RCG Membership Approval Process
Requests for membership to the Registered Consultancies Group (RCG) of the Public Relations Institute of Australia (PRIA) should be lodged
with the National Office who will forward it to the relevant state or territory RCG committee for consideration.
The final decision is made by the National PRIA Board, and is generally provided within six weeks of application lodgement.
Once approval has been granted by the PRIA Board, the membership fees have been paid, the applicant will receive a Certificate of
Membership and the consultancy will be listed in the RCG search section of the PRIA’s website.

PRIA Code of Ethics
The Public Relations Institute of Australia is a professional body serving the interests of its members. In doing so, the Institute is
mindful of the responsibility which public relations professionals owe to the community as well as to their clients and employers.
The Institute requires members to adhere to the highest standards of ethical practice and professional competence. All members
are duty-bound to act responsibly and to be accountable for their actions.
The following Code of Ethics binds all members of the Public Relations Institute of Australia.
1.
Members shall deal fairly and honestly with their employers, clients and prospective clients, with their fellow workers including
superiors and subordinates, with public officials, the communications media, the general public and with fellow members of
PRIA.
2.
Members shall avoid conduct or practices likely to bring discredit upon themselves, the Institute, their employers or clients.
3.
Members shall not knowingly disseminate false or misleading information and shall take care to avoid doing so inadvertently
4.
Members shall safeguard the confidences of both present and former employers and clients, including confidential information
about employers' or clients' business affairs, technical methods or processes, except upon the order of a court of competent
jurisdiction.
5.
No member shall represent conflicting interests nor, without the consent of the parties concerned, represent competing
interests.
6.
Members shall refrain from proposing or agreeing that their consultancy fees or other remuneration be contingent entirely on
the achievement of specified results.
7.
Members shall inform their employers or clients if circumstances arise in which their judgment or the disinterested character of
their services may be questioned by reason of personal relationships or business or financial interests.
8.
Members practising as consultants shall seek payment only for services specifically commissioned.
9.
Members shall be prepared to identify the source of funding of any public communication they initiate or for which they act as
a conduit.
10. Members shall, in advertising and marketing their skills and services and in soliciting professional assignments, avoid false,
misleading or exaggerated claims and shall refrain from comment or action that may injure the professional reputation,
practice or services of a fellow member.
11. Members shall inform the Board of the Institute and/or the relevant State/Territory Council(s) of the Institute of evidence
purporting to show that a member has been guilty of, or could be charged with, conduct constituting a breach of this Code.
12. No member shall intentionally injure the professional reputation or practice of another member.
13. Members shall help to improve the general body of knowledge of the profession by exchanging information and experience
with fellow members.
14. Members shall act in accord with the aims of the Institute, its regulations and policies.
15. Members shall not misrepresent their status through misuse of title, grading, or the designation FPRIA, MPRIA or APRIA.
Adopted by the Board of the Institute on March 5, 1998, this Code of Ethics supersedes all previous versions.
Penalties for breaches
The following penalties may be imposed for breaches of the Code of Ethics:
1. censure
2. a fine
3. suspension of membership of the PRIA for a specific period
4. expulsion from membership of the Institute

suitably publicised)

