Guideline for Completion of Paragraph 2 under Section B, Obligation
Applicant’s attention is drawn to the following section (2) (1) of the Rehabilitation of
Offenders Ordinance, Cap 297:
Section (2) (1) of the Rehabilitation of Offenders Cap 297 reads "Where an individual
has been convicted in Hong Kong (before or after the commencement of this
Ordinance) of an offence in respect of which he was not sentenced to imprisonment
exceeding 3 months or to a fine exceeding $10,000;.........and a period of 3 years has
elapsed without that individual being again convicted in Hong Kong of an offence,
then .......... that conviction, or any failure to disclose it shall not be a lawful or proper
ground for dismissing or excluding that individual from any office, profession,
occupation or employment or for prejudicing him in any way in that office, profession,
occupation or employment."
In other words, Applicant is considered not to have been convicted of an offence if the
sentence is for imprisonment of 3 months or less (whether suspended or not), or a fine
for $10,000 or less and in addition, a period of 3 years from the date of such conviction
has elapsed without having been committed for another conviction.


All supporters must be Corporate Members of the Institution.

Type the application or print clearly in block letters. Fill in all sections, unless specifically
exempted.

Provide all information requested and use additional sheets if necessary

Provide ‘Certified True Copies’ of all relevant documents. Endorsement by at least one
Corporate Member of the HKIE (who may be the supporters) on photocopies of the documents
shall be sufficient.


Applicant for Membership meeting all the requirements in academic and experience will be
requested to attend a Professional Assessment Interview and to write an essay unless exempted.

Update on “SARTOR3” (Standards and Routes to Registration 3) and
“UK-SPEC” (The UK Standard for Professional Engineering Competence)
The Engineering Council (UK) implemented “SARTOR3” system from 1999.
Accredited MEng degrees or accredited BEng degrees plus matching sections are
required to satisfy the academic requirements for Chartered Engineers in the United
Kingdom. The HKIE is a signatory to the Washington Accord and the HKIE
recognizes the accredited MEng or accredited BEng degrees plus matching sections
of the Engineering Council (UK) from first intake year 1999 as satisfying the
academic requirements for Member of the HKIE.
With effect from 1 March 2004, the “SARTOR3” system has been replaced by the
“UK-SPEC”, and the academic requirements for Chartered Engineers (CEng)
Registration are:
(i)
an accredited integrated MEng degree; or
(ii)
an accredited Bachelors degree with honours in engineering or technology,
plus either an appropriate Masters degree accredited or approved by a
professional engineering institution; or
(iii)
an accredited Bachelors degree with honours in engineering or technology,
plus appropriate further learning to Masters level.
In line with these changes, the HKIE shall accept graduates from the UK as
satisfying the academic requirements for Member of the Institution if they could
provide document proof from the Engineering Council (UK) that they have satisfied
the academic requirements for Chartered Engineers (CEng) Registration, ie. either
(i), (ii) or (iii).
Important Notes:The class of Graduate Member of the HKIE now includes persons who have obtained an
accredited/recognized higher diploma, higher certificate, associate degree or an acceptable
equivalent in a recognized engineering or technological discipline. However, applicants who are
eligible to register as Engineering Graduate Training Scheme ‘A’ trainees include only “Graduate
Members of the HKIE who also meet the academic requirements for Member in a Discipline.”

Professional Qualifications for Corporate Membership
Exemption from Professional Assessment
The following Institutions have Reciprocal Recognition Agreements (RRAs) with the HKIE.
Corporate Members of these Institutions may be admitted to the HKIE in a corresponding
discipline, without a Professional Assessment, providing they have undergone a Professional
Assessment/Review# which includes an interview by the parent Institution. These Agreements
only apply to those Members of the HKIE and Members of these Institutions who have been
admitted via normal procedures and do not apply to Members of these Institutions who joined via
their own RRAs. The RRAs do not apply to Mature Route Candidates except in the case of The
Institution of Civil Engineers (ICE). All applications will be subject to verification by the parent
Institution, endorsement by the HKIE Qualifications and Membership Board and final approval of
the Council.
The eligibility for holders of the professional qualifications from the Institutions below to a
particular discipline shall be assessed and allocated by the HKIE. Under the RRAs, the HKIE
retains full discretion as to the admission of any candidate to Corporate Membership. The HKIE
also retains the right to require whatever additional assessment deemed necessary in individual
cases, or even not to accept an application. In the circumstances that a discipline matching
interview is required, the applicant may be asked questions related to his/her competences. Only
two Corporate Member supporters, in the same discipline as the applicant, are required when
completing the Corporate Membership application form (Form 1/M).

