What is the Change Impact Assessment? The HR, Talent and Labor Subcommittee is compiling a high level inventory of employees and contractors based on industry-standard IT job families and functions. This is known as the Change Impact Assessment. This inventory will allow the Commonwealth to develop training programs, career paths, and mentoring programs for IT Staff, as well as staff transition plans for Infrastructure and Secretariat consolidation. The data collection will include IT contractors so that it results in a broad picture of the IT workforce as a whole. NAGE leadership reviewed the format for gathering information and the overall plan and has given support. Agreement on the benefits of this effort acts as the foundation for an open and collaborative process between the Commonwealth and NAGE leadership. When completing the Change Impact Assessment how do we represent the fact that a staff member acts in so many capacities that they spend less than 50% of their time within any single function? The HR, Talent, and Labor Subcommittee recognize the fact that this may be the case with some IT employees, especially those serving as the main IT resource for an agency. For these individuals please use the “Additional Comments” tab to elaborate on the functions performed and the percentage of time spent in each function. Where can I find the Helpdesk, Desktop and LAN Strategy document that was referenced on the ITIL/ISO call? Massachusetts Information Technology Center (MITC)—Located in Chelsea, this is currently the site of the Commonwealth’s main Data Center. Secretariat Chief Information Officer (SCIO)—A position required for each Secretariat by Executive Order 510. The Executive Order gave SCIOs authority over IT budgets and resources across all agencies within their Secretariat. Executive Order 510 (EO510)—In February, Gov. Patrick issued EO510 mandating IT Consolidation and defined the three major components: the appointment of SCIOs; Consolidation of 4 IT services at the Secretariat level: Helpdesk Services; Desktop & LAN Services; Website Information Architecture; and Application Services as specified by the SCIO; Consolidation of 4 IT services at the Commonwealth level through ITD: Network Services, Data Center Services, Website Hosting and Portal Services, and Email/Directory Services. Executive Order 504 (EO504)—An Executive Order from the Governor to enhance policies and procedures governing the security and confidentiality of personal information. Information Technology Infrastructure Library Version 3 (ITILv3)—A set of concepts and policies for managing information technology infrastructure, development and operations.
