Presentation: The Intergenerational Workplace: Why Do We Care?
Workplace demographics have been on the organizational agenda for more than a decade.
However, the attention is shifting from planning for succession and competing in a tighter labour
market to the challenges of the intergenerational workplace. Yet, individual age groups have
historically worked together in organizations in apparent harmony; what has changed? Thea Vakil
talks about some of the forces underlying the intergenerational workplace challenge and explains
how a better understanding of these forces can assist in addressing the issue.
Rob Ashwin, CA – Associate Partner, KPMG
Rob has over 20 years of experience serving private companies in the Enterprise
market. Rob has managed the delivery of integrated tax services to large clients
including all corporate and foreign reporting compliance matters, tax planning
through the interpretation of income and capital tax legislation and the preparation
of pro forma tax budgets for cash flow purposes. Rob is a member of KPMG’s
National Accounting for Income Taxes committee. This group meets monthly to
ensure changes to the accounting rules related to income taxes are applied
accurately and consistently throughout the firm.
Presentation: Tax Update
Mr. Ashwin’s session will provide a current update on personal income tax issues. This tax
refresher will also include a discussion about integration planning from a corporate perspective.

Charlotte Hoggard, CGA, CFI – President, T. Charlotte Hoggard Inc. (www.hoggardcga.ca)
Charlotte has over 20 years of tax experience in Ontario and BC. Fifteen years in
Ontario, which includes ten years with the Canada Revenue Agency (CRA) as both
an auditor and investigator, and five years in Victoria, BC leading a sales tax
practice. Charlotte has been a Certified General Accountant since 1992 and a
Certified Forensic Investigator since 2000. She is a National Director with the
Association of Certified Forensic Investigators of Canada.

Charlotte's presentation is entitled "CGA's Basic Fraud Toolkit". Unfortunately, bad economic times
increase the risk of fraud as people try to cling to lifestyles and status enjoyed in the past. Join us
as Charlotte speaks about fraud and the various tools and methods to identify potential fraud.
Thursday, February 5th (Day 3)
Karen Jawl – Jawl Properties Ltd
Karen Jawl, of Jawl Properties Ltd, is responsible for overseeing energy efficiency
upgrades in 14 commercial office buildings in Victoria, BC and for the
implementation of an energy conservation awareness plan that is being delivered
to over 60 tenants in Jawl Properties’ portfolio of buildings. Karen is also involved
with residential real estate development, management of Cordova Bay Golf Course
and is pursuing her MBA at UBC.
Presentation: Sustainable Saanich
Karen will share her experiences from ‘greening’ Jawl Properties’ portfolio of office buildings and
discuss the business case and financial argument for why the right choices for the environment are
also the right choices for your bottom line. She will discuss the process of implementing energy
upgrades and provide various environmentally friendly options for your office and tips on funding
the upgrading costs.
Bernie Magnan, MBA, CMC, CMA, FCMA – Assistant Managing Director and Chief
Economist, Vancouver Board of Trade
Bernard (Bernie) Magnan became Assistant Managing Director and Chief
Economist of The Vancouver Board of Trade on August 1, 2007. Prior to joining
The Board, Bernie was Managing Director of Bernard Magnan and Associates
Ltd.—a 20 year old management consulting and project management firm based
in British Columbia. He specialized in project management, strategic planning and
corporate turnarounds and worked in several different industries including
transportation, finance, manufacturing and utilities.
Bernie has been an active member of The Vancouver Board of Trade for more than
20 years and is immediate past Chair of the Community Affairs Committee and a Director of The
Board of Trade. He also co-chaired the Regional Transportation Task Force (dealing with regional
transportation issues) and co-chaired the GVRD Task Force (dealing with issues of local and
regional governance).

Presentation: Economic Update
In this world of turbulent economic times, we get fixated on the numbers as we should be.
However, we need to look beyond the numbers for our own region and province to determine how
others can impact our economy. We also need to look at how other factors impact our decisionmaking in these turbulent times.
Arn R. van Iersel, BA (honours), FCGA – Professional Financial Consultant, Advisor and
Trainer
Arn is a graduate of the University of Calgary with an honors degree in economics
and a CGA. Arn was with both the Alberta and BC governments in a public service
career of over 31 years, holding various senior positions in Finance and program
delivery. Arn was the Comptroller General for 8 years and just prior to leaving the
BC Government was Acting Auditor General. In 2007, Arn left the BC government
to pursue his personal interests in the promotion of sound financial practices in
government. He is currently working with the Federal Government as a member of
Environment Canada’s Audit committee. Arn has been an active member and
participant in FMI and was given an award of excellence by FMI national in 2006.
He is a past member of the Public Sector Accounting Board (PSAB). Arn has also been named a
fellow of the Certified General Accountants Association.
Presentation: Federal Departmental Audit & Evaluation Committee and their Governance
Role
More and more, senior governments are using outside advisors, board, and committee members to
strengthen overall organizational governance and improve transparency and accountability. One of
the most recent examples is the Federal creation of Department Audit and Advisory Committees
(DAAC’s) to improve departmental governance, with a particular emphasis on strengthening
financial reporting and controls. Arn van Iersel, a former B.C. Auditor and Comptroller General, will
speak to his experience on the Federal Department of Environment Audit committee and the
potential lessons for British Columbia.
Bruce MacLeod, MBA, PMP – Sierra Systems Group, Inc.
Bruce Macleod is a partner in Sierra System’s Victoria Branch and a senior
project director / manager with over 20 years experience managing numerous
public and private sector projects. Bruce created and has managed the Sierra
Systems Business Intelligence Practice for the past 12 years. In his role as
Business Intelligence practice lead he actively consults with clients in the areas
of Business Intelligence and Performance Management. He is also responsible
for BI practice growth, project oversight, and project management. Bruce is a
recognized speaker on Business Intelligence and has an established reputation
as a leading consultant in this field. Bruce’s unique blend of business and systems development
experience was gained over 25 years in a variety of industries. His education includes a PMP
designation, Project Management Institute and an MBA, Masters Degree in Business Administration.

Mr. MacLeod will be speaking on the topic of Business Intelligence in the BC Public Sector and its
role in Performance Management. A complex business climate demands information that goes
beyond financial performance metrics. It demands forward-looking metrics that are integrated into
a comprehensive performance management environment that can drive future value. Implementing
performance management can quantify the value created by the business processes across an
organization to allow the business to manage what matters. This presentation will highlight the
main concepts and attempt to demonstrate the ingredients of a successful deployment of a
Performance Management / Business Intelligence system. In this presentation Bruce will;
 share lessons learned (both technical and organizational);
 discuss BI best practices;
 illustrate the ability of BI solutions to improve performance while reducing operating costs.
