GREATER MANCHESTER POLICE JOB DESCRIPTION POST TITLE: Single Point of Contact CAF (Common Assessment Framework) DEPARTMENT / DIVISION: Local Policing Improvement Branch, Safeguarding Vulnerable Persons Unit, SECTION/UNIT PPIU Divisional Base GRADE: E RESPONSIBLE TO: Detective Inspector, PPIU Detective Inspector, SVPU, LPIB RESPONSIBLE FOR: Each SPOC will be responsible for three Divisional areas of the Force as follows; A,B,C / G,J,M / F,K,L / N,P,Q. AIM OF JOB: To provide a single point of contact service to 3 designated Divisions in support of the Common Assessment Framework Work closely with partner agencies to develop effective policies and procedures and problem-solving initiatives to ensure a robust and professional response to the reduction in numbers of concerns for welfare of children and young people and the process to adopt before, during and after a child or young person is identified as vulnerable. To interrogate FSU, FSI and other GMP systems to identify low-level child concerns. To Liaise with the appropriate local authority CAF coordinator to agree suitable cases for assessment. To make recommendations for suitable ‘Lead Professional’. To support Lead professional by sharing information as appropriate. To visit families and with their consent complete the CAF assessment for those cases having low level safeguarding child concerns. To liaise with neighbourhood policing teams to complete assessments of any referrals from them. Ensure compliance with our NPIA and GMP safeguarding policies. Single Point of Contact CAF (Common Assessment Framework) April 2009 MAIN DUTIES AND RESPONSIBILITIES To be the Single Point Of Contact for CAF, to include: - attend meetings in relation to role as Divisional SPOC / respond to actions as appropriate and update divisional staff and Supervision regarding any Policy changes - liaise with external agencies e.g. Social Services and Local Authority CAF coordinator, attend meetings when applicable and make appropriate referrals under child protection protocols - interrogate the system of recorded Miscellaneous enquiries on FSI and OPUS - monitor outstanding reports and update your Divisional Managers every week - quality assessment of Divisional FSI Miscellaneous referrals - management of outstanding actions relating to divisional groups - notifying the Force SPOC of duplicated records on the OPUS and FSU system application, which relate to one individual, highlighting which record is to be retained and which merged and monitor the accuracy of ‘History’ screens - cross-reference FWINs against OPUS records to ensure that all Children identifies for have been created on OPUS; this is more important when it is known that computer systems have failed - where necessary (see above bullet point) create an OPUS record - interrogate the system, in the role of gatekeeper for local management issues - ensure details from interview questions 1-8 are fully completed on the FWIN and create actions for the interviewing officers to complete the ‘traced / interviewed’ page if not completed fully and correctly - regularly provide feedback and management reports on the quality of return interviews. - inform the Detective Sergeant PPIU when a vulnerable child moves from concern for welfare to child protection. - liaise with PPIU / CID with regards to High Risk vulnerable children and those suspected at risk. - maintain close liaison with other PPIU staff and assist in the identification of any suspected Sexual Exploitation issues. Attend Strategy Meetings. - the return of photographs to families / informants loaned to GMP for scanning purposes. Problem solving SARA package recording and management - assist in the recording and management of Children and young people where there are concerns for welfare - provide administrative support to the OPUS database system - reply to all correspondence as appropriate Information/Advice Source - provide search and interrogation skills on the police information / intelligence systems, e.g. GMPICS, PNC computers, local databases, PPIU and HQ related databases, associated documents and other paper systems - the maintenance and inputting / filing of data on the local information systems ensuring accuracy and compliance with data protection - ensure force and national polices are distributed through-out the division and partners - ensure any local safeguarding policies are distributed through-out the division Administrative Support - answer telephone enquiries and take appropriate action in relation to CAF cases Intelligence Function - identify any relevant intelligence regarding CAF and disseminate the same appropriately via established systems. e.g. Sexual Exploitation or areas frequented. - liaise with the Offender Management Unit in relation to any Missing Persons that may be involved in crime and to identify possible trends - identify and disseminate any community intelligence Single Point of Contact CAF (Common Assessment Framework) April 2009 Operational Duties - assist in the investigation of crimes committed against children - carryout and assist and or direct operational colleagues to conduct searches to locate vulnerable children - work closely with PPIU / CID staff where children identify actionable intelligence and criminal activity - work with other agencies in accordance with approved multi agency guidelines - assist with enquiries from outside forces relating to vulnerable children - undertake CAF referrals for those with low level safeguarding child concerns. General - ensure compliance with statutory requirements in relation to information management, including the Data Protection Act 1998, the Freedom of Information Act 2000 and the Code of Practice on Management of Police Information 2005, as appropriate - comply with the requirements of GMP's policies on Drug and Alcohol testing requirements in respect of specific posts / roles are described in the policies, which are available on the Force Intranet - promote and comply with GMP’s policies on equal opportunities and health and safety, both in the delivery of services and the treatment of others - responsible for improving your performance by participating in the Performance Appraisal process with your manager - carry out such other duties which are consistent with the nature, responsibilities and grading of the post. Knowledge of joint protocol on investigations * Knowledge of OPUS, PNC, GMPICS, PPIU, HQ PIIU and other related GMP IT systems. Knowledge of local safeguarding procedures in relation to children including the framework for action and CAF protocols. * Ability to interview victims, minors/vulnerable people; able to gain their trust through sensitivity, patience and by using gentle persuasion in order to elicit information which they may be reluctant to provide at first. Knowledge of No secrets in relation to the protection of vulnerable adults. * Able to work in a multi-agency arena that adopts and promotes problem solving. Basic knowledge of the achieving best evidence guidelines. Knowledge of forensic capabilities Understanding the many complex reasons that cause people to go missing and remaining non-judgemental. Have knowledge of cultural issues such as Force Marriages and levels of child chastisement that may influence a person’s decision to go missing. Knowledge of criminal law with regard to abduction, sexual offences, child neglect and violence against the person. TRAINING / EXPERIENCE REQUIRED Essential Desirable Carries out duties / tasks relevant to the post, including checking and inputting information and associated filing Knowledge of NGO’s operating within the National Missing Person arena. Experience in the preparation of prosecution files. Sound Knowledge of Child Protection and Vulnerable adult legislation, policy and procedure. * Ability to interview offenders.