Applicants shall, for a period of at least five continuous years immediately prior
to application, have been in a position of significant responsibility in the
engineering field.
iii)
Applicants from the mainland who have substantive experience in the mainland
should qualify through CAST and on the approval of the CAST, apply
Fellowship of the HKIE. Applicants from the Hong Kong SAR who have
substantive experience in the Hong Kong SAR should qualify through the HKIE
and on approval of the HKIE, apply Senior Members (Senior Engineers) of the
corresponding Institutions in the mainland.
iv)
Applicants must attach a letter of certification from the CAST certifying that they
have satisfied the requirements on reciprocal recognition with his Senior
Membership (Senior Engineer) with the CSEE or CMES.

Applies to Corporate Members of IPENZ who have qualified through supervised
training and have not less than four years experience; and those who qualified through
having practical experience of not less than six years. The HKIE shall allocate
applicants to an appropriate discipline within it. Members of the IPENZ are not eligible
for direct entry to the Structural Discipline.
F.
i)
Applicants who have obtained their substantive training and experience in a
jurisdiction shall apply for Chartered / Corporate Membership in that jurisdiction
first. If these applicants wish to apply for Chartered / Corporate Membership in
other jurisdiction first, they shall have relevant working experience in that
jurisdiction for not less than 6 months at the time of submitting the applications
for them to be eligible to make submissions under this Agreement.
ii)
Applicants for Corporate Members of the HKIE shall identify a Discipline in
which they consider it would be appropriate for them to be enrolled. Acceptance to
a Discipline shall, however be assessed by the Institution. The assessment will
normally include an interview based upon education, training and experience
reports for matching of Discipline.
i)
This Agreement applies to reciprocal recognition of requirements for Members
of the HKIE in the Information Discipline with Members of the BCS who are
Chartered Engineers (The Chartered Engineer status must be obtained through
Membership of the BCS).

Applicants who have obtained their substantive training and experience in a
jurisdiction should normally apply for Membership in that jurisdiction first. If
these applicants wish to apply for Membership in the other jurisdiction first, their

Membership by the other jurisdiction may be subject to a review which would
consist of any or all of the following:

Applicants must demonstrate that they have obtained the equivalent of one year of
experience in the Hong Kong Special Administrative Region.
i)
The HKIE and the CIBSE renewed the RRA and all applications made on or after
28 June 2004 shall be subject to the new agreement and the following terms.
ii)
This agreement applies to reciprocal recognition for Members of the HKIE in the
Building Services Discipline with Members of the CIBSE who are registered
Chartered Engineers.
iii)
Applicants who have obtained their substantive training and experience in a
jurisdiction shall apply for Membership in that jurisdiction first. If these
applicants wish to apply for Membership in another jurisdiction first, their
submissions under this Agreement could be subject to a review which may
comprise any or all of the following:
(a)

Engineering who are Chartered Engineers (Chartered Engineer status must be
obtained through professional assessment by the IMMM).

Applicants who are Members of the Institute in the jurisdiction where they have

obtained their substantive training and experience may be required to submit a
report on training and experience and record of continuing professional
development for review, and to attend an interview. All applications shall be
assessed on an individual basis.

i)
The HKIE and Hong Kong Computer Society (HKCS) established a Reciprocal
Recognition Agreement on 27 May 2005 and this Agreement applies to
Corporate Members of the HKIE (Information Discipline) and Full Members of
the HKCS (including Fellows).
ii)
In order to qualify for reciprocal recognition under this Agreement, the HKIE
requires Full Members of the HKCS to possess all of the following professional
formation.
(a)
An
engineering/computing
degree
in
a
accredited/recognized by the HKIE and the HKCS.
relevant
subject
(b) One of the following experience formation in Information and
Communication Technologies/ Information System (ICT/IS) work:
1) A minimum of 8 years post graduation experience for applicants who
had been Full Members of HKCS of less than 2 years, or
2) A minimum of 6 years post graduation experience for applicants who
had been Full Members of HKCS for not less than 2 years, or
3) A minimum of 4 years post graduation experience for applicants who
had been Full Members of HKCS for not less than 4 years.
(c)
A period of responsible experience in ICT/IS work for not less than 2 years.
This period of experience can be achieved through the period of post
graduation experience required in (b).
iii)
The HKIE shall retain full discretion as to the admission of any applicants for
Membership. The HKIE shall assess each applicant in accordance with his/her
individual merits and in cases necessary, conduct an interview in assessing a
particular applicant.
iv)