PRIA Consultancy Code of Practice
A public relations consultancy shall not be added to the Register of Consultancies of the Public Relations Institute of Australia (PRIA) unless its
principal officer in that state is of Fellow or Member status of the PRIA.
In addition to the PRIA’S Code of Ethics, which binds the consultancy principal and all consultants who are PRIA members, a Registered
Consultancy is bound to the following Code of Practice.
General Standards
A REGISTERED CONSULTANCY:
• Accepts a positive duty to observe the highest standards in its business and in the practice of public relations; promote the benefits of good
public relations in all its dealings; and improve the general understanding of professional public relations practice.
• Undertakes to observe this Code of Practice, and any other article or amendment which shall be incorporated into it.
• Accepts a positive duty to observe the highest standards of public relations; promote the benefits of good public relations practice in all its
dealings; and improve the general understanding of professional public relations practice.
• Adheres to the highest standards of accuracy and truth, avoiding extravagant claims or unfair comparisons and gives credit for ideas and
words borrowed from others.
Employees
A REGISTERED CONSULTANCY:
• Makes compliance with this Code of Practice and the PRIA Code of Ethics a condition of employment for all its consultants.
• Understands that if it knowingly causes or permits a member of its staff to act in a manner inconsistent with this Code it is party to such action
and shall itself be deemed to be in breach of it.
• Shall not directly invite any employee of a client advised by the consultancy to consider alternative employment (an advertisement in the press
is not considered to be an invitation to any particular person).
Client Relations
A REGISTERED CONSULTANCY:
• Safeguards the confidence of both present and former clients. It shall not disclose or use these confidences, to the disadvantage or prejudice if
such clients or to the financial advantage of the Registered Consultancy, unless the client has released such information for public use, or has
given specific permission for its disclosure, except upon the order of a court of law.
• Through its principals and staff collectively or individually, shall not misuse information regarding its clients’ business for financial or other gain.
• Shall be free to represent its capabilities and services to any potential client, either on its own initiative or at the behest of the client, providing
in so doing it does not seek to break any existing contract or detract from the reputation or capabilities of any consultancy already serving that
client.
• Shall only represent competing interests with the consent of all parties.
• Is encouraged to use the PRIA Terms of Engagement Contract for all retained relationships with clients
Fees and Income
A REGISTERED CONSULTANCY:
• Shall not guarantee the achievement of results which are beyond the consultancy’s direct capacity to achieve or prevent.
• Shall be free to accept fees, commissions or other valuable considerations from persons other than a client, only provided relevant
arrangements are disclosed to the client.
• Shall not knowingly pay fees or give personal commissions which will lead to unethical behaviour on the part of others.
• Shall be free to negotiate with clients terms that take into account factors other than hours worked and seniority of staff involved, as long as
they do not conflict with the PRIA Code of Ethics. These special factors shall have regard to all the circumstances of the specific situation and
level of service required.
• Shall inform a client of any shareholding or financial interest held by that consultancy or any of its principals, shareholders or employees, in
any business whose service it recommends or uses on behalf of a client.
• Shall, at its discretion, seek recompense when detailed creative pitches are required, in which instance copyright of the proposal passes to the
prospective client whether or not the consultancy is retained, unless otherwise agreed.

