Darryl McMahon – Project Manager For almost 30 years, I have developed an enviable track record for managing projects to successful completion, primarily in the IT field, but also related to energy and policy initiatives. I provide all the things one expects of a professional project manager, i.e., project charter and plan, work breakdown structures, tracking deliverables, managing budget and resources, presentations, reports to management and stakeholders, risk assessment and management, contingency plans, change control, release management, and documentation. EXPERIENCE (in reverse chronological order) For the Eastern Ottawa Resource Centre, on behalf of a coalition of health and community services organizations with the Champlain Local Health Integrated Network (January 2010 to present), I am the Project Manager and Business Analyst for the Common Assessment and Referral for Enhanced Support Services (CARESS) Project. This project has several components, including an inventory of IT and telephony assets in the participating agencies, identification of a common intake assessment tool for clients, design of a common referral and communication protocol, identification of shared clients and mapping of current and desired client flows. For Alberta Health & Wellness (August 2008 to July 2009), I contracted to CGI as Technical Team Lead for the Alberta Ambulance Information Management System Phase II. This project had just changed from a design only project, to a design, construct, test and deploy project with a very aggressive timeline, and I was brought in to manage the technical aspects of the project. During the course of the project, which was delivered successfully, I carried out the following tasks. The new system will help FCM carry out its core functions more effectively and with less staff effort. This involved evaluating editors and publishers and negotiating contracts with the selected editor and publisher. For TELUS Communications (November 2003 to June 2005), led the technical evaluation and testing of a suite of automated reconciliation tools (InterconnecT). During this project, I worked on South Africa (vendor development team location) time on several occasions to speed the turn-around time on testing issues. Prepared briefing notes for business unit Project Manager on technical topics Wrote documents required under corporate IS product evaluation, testing and deployment methodology From July 2002 to October 2003 (self-funded), I did the bulk of the research and writing for the book, The Emperor's New Hydrogen Economy. This required extensive correspondence with subject experts, co-ordinating schedules with multiple unaffiliated people for telephone interviews and extensive research into technical documents in a variety of subject areas, as well as structuring and writing a large document. For TELUS Communications (January 2000 to June 2002), led the development and implementation of the TELUS Reconciliation Analysis Fraud Integrity Clearinghouse (TRAFIC) application. TRAFIC went live, fully functional, on-time, and under budget. Led the development team for the Bell Billing Record Analysis and Transport System (BRATS) application, including support and development until hand-off to CGI (on loan from TELUS) Helped develop and present the business case for TELUS senior management to fund the TRAFIC project (several million dollars in total) IT project manager for TRAFIC system development, leading a team of eight technical staff Technical Architect for the TRAFIC application, from design through implementation and for several follow-on projects Database designer (Oracle/Rdb) for the TRAFIC application Developed (as part of a team) the project plan and conceptual architecture for the TELUS TRAFIC application, budgeted at over $2,000,000 Developed the hardware specification, site selection, platform configuration (for both production and development / test / disaster recovery servers), off-the-shelf software selection and configuration and development of the custom software and design of the database and data structures Developed design solutions Developed work plans Developed contingency plans Tracked progress against plans Maintained a daily presence at each of TELUS, Bell and CGI until TRAFIC went live Delivered several projects related to TRAFIC (frequently concurrent) after implementation accommodating new revenue streams (Bell B&C, HOS, TELUS as Biller, Thunder Bay, FTP server, Network DataStore feed, IDEA feed, etc.) For Stentor Canadian Network Management (SCNM) (January 1996 to December 1999), I was the BRATS Development Prime. During this time, I led a team of five technical resources in the design, development, testing and implementation of several projects for SCNM. These projects included: Local Number Portability; Local Competition; Local Competition Terminating Points Master File; External Rejects; Law Enforcement Agency module; Year 2000 testing; move to new production platform; Casual Billing; EMI Modules; BRATS Error Correction; IBS (International Billing System); BVDB (Billing Validation database) and, set-up of the Disaster Recovery hot site platform. I drafted documents regarding development practice and standards, and the development environment configuration. For Bell Sygma (June 1994 to January 1996), I took part in the analysis, design, development, implementation, maintenance and support of the BRATS (Billing Records Analysis and Tracking System) done by Bell Sygma under contract to Stentor Canadian Network Management (SCNM). This system was a major success; it replaced an old system (CMDS) running on a service bureau mainframe with an in-house minicomputer and provided significant new functionality in a data-driven system, while reducing system support headcount and operating costs. I was the Fraud Control design and development prime and database designer for the duration of the project, and the General Functions prime for some of the project. I was the only member of the system development team that served for the duration of the project from analysis to complete implementation. I performed several kinds of work for Bell Sygma. The Forms management and filling application was integrated with workgroup applications and central data repositories which automated much of the data-fill operations. The Art Bank system included Art Bank inventory control; rental contract management; works acquisition; accounts receivable; artist biographies; and, exhibition logistics functionality. I integrated several previously developed systems, including an interface between the PeopleSoft HRMS application and other existing applications which referenced personnel and position information from the previous HR application. Types of work included the following: Requirement studies System designs Performed cost-benefit analyses for several systems Developed several application systems and maintained them Integrated a number of separate databases, reducing the database inventory from 43 to 14, and established real-time linkages between several of those remaining in order to further reduce redundant data storage, and reduce keying effort (and errors) by staff Developed the Informatics training program for Council staff and delivered some of the courses Supervised six staff and provided backup to all of them, covering all technical services including: systems maintenance, data centre operations, user support; PC support; and data communications Planned and executed the technical infrastructure aspects of moving premises Changed from switched circuit data links to LAN connections Moved computer room to lights-out operations As a consultant for a consulting firm (May 1989 to June 1991), I supported a number of clients (usually more than one at a time) including Department of National Defence (TRUMP) and Supply and Services Canada, where I carried out various analysis projects. Late in this period, I was retained by the Canada Council to complete the business process re-engineering (workflow) projects in their Music, Dance and Theatre sections for their granting programs. For The Canada Council (November 1987 to May 1989), I was a Project Manager. My primary accomplishment was the development of the Explorations system, the first end-to-end applications processing (workflow) system at the Canada Council, including the integration of this application with centralized databases (Central Registry, Finance). This was a major business process re-engineering project, and its successful completion led to its use as the model for other granting programs at the Council. For the Department of Indian Affairs and Northern Development, now INAC (January 1986 to October 1987) I was the on-site team leader, responsible for the conversion of several hundred COBOL programs related to cheque issue, approximately 100 data-entry programs and over 250,000 word processing documents from Motorola to HP3000 platforms at 9 sites from coast to coast and headquarters. Once the implementation was complete, I stayed on to set-up the technical support group, and carried out several analysis projects for department managers. For the Atomic Energy Control Board (February 1980 to January 1986), I was the Finance Officer, EDP Applications Officer and Nuclear Liability Act Administrator. I filled three major roles while employed at the AECB. As a Finance Officer, I performed financial and policy analysis for the Board, and filled in for other Finance staff in their absence. As the NLA Administrator, I was the primary authority on the Act, drafted correspondence for the Minister, and audited the insurance consortium on a regular basis.