The Mutual Recognition Agreement between the HKIE and the IStructE (the
Agreement) ceased to exist on 1 January 2012. Applicants who obtained their MIStructE
CEng qualification on or before 31 December 2011 would still be eligible to apply for
Membership of the HKIE under the original terms in the Agreement whilst applicants
who obtain their MIStructE CEng qualification after 31 December 2011 would be
assessed on an individual basis. For applicants who have submitted applications in 2011

Special Route for Specific Disciplines (Environmental, Information and
Materials)
1.
Introduction
The Special Route for Specific Disciplines (former known as “Emerging
Discipline”), namely, Environmental, Information and Materials Disciplines are
available for conducting assessments on conversion of academic and experience
formation in considering eligibility for professional assessment by applicants who
are non-accredited degree holders.
2.
Criteria
An applicant must possess a degree of applied science nature relevant to the
applying Discipline with a minimum of 8 years post-degree experience in the
applying Discipline in order to be eligible for professional assessment. Factors of
consideration in determining whether a degree is a degree of applied science
nature is enclosed in Appendix I.
On the assessment of experience formation of an applicant, the following key
elements are required.
(i)
Design
The applicant should have worked as part of a project team on substantial
project tasks that must include system design elements for real-life
applications in industrial/commercial companies or academia.
(ii)
Specialist knowledge
The three Disciplines shall refer to their respective indicative areas of
practice.
(iii)
Technical broadening
Good understanding and fair judgment on issues related to the aspects of
risk assessment, system reliability and scalability, information security and
data privacy, health and safety, and energy and environment conservation,
etc. in the projects involved.

Non-technical broadening
Good understanding on professional, managerial, legal and ethical issues.

3.
Procedure
(i)
All applicants should submit a normal application using “FORM 1/M” or
“FORM 1/D”, accompanying by the following documents:

(ii)
Initial checking would be conducted by the Secretariat on the applications.
All completed applications would be submitted by the Secretariat to the
respective Discipline Advisory Panels (Environmental, Information and
Materials) for assessment.
(iii)
The respective Discipline Advisory Panels would assess initially and make
recommendations on whether the degree possessed by the Applicant is a
degree of applied science nature and relevant to the applying Discipline.
(iv)
The Education and Examinations (E & E) Committee Representatives of
the respective Discipline Advisory Panels (Environmental, Information
and Materials) shall report the initial assessment to the Secretariat, who
would then circulate the recommendations on the applications to E & E
Committee for approval.
(v)
If no objection is received by the E & E Committee members, approval is
deemed and the respective Discipline Advisory Panels would proceed to
assess whether the applicants possess at least 8 years post-degree
experience in the applying Discipline. If affirmative, the respective
Discipline Representatives would inform the Secretariat who would
arrange the Professional Assessments for the Applicants as appropriate.
(vi)
Successful and unsuccessful applications under this mechanism are to be
reported to the Q & M Board for approval through the E & E Committee
report and professional assessment results reports at a meeting.

Any member who has retired from the practice of his profession or business, and is not in full time employment, may

detailed below. Any member who has retired may continue to pay his full membership fees for sufficient period to earn
the reduction he desires.

