Main Purpose of Job
To assist and provide support to the Procurement Manager in:
 implementing the Lewisham Homes Procurement Strategy and related procedures
throughout the organisation with particular but not exclusive reference to construction and
Mechanical & Electrical works;
 utilising, where appropriate, external collaborative procurement arrangements such as
Cyntra and Procurement for Housing;
 managing the procurement process including the preparation/review of tender and
contract documentation and contract award reports;
 ensuring that EU procurement procedures are properly adhered to.
To provide advice to officers within Lewisham Homes in order to ensure that procurement is
undertaken in accordance with the Contract Standing Orders and other regulations (both internal
and external.)
To record key information relating to procurement activities including the maintenance of the
organisation’s formal Contract Register.
To produce reports, as required, for the Lewisham Homes Board, the London Borough of
Lewisham and Central Government.
To promote the application of best practice procurement within Lewisham Homes in accordance
with the Gershon, Egan and Latham reports.
To improve the efficiency and effectiveness of the services provided by Lewisham Homes through
the application of best value procurement techniques.
Duties and responsibilities
1.
General Responsibilities
a.
Undertake the procurement of works, goods and services through the application of best
practice methods such as collaborative procurement with other similar organisations and/or
framework agreements established by external organisations.
b.
Prepare invitations to tender, contracts and other procurement related documentation and
deal with correspondence under the guidance of the Procurement Manager.
c.
Maintain and develop, as appropriate, a contracts register containing information about
each contract over £25,000 in value including commencement and expiry dates.
d.
Provide guidance to facilitate the procurement of goods, works and services by other
officers within Lewisham Homes or by professional consultants, including advice on compliance
with UK and EU legislation, regulations and case law.
e.
Prepare procurement plans setting out the key dates that will need to be achieved to
ensure continuity of service.
f.
Assist the Procurement Manager in identifying significant areas of expenditure within
Lewisham Homes, the procurement methods employed and recommending, as appropriate,
alternative approaches which represent good procurement practice and comply with the Contract
Standing Orders.
g.
Liaise, as appropriate, with other Lewisham Homes departments, procurement consortia,
external consultants, tenderers etc.
h.
Participate in relevant working groups as required.
i.
Maintain proper procurement records which meet both internal audit and external
regulatory/legislative requirements.
j.
Maintain records relating to the savings achieved through the application of best practice
methods of procurement. Analyse the information in order to contribute to the Annual Efficiency
Statement.
k.
Promote the use of partnering to obtain improved services at reduced cost. Facilitate
partnering workshops throughout the course of major contracts and involve all key stakeholders.
l.
Involve residents in the procurement of goods, works and services. Facilitate workshops
with residents to inform the organisation’s Procurement Strategy and procedures. Involve
residents in the selection of contractors, consultants and suppliers.
m.
Promote the use of ICT to improve the efficiency and effectiveness of the procurement
process in areas such as e-tendering and project extranets.
2.
Personal Responsibilities
a.
Manage your time and the resources made available by the organisation to ensure that
procurement activities are undertaken in an efficient and effective manner.
b.
Take responsibility for your personal training and development under the supervision of
the Procurement Manager.
c.
Deal with correspondence and enquiries relating to specific procurement activities
including Councillors‘ and MPs’ questions.
d.
Carry out responsibilities of the post with due regard to Lewisham Homes’ policies and
requirements, including those required by Lewisham Council under its management agreement
with Lewisham Homes.
e.
Lead/participate in internal and external project teams to procure specific works, goods
and services as directed by the Procurement Manager.
3.
a.

Qualifications and Experience:
S

Extensive experience of general public sector procurement.

Experience of procuring construction and engineering services.

Strong general education to GCSE standard and a relevant qualification
e.g. CIPS Level 3

Knowledge, Skills and Abilities:

Knowledge of the UK and EU statutory and regulatory frameworks relating
to public sector procurement.

Knowledge of the issues facing landlords in relation to the procurement of
works, goods and services for the purposes of residential property
management e.g. the requirements of S151 of the Commonhold and
Leasehold Reform Act 2002.

Knowledge of current best practice methods for the procurement of
construction and engineering services e.g partnering and supply chain
management.

Understanding of the procurement process including alternative
procurement routes and tendering processes. Ability to provide
procurement advice to officers within Lewisham Homes.

procurement of works, goods and services with particular reference to the
construction and engineering industries.
