interest, be adjusted in case of successful offerer and shall be forfeited in case of default by such offerer.
The properties will not be sold below reserve price. Successful bidder has to deposit 50% of the bid
amount (inclusive of EMD) within 2 working days by way of pay order/DD, and remaining 50% on or
before 10.09.2014. In case of failure to deposit the balance amount within the prescribed period
mentioned above, the amount deposited shall be forfeited. IIDL reserves the right to accept delayed
payment with interest @ 18% p.a. from the date of “confirmation of Sale” beyond the permissible period of
15 days upto maximum period of 60 days from the date of confirmation of Sale. As the sale is subject to
confirmation by IIDL, the offers would be treated as open. The purchaser shall satisfy itself as to
existence of any encumbrances or any dues to Government or anybody in respect of these properties
and also bear expenses of transfer of assets. Tender Document is available a cost of Rs. 1000/- at the

of the advertisement. IIDL reserves the right to reject any or all offers without assigning any reason
thereof or modify the terms & conditions on spot as per the circumstances.

How to submit the Signed and completed tenders should be put in an envelope (separate
tenders

envelopes should be sealed and super scribed with “Offer for purchase of
Property at Gummdipoondi, Taluk Thiruvallur, Distt. Tamil Nadu”.The
envelopes should be submitted by dropping in the “Tender Box” kept at the
reception on the Ground Floor in IFCI Tower, 61, Nehru Place, New Delhi110019 on or before 10.07.2014 between 10.00 A.M. and 5.30 P.M. on any
working day and between 10.00 A.M to 2.00 P.M. on the last day i.e
10.07.2014.
Eligibility
The tenderer should:
a) Be a person, registered trust, registered firm, registered corporative
society, private limited company, public limited company,
partnership firm registered in India.
b) Be legally competent to enter into contracts as per prevailing norms.
c) IIDL may also consider a tender submitted by a consortium of
persons/companies. It is made clear that there should be no change
in the consortium structure during the finalization of the tender right
upto the stage completion of the transaction. If there is any change
in the consortium structure, IIDL reserves the right to cancel the
sale.

Tenders not accompanied by the EMD or accompanied by short EMD shall

be treated as invalid.
No interest shall be payable by IIDL on the EMD amount.
Payment Schedule
1. EMD being 10% of the Reserve Price to be submitted along with
Tender.
2. 50% of the bid amount (inclusive of EMD) to be paid within 2
working days after the acceptance of the offer by IIDL,
3. Balance 50% to be paid on or before 24.06.2014
4. The purchaser has an option to give the full sale consideration in
advance.
5. The offered amount/bid amount of the purchase of properties shall
be exclusive of all taxes/duties/arrears etc. as applicable and the
same shall be borne by the Purchaser without any recourse to IIDL.
Mode of payment of By way of crossed DD/Pay Order drawn on a scheduled bank in favour of
EMD

Mode of submission of Tenders should be submitted in sealed covers alongwith following:

2. The terms and conditions of Tender duly signed by the tenderer on
each page in token of having accepted the same in toto.

Tenders sent through telex/fax/email shall not be accepted.
In case the office remaining closed on the day of opening of tender for any
unforeseen reason, the tenders shall be opened on the next working day at
the time and venue mentioned above in the presence of tenderers who wish
to attend.

Refund of EMD
Normally within 7 working days of opening of tenders. The tenderers will not
be entitled to claim any interest if the refund of EMD is delayed for any
reason whatsoever.
For successful bidder, EMD amount will be adjusted against payment of bid
amount.
Tenders not received in the prescribed tender form or incomplete in any
respect or unsigned or not accompanied by DD/PO for the requisite EMD or
accompanied by short EMD shall be rejected.
Any Tender with Bid lower than the Reserve Price shall not be considered
under any circumstances.

Liability
of
the The prospective purchaser may carry out due diligence in respect of likely

be noted that the purchaser will be responsible for meeting these liabilities, if
arise and IIDL will not be liable to meet any such liabilities whatsoever.
The purchaser shall have to pay the statutory/government/other dues, if any,
in respect of the assets/property advertised for sale.
IIDL does not undertake any responsibility to procure any permission/
license etc. in respect of the property/assets offered for sale or for
settlement of any dues whatsoever in respect of the said property/assets.

General terms and
conditions of tender
All taxes/stamp duties and registration charges etc. as applicable and
related to the offered property shall be borne by the purchaser.
After receipt of full and final payment of the total sale consideration of the
assets, IIDL will issue a letter for Possession in favour of the purchaser and
the purchaser will take necessary steps to take over the possession of the
Property immediately. Subsequently Sale Deed will be executed in favour of
the Purchaser
In case of disputes in tender, the decision of IIDL shall be final and binding
on all concerned.
Tenderers are advised to submit their tenders only after inspection of assets.
The inspection of assets would be arranged by IIDL with prior appointment
on the dates mentioned hereinabove.
The cost for inspection of assets will have to be borne by the prospective
tenderers. Please contact the aforementioned office of IIDL for details.
IIDL shall not be liable for any failure or delay in performance due to any
cause beyond their control including fire, flood, strikes, slowdown, lockout,
closure, dislocation of normal working condition, war, riots, epidemics,
Government action etc. or any condition beyond the control of IIDL
Tenders with conditional offer will be treated as invalid.
Correspondence about any change/modification in the offer after submission
of tender will not be entertained.
If any tenderer wishes to give a fresh offer for any of the property before the
last date prescribed for submission of the tender in the concerned
advertisement, he may file a fresh tender with appropriate Earnest Money
Deposit.

a) The bid will be opened at IFCI Tower, 8th Floor, 61, Nehru Place, New
Delhi-110019 on 10.07.2014 at 04.00 P.M. in the presence of such
offerers who wish to be present.
b) The bids would be in the nature of ‘subject to approval of IIDL’ i. e. the
highest bid would be finalised and kept on record until a final decision is
taken on all the bids received.
c) IIDL would reserve its right to reject any or all bids without assigning
any reason thereof.

1. The tenderers will have to submit valid identity and address proof as may be required. Formal
authorization should be furnished if tenderer/bidder is represented by representative.
2. Tender should be filled in the format of the Tender enclosed herewith.
3. That every page of the tender document is duly signed by the tenderer before submitting the
tender.
4. All alterations, erasures and overwriting, if any, in the tender shall be duly authenticated by the
tenderers signature.
5. The Sale Committee may, for any reasons to be recorded in writing, reject any tender including
the highest tender.The Sale Committee would not be obliged to give a copy of reasons for
rejection of the bid to the unsuccessful tenderer.