Special offer for Student membership
Student taking an accredited/ recognised engineering Degree/ Associate Degree/ Higher Diploma/ Higher Certificate
course can enjoy three years’ Student membership by paying a single fee of HK$300. Student Members who transfer
to other membership grades or renewing their membership in the fourth year are required to pay the normal annual
subscription.
LATE PAYMENT
If any member shall leave his annual subscription in arrear for six months from the commencement of the financial
year, and shall fail to pay such arrear within three months after a written application has been sent to him at his last
known address, his name shall be struck off the Roll pursuant to a resolution by the Council in that behalf at any
time afterwards, and he shall thereupon cease to be a member.
PAYMENT FOR REINSTATEMENT OF MEMBERSHIP
Members can apply for reinstatement of membership if they have ceased to be a member of the Institution in seven
years or less (for Corporate Members and Associate Members) / three years or less (for members of other classes).
The current payment scale for reinstatement of membership other than for non-resident members, is a reinstatement
fee of HK$400 (for administration purpose), plus all arrears in subscription. The arrears in subscription shall be
subject to a maximum of three years’ subscriptions.
Non-resident members who apply for the reinstatement of membership as non-resident members shall only be
required to pay a reinstatement fee of HK$400; all arrears in subscription shall be waived. Other requirements for
reinstatement of membership shall remain unchanged.

(due to resignation or striking off by Council resolution) will only be kept for seven years. All files of all other

Council resolution) will only be kept for three years.
Corporate Members and Associate Members who have been removed from the membership roll (due to
resignation or striking off by Council resolution) for more than seven years will be required to submit fresh
applications should they wish to re-join the Institution. All other grades of members who have been
removed from the membership roll (due to resignation or striking off by Council resolution) for more than
three years will be required to submit fresh applications should they wish to re-join the Institution.
ANNUAL SUBSCRIPTION OF SUSPENDED MEMBERS
Any member whose membership is suspended shall be liable to pay the subscription for the whole of the
financial year in which his suspension commences.
Upon expiry of the suspension period, if the member concerned would like to continue his membership, he
shall pay all outstanding subscription.
Any member under suspension is not required to pay the subscription for the intervening years when
suspension is in force.

1.
2.1 Subscription for HKIE Transactions – The HKIE
Transactions is a technical publication of the
Institution with four issues per year at HK$120.
Subscription of the Transactions is at your own
discretion.
Members are reminded that all articles of the
Constitution must be observed, especially the
following:Article 11 Membership of Disciplines
2.2 Fund for Learned Society Activities’ Premises voluntary donation for acquisition of additional
premises for learned society activities.
Subject to Rules for Disciplines determined by the
Council, all registerable Corporate Members and
Associate Members of the Institution shall become
members of the Discipline in which they are, at the
time of election, deemed competent to practise.
2.3 Benevolent Fund - voluntary charitable donation
2.4 Individual Assessment on academic qualification is
an assessment for candidates who have
qualifications other than those directly accepted by
the Institution. Individual Assessment fee is
currently charged at HK$1,000.

in the practice of engineering, every member
shall at all times so order his conduct as to
uphold the dignity and reputation of the
Institution, and act with fairness and integrity
towards all persons with whom his work is
connected and towards other members.

Every Corporate Members shall at all times so
order his conduct as to uphold the dignity and
reputation of his profession and to safeguard the
public interest in matters of safety and health and
otherwise. He shall exercise his professional
skill and judgement to the best of his ability and
discharge his professional responsibilities with
integrity.

4.1

Cheques
Cheques should be crossed and made payable to “The
Hong Kong Institution of Engineers”. Please mark your
membership number on the back of the cheque, where
applicable.
For the purpose of ensuring the fulfilment of the
requirements of clauses (1) and (2) of this Article,
but without prejudice to their generality, the
Council may make, vary and rescind rules to be
observed by members of any class with regard to
their conduct.
No such rule, variation or
rescission shall be in any way repugnant to the
Ordinance or this Constitution.

Non-resident members
For Non-resident members payment by bank draft or
cheque issued by a bank in Hong Kong is preferred.

