Wellington Hope Centre: 22-26 Riddiford Street Newtown
Hours of Work:
A total of 40 hours per week, Monday to Friday to be worked
8:00am to 5:00pm.
Twelve month fixed term Contract
PURPOSE OF THE POSITION
The purpose of the Director of Community Ministries is to oversee the effective functioning of
the Centre, manage the staff team, oversee the relationships with external organisations the
Centre relates to and manage the business affairs of the Centre.
This is a ministry position the principal duties of which are substantially the same as those of
a pastor, official or teacher among adherents of The Salvation Army and involves the
propagation of beliefs of The Salvation Army.

KEY RESULT AREAS and KEY TASKS
Administration:
 Ensures resident/client documentation is
complete, secure and maintained
confidentially.
 Manages the administrative requirements of all
Government contracts relating to this role.
 Manages Salvation Army administrative
requirements in line with policy (motor vehicle
requirements, cash handling, employment
related, etc).
 Maintains files in a way that allows information
to be readily accessed when required.
 Archives files appropriately.
Financial Management :
 Prepares non-deficit budgets for Divisional
Headquarters (DHQ)/Territorial Headquarters
(THQ) approval each year.
 Implements approved budgets and oversees
monthly income and expenditure in relation to
budget, taking corrective action where
necessary.
 Works with Public Relations Department (PR)
to apply for appropriate grant or trust funding to
enhance service delivery.
 Meets the financial reporting requirements of
The Salvation Army, government contracts and
grant/trust providers.
Service Delivery:
 Implements national and local policies.
 Reviews and maintains local policies,
consulting with consumers/families as required.
 Works through managers of each area to
deliver against annual plans, contracts and
grant/trust requirements.
 Prepares for, participates in and responds to
audit requirements.
 Ensures service delivery is of high quality.
 Builds and maintains positive relationships with
other agencies for mutual support in service
delivery.
 A culture of continuous quality improvement is
provided and evident
 Complaints are processed and responded to
as per policy within set timeframes.
Cultural Safety:
 Commits to the principles of the Treaty of
Waitangi as they apply to areas of
responsibility.
 Reflects the different cultures of client groups
within premises and programmes as
appropriate.
 Establishes relationships with agencies to
provide culturally appropriate services.
 Ensures staff are adequately trained in cultural

Leadership
 Personnel are motivated to succeed in their
role by clear direction, open communication,
effective coordination, appropriate delegation
and professional standards of conduct and

 Work with management team to plan and
coordinate the overall organisation and running
of the Centre.
 Meet with Management team at least monthly
to review operational and strategic
requirements. Minutes kept on file.
 Ensure managers have regular staff meetings
with their staff and minutes are kept on file.
Business Management:
 A business plan is developed annually in
conjunction with the financial budget and
reviewed monthly.
 Internal and external audit requirements and
recommendations are promptly and effectively
addressed.
 Ensures contractual performance monitoring
returns are filed in specified timeframe and
sent to TCMS.
Staff Management
 Recruitment and employment of staff is
completed as per policy.

All managers undertake performance
appraisals annually.
 Disciplinary and dismissal procedures are
properly initiated and progressed when justified
as per the relevant employment agreement
and in discussion with DHQ and the Human
Resources Department (HR).
Privacy
 The Director acts as the Privacy Officer for the
Centre and ensures the principles of the
Privacy Act 1993 are upheld.
Property Maintenance
 Maintains Salvation Army properties (22-26
Riddiford Street, 126 Britomart Street) in
accordance with policies and procedures.
 Acts as landlord for The Bridge/Oasis,
Newtown Budgeting Service and the ECEC
flat.
 Contributes proactively to the development of
the Wellington South hub property.
Transition to Change
 Creatively manages positive change.
 Looks for opportunities to provide new options.
 Work proactively with SA leadership on change
management.
 Communicate change strategies effectively.

Building security is implemented to
ensure staff/client safety is met.
A current fire evacuation scheme by
the New Zealand Fire Service is
maintained. All staff are aware of
and trained in fire evacuation, and
civil defence emergency plans
procedures. Fire drills are conducted
satisfactorily at six monthly intervals.
The Director meets the requirements
set out in The Salvation Army’s
Building Act 1991 Compliance
Manual Maintenance Procedures.
Notwithstanding a respective definition or classification of employment, the Director may be
required to undertake other lawfully permitted duties.
Limitations of Authority: The Director operates within the overall mission, philosophy
and policies of The Salvation Army.

Management experience.
Qualification in management, preferably at degree level.
