Provides consulting expertise to develop strategy, vision and goals for different agencies. Works
internally and with government organizations to build new and continuous training programs using
ADDIE. Utilize Instruction Design principles and practices to evaluate organizations and programs for
training effectiveness.
 Eligibility and Enrollment- Centers of Medicare & Medicaid Services (CMS)
Rapid Online Content Creation Environment (ROCCE) developer. Utilized Instructional Design best
practices to maximize information retention regarding the Affordable Care Act. Updated
configuration and accessibility of content through the ROCCE development tool. Analyzed content
for reading level and consistency based on style guide.
 VA Technical Training
Revised content from ILT into WBT. Main instructional systems designer (ISD) for Joint Knowledge
Online Rapid Online Content Creation Environment (JKO ROCCE). First to deign development on
new internal WBT course development tool, BOLDER. Developed and reviewed course content, job
aids, and other course materials. Conducted a comprehensive analysis of ILT information. Made
multiple development and delivery recommendations during the development phase. Worked
closely with Subject Matter Experts (SMEs) to adapt and deliver content based from Instructor
Guides and Participant Guides into outlines and storyboards for WBTs. Conducted reviewed of

Team Sharepoint administrator and administrator for the DoD Nemesis Learning Management
System (LMS) and BOLDER. Made sure entire project met SCORM and Section 508 standards

 Get Smart Mobile Application
Lead developer in setting up mobile User Experience (UX). Developed an interactive model working
between two software programs implementing HTML5 to deliver content to a mobile workforce.
Developed many of the media; logos, video editing, training tutorials. Helped to develop marketing
material over multiple mediums. Analyzed results based on Kirkpatrick Evaluation levels to update
training curriculum. Planning on being a keynote speaker at the SALT conference in September.

Lead a training effort in designing a comprehensive Training Needs Analysis (TNA) document for
new hires. Explained the 5 steps process of completing a TNA including Tips and Tricks and how to
identify the gaps in learning. Developed a Job Aid for ISDs who utilize Adobe Captivate as their tool

Worked on my own to find companies and departments who need short term contract work. I worked for
companies like San Diego Gas & Electric and Department of State, while doing minor media development

interface along with coordination of meetings with top government and educational officials in the