The Hong Kong Institution of Engineers (HKIE)
Notice Relating to the Personal Data (Privacy) Ordinance (the “Ordinance”)
1.
The Ordinance serves to protect the privacy of living individuals in relation to personal data.
Any personal data collected and recorded, whether on computer or manually, in relation to a
member or an applicant for membership of the HKIE or other individuals will be subject to
regulation by the Ordinance.
2.
From time to time, it is necessary for all members or applicants for membership to supply the
HKIE with data in connection with his membership with HKIE or his application therefor.
Failure to supply such data may result in an inability of the HKIE to maintain the membership or
process the application for membership.
3.
The purposes for which data relating to applicants for membership may be used are as follows:(a)
processing of membership applications; and
(b)
registration in training scheme(s) and related matter.
4.
The purposes for which data relating to members may be used in addition to the purposes as
stated in paragraph 3 above are as follows:(a)
daily operation of the HKIE;
(b)
maintenance of membership records;
(c)
accreditation and related activities;
(d)
verification of membership and discipline status by the public;
(e)
training and continuing professional development activities;
(f)
publication of the HKIE (e.g. journal, yearbook, diary, Christmas cards, President’s
Message) and delivery of such materials;
(g)
the delivery of other publications;
(h)
activities relating to learned society;
(i)
activities relating to Divisions and Committees of the HKIE;
(j)
activities and communications (including election materials) relating to annual general
meetings and other meetings of the HKIE;
(k)
communications from representatives of the Engineering Functional Constituency of
the Legislative Council;
(l)
meeting the requirements to make disclosure under any law binding on the HKIE;
(m)
any actions in relation to disciplinary and related proceedings;
(n)
all other incidental purposes relating to the qualifying and learned society functions of
the HKIE;
(o)
announcement or publication of membership and discipline status (or any changes
thereof) in any media e.g. newspapers and other publications including HKIE’s journal,
yearbook, diary, website etc.;
(p)
determining and collecting amounts owed to or by members;
(q)
purposes relating thereto.
5.
Use of Data in Direct Marketing
The HKIE intends to use a member’s data in direct marketing as follows and the HKIE requires
the member’s consent (which includes an indication of no objection) for such purpose:(a)
the data that may be used by the HKIE for direct marketing is: name, address and other
contact details.

(b)
the following classes of services, products and subjects may be marketed:(i)
donation and contribution to the HKIE and activities organized or supported by
the HKIE (including its Divisions and Committees);
(ii)
conferences, seminars, workshops, talks, events, trips and social functions;
(iii)
products and services offered by third parties which the HKIE considers to be
of interest to members generally.
If a member does not wish the HKIE to use his data for use in direct marketing as described
above, the member may exercise his opt-out right by notifying the HKIE.
6.
Data held by the HKIE will be kept confidential but the HKIE may provide such data to:(a)
any agent, contractor or third party service provider who provides administrative,
telecommunication, computer or other services to the HKIE in connection with the
operation of the HKIE;
(b)
any other institutions with Reciprocal Recognition Agreements (Note1);
(c)
the Engineers Registration Board for the purpose of applications or renewals of
Registered Professional Engineers status under the Engineers Registration Ordinance;
(d)
any other person under a duty of confidentiality to the HKIE.
Such data may be transferred to a place outside Hong Kong.
7.
In accordance with the terms of the Ordinance, any member or applicant for membership has the
right to:(a)
check whether the HKIE holds data about him and access to such data;
(b)
require the HKIE to correct any data relating to him which is inaccurate;
(c)
to ascertain the HKIE’s policies and practices in relation to data and be informed of the
kind of personal data held by the HKIE.
8.
In accordance with the terms of the Ordinance, the HKIE has the right to charge a reasonable fee
for the processing of any data access request.

Guidance Notes to Applicant for Membership from Academic Sector
The guidance notes are extracted from Membership Booklet Number Three-Routes to
Membership. All sections shown below refer to the same booklet.
(I)
Applicant for Membership from Academic Sector under General Experience Route
has to observe the following :(a)
Applicant must possess academic qualifications recognised by the Institution
(Section 2)
(b)
Applicant must possess a minimum of six years experience in a discipline
including a minimum of one year responsible experience. (Section 3
paragraph 4.4 and paragraph 6.2)
(c)
In pursuant to (b), experience requirements relevant to applicant from
Academic Sector is reproduced below (Section 3 paragraph 4.7):Post graduate course and academic appointments
A relevant higher degree may be accepted as part of the general experience
period. Normally, the maximum allowed is 6 months for a relevant master’s
by course work and project normally taking 12 months full-time or 24
months part time; 12 months for a master’s by research normally taking 24
months; and 18 months for a relevant doctorate course normally taking 36
months, subject to a review of the practical content of the project or
research undertaken. Evidence of the practical aspects should be provided
with the application form.
For experience gained in academic appointments, emphasis should be given
to hands-on applications of practical engineering, such as research projects,
the design of laboratories, and industrial consultation.
(d)
Applicant has to submit the following to the satisfaction of the HKIE before
professional Assessment could be arranged:(i)
Training and Experience Report
A submission of between 1600 – 2000 words. The object of the
report is to inform the assessors about the applicant's training and
experience. (Section 4 paragraph 4.1).

