Memorandum of Understanding
Regarding
Port Security Grants
I.
Parties
The Parties in this Memorandum of Understanding (“MOU”) are:

II.
Authority
The Parties possess the necessary authority to enter into this “MOU.”
III.
Purpose
The purpose of this MOU is to set forth the mutual understandings of the Parties related to the intended use of
funds outlined in grant submissions/investment justifications to be made under the Fiscal Year 2008 Port Security
Grant Program (“PSGP”) and to outline the general concept of integration of individual projects consistent with
the five-year Strategic Risk Mitigation Plan (SRMP) developed for the Area Maritime Security Committee of the
United States Coast Guard Sector Delaware Bay or other allowable grant priorities. Prior to execution of any
contract for any grant funds awarded under the PSGP, appropriate agreements will be executed consistent with the
understandings set forth herein in applicable program guidelines.
IV.
Responsibilities
____________ intends to submit/has submitted a grant request under the PSGP.
____________ intends to cooperate with the key members identified herein to achieve the objectives outlined in
the investment justifications awarded through the PSGP.
____________ intends to cooperate and support the applicant to implement the security requirements set forth in
the investment justification.

The Parties will cooperate together to develop necessary agreements and arrangements to integrate the project
included in the AMSC Risk Management Security Plan. The Parties acknowledge that other entities may partner
in this plan to develop appropriate understandings and/or agreements.
V.
Integration
It is understood that the projects under the hereinabove related grant requests are intended to be part of a larger,
regional and comprehensive program being developed by the Sector Delaware Bay AMSC and US Coast Guard.
The project will be integrated into a regional layered security plan that will enhance the overall strategy by
mitigating risk, sharing information and developing a common operating picture to provide interoperability to
emergency providers, law enforcement agencies and other service providers.

VII.
Other Provisions
Nothing in this MOU is intended to conflict with any current law or regulations. It is intended that any
subsequent agreements entered into by the parties will comply with all applicable laws.
The intentions outlined in this MOU are not intended to create obligations of the Parties but are intended to
provide a written understanding of the Parties working toward a common goal.
Modifications of this MOU shall be in writing.