Committee By-Laws
Preamble
1. The Public Relations Institute of Australia (PRIA) has established this committee in accordance with its Articles of Association.
2. The Committee shall be named the Registered Consultancies Group (RCG).
3. The RCG shall be governed by the Board of Directors of the PRIA.
Objects
4. The objects for which the Committee are established are: (a) To further the profession of Public Relations as a Committee to the PRIA.
(b) To maintain a Register of Consultancies.
(c) To promote registration of senior-level individuals who have responsibility for the operational control of Consultancies who qualify for registration.
(d) To ensure that all employees of registered Consultancies are bound by the Code of Ethics of the PRIA.
(e) To assist in the implementation of standards of performance and professionalism which shall be determined by the PRIA from time to time.
(f) To promote public relations undertaken through Consultancies and to inform target markets of its benefits.
(g) To educate, inform and encourage principals and senior executives of Consultancies to develop their skills and improve their credentials and practice of public relations as a
business.
(h) To conduct seminars, conferences, briefings, luncheons or any activity which has mutual benefit for members and which adds to their professional standing and abilities.
(i) To maintain a Code of Practice which is binding on all members of their Consultancies.
(j) To maintain the right of self-regulation of public relations
Consultancies.
(k) Through the PRIA Board, to assist Governments and any other authorities in respect to issues which may effect consultancy activities as well as the activities of Consultancy
principals.
(l) To be self-funding.
Membership
5. (a) The most senior-level individual with responsibility for the operational control of a Registered Consultancy shall be a member of the Committee.
(b) Every member of the RCG shall be affiliated with an Institute RCG.
(c) A member or their nominee shall be entitled to attend the meetings of the affiliated Institutes RCG.
(d) Each member shall have one vote, there being one vote per Consultancy.
(e) Where one Registered Consultancy is owned by another Registered Consultancy a member from each Consultancy shall have a vote.
(f) An RCG must derive a minimum of sixty percent of its annual revenue from public relations work.
Institute RCGs
6. (a) Each Institute of the PRIA may establish a Registered Consultancies Group as a sub-committee of the RCG and who has the State or
Territory President of the Institute or his/her nominee as a member of the Institute RCG executive.
(b) Each Institute RCG shall convene meetings from time to time for members of the RCG affiliated with that Institute.
(c) Each Institute RCG shall each year appoint from its member an Executive and Chairperson.
(d) Each Institute RCG shall from time to time prescribe by way of resolution the annual subscription for a Registered Consultancy and a Provisionally Registered Consultancy.
Registration
7. (a) There shall be two Grades of Registration: (i) Registered Consultancy, and
(ii) Provisionally Registered Consultancy.
(b) In support of Object 4(d), a Registered Consultancy shall be a consultancy who satisfies the Board of Directors of the PRIA that the most senior-level individual with
responsibility for and control of its operations is:
(i) "Fellow or Member of the PRIA,
(ii) a person who has been the principal or senior executive with management responsibility within a consultancy for a period of at least 12 months,
(iii) a person who has achieved the Continuing Professional Education Standards set, from time to time, by the PRIA or the Committee,
(iv) not an undischarged bankrupt, and
(v) able to meet the requirements of the Code of Practice.”
(c) In support of Object 4(d), a Provisionally Registered Consultancy shall be a consultancy who satisfies the Board of Directors of the PRIA that the most senior-level individual
with responsibility for and control of its operations is:
(i) "Fellow or Member of the PRIA,
(ii) a person who has been the principal or senior executive with management responsibility within a consultancy for a period of less than 12 months,
(iii) a person who has achieved the Continuing Professional Education Standards set, from time to time, by the PRIA or the Committee,
(iv) a person who has never been, or is not, an undischarged bankrupt, and
(v) able to satisfy the Registered Consultancies Group Admissions Committee that he/she has strong commitment to ethics of business and business relationships.”
The Executive
8. (a) The Executive of the RCG shall be comprised of a Chairperson and the Chairpersons of each Institute RCG or his/her nominee and the President of the PRIA or his/her
nominee.
(b) The Chairperson of the Committee who must be a Fellow or Member of the PRIA but not necessarily a member of the Board of the PRIA, shall be elected annually by the
Executive.
Ethics/Code of Practice
9. (a) As a condition of registration each Consultancy shall agree to be bound by the Code of Ethics of the PRIA and the Code of Practice of the
RCG.
(b) Any breach in either Code of Ethics or in the Code of Practice involving staff of Consultancies who are not members of the PRIA shall be referred by the RCG Executive and the
PRIA Board and the College of Fellows.
(c) The RCG Executive shall be entitled to fully investigate any alleged breach of the Code of Practice and may make a recommendation to the
Board of the PRIA as to the further action to be taken in relation to any such alleged breach.
(d) The Committee may impose upon a Consultancy seeking registration a condition that should registration be granted such Consultancy will agree to submit to a procedure and
mechanism whereby the Consultancy and its employees and consultants may be censured fined suspended removed or expelled from membership of the Committee or otherwise
deprived of rights and privileges of membership of the Committee consequent upon a breach of the Code of Ethics or the Code of Practice provided always that nothing in these ByLaws shall preclude the PRIA form taking any such action against its members who may be a principal, chief executive, manager or employee or a Registered Consultancy.

Declaration
We, being engaged in the practice of public relations consultancy, desire to become a member of the Registered
Consultancies Group of the PRIA.
We have read and agree to abide by all the provisions of the PRIA Code of Ethics, the By-Laws of the Registered
Consultancies Group of the PRIA and any other rules and regulations and the Institute’s Code of Consultancy Practice.
We undertake that our directors and staff will adhere to this Code. We undertake that no activities will be proposed or
undertaken on behalf of clients that could be demonstrated to be against the public interest or the interest of public
relations consultancy practice at large (copy of codes attached).
We declare these particulars to be correct. In the event of any changes rendering invalid, at any time, any of the
information given hereunder, or of our business ceasing to be qualified as a registered consultancy, we undertake to
advise the PRIA.
As a condition of acceptance, the Registered Consultancies Group or the PRIA may require occasional further
information from you to form the basis of umbrella surveys published in the interest of consultancy practice. The Institute
guarantees the source and identity of all such information will remain confidential within the PRIA.