Supporting Documentation for applicant working in academic
institution (Section 4 paragraph 4.5)

Engineers who have spent the majority of their experience working
in academic institutions should submit a report based on an
engineering research project, instead of samples of recent works.
The report should include a brief summary of the research project
(or projects), stating the subject matter and objectives, and a full list
of publications and reports. The report should reflect the applicant’s
experience in the design and setting up of equipment, the carrying
out of research, reporting on the results and cost implications, and
drawing appropriate conclusions. A thesis on its own prepared for a
higher degree is not acceptable instead of the report.
(iii)
Continuing Professional Development (CPD) Records
For applicant under General Experience Route, the CPD
requirement is a minimum average of 45 hours per year for the 6
years immediately prior to their application for Professional
Assessment. (Section 4 paragraph 4.4)
All documents should be the applicant’s own work and documents must be
“verified” by a Corporate Member of the Institution or the employer.
All documents submitted will be treated as confidential and will be returned
to the applicant. Applicant should however retain copies of all documents
submitted as the Institution does not accept responsibility for any
documents which may be lost or damaged

(II)
Applicant has to take a professional assessment which consists of an
interview and essay writing. (Section 4 paragraph 5,6,7 and 8)
Applicant for Membership from Academic Sector under Mature Route
(a)
Applicant with academic qualifications recognised by the Institution have to
observe the following :(i)
Applicant must be at least 35 years old and have six years relevant
experience in a discipline
(ii)
Applicant has to follow the procedure and submission requirements
stated in Section 5 (paragraph 3 and 4)
(iii)
In general, applicant is required to make a submission of
5,000-10,000 words with CPD records

The CPD requirement for Mature Applicant is that he/she
demonstrates that he/she has undertaken an average of 45 hours (or
7.5 days) per year of relevant extra developmental updating for the 3
years immediately prior to their application for Professional
Assessment.
(iv)
(b)
If the submission satisfied the requirements of the HKIE, an
interview will be arranged. (Section 5, Paragraph 5)
Applicant with academic qualifications not recognised by the Institution
have to observe the following :(i)
Applicant must be at least 35 years old and has had experience in
posts of generally increasing responsibility in a relevant branch of
engineering over a period of at least 15 years
(ii)
Applicant has to follow the procedure and submission requirements
in Section 5 (paragraph 3 and 4)
(iii)
In general, applicant is required to make a submission of
5,000-10,000 words with CPD records
The CPD requirement for Mature Applicant is that he/she
demonstrates that he/she has undertaken an average of 45 hours (or
7.5 days) per year of relevant extra developmental updating for the 3
years immediately prior to his/her application for Professional
Assessment.

Membership of Divisions, Safety Specialist Committee (SSC)
and Young Members Committee (YMC)
Information to note:
As a learned society, the HKIE encourages the exchange of technical information and ideas of
different engineering fields among members and kindred organisations. Many of the learned
society activities including but not limited to technical meetings, seminars and social events are
organised by Divisions and Committees which allow members with common technical or other
interests to share and disseminate information.
Division membership is open to any member of the Institution. Only members of the Divisions
shall have the voting right in the General Meetings of the respective Divisions.
Fee
Each member of the HKIE may join three Divisions free of charge, and is required to pay
HK$100 per annum for joining each additional Division. (Members who wish to join more than
three Divisions shall be required to enclose a cheque with the right amount payable to “The
Hong Kong Institution of Engineers” when submitting this form.)
New Applicants
Please complete and return this form together with the HKIE Membership Application Form to
facilitate concurrent processing of the application for membership of Divisions, SSC and YMC.
Membership of the Division, SSC and YMC shall be deemed to have taken place from the date
of admission to membership of the HKIE.
Existing members
Should members wish to change (add or remove) membership of Divisions, SSC and YMC,
