LOGISTICS SECTION PROCEDURES
Purpose & Objectives
The City of Burlingame’s Logistics Section Procedures outlines the Section’s duties, approach
and procedures during incidents that may threaten the safety of the community or disrupt
programs, activities, and/or mission-critical services.
The Logistics Section’s objectives during incidents are the following:
Care & Shelter
Logistics for Event personnel (food delivery, communications, transportation, supplies)
Water Distribution






Identify minimum staffing patterns to provide essential services
Identify essential services to special or vulnerable populations that may require
additional consideration.
Identify essential supplies. Develop a plan to stockpile essential supplies.
Establish multiple levels of redundant communication with all staff, particularly key
personnel.
Finalize a communication protocol within the sector (how will critical information flow
what are the expected communication pathways throughout the sector during the event).
Participate in exercise development.

Responsibilities - - The Logistics Section Chief, a member of the General Staff, ensures the
logistics function is carried out in support of the City of Burlingame & Town of Hillsborough
EOC & field responders. This function includes providing communication services and
resource tracking; acquiring equipment, supplies, personnel, facilities and transportation
services; as well as arranging for food, lodging and other support services as required.
Specific responsibilities include:
 Establishing the appropriate level of Logistics Section staffing; monitoring the
effectiveness of the organization and modifying as required
 Ensuring section Objectives and Priorities as stated in the City of Burlingame & Town of
Hillsborough EOC Action Plan are accomplished in a timely manner
 Coordinating closely with the Operations Section Chief to establish priorities for resource
allocation
 Keeping the EOC Directors informed of all significant issues relating to the Logistics
Section
 Supervising the Logistics Section
In the event of a disaster or emergency and the Logistics Section Chief is unavailable (as
defined above), alternate chiefs are authorized to perform the following functions:
 All operational tasks normally performed by the Director.
 Expenditure approval consistent with established San Mateo County Health Department
procedure.
 Personnel task and work assignments.
 Policy level authority and decision making

The information below details the basic operations of the Logistic Section.

o City staff – The Logistics Section will be responsible for setting the City’s
Employee Hotline in the event of an emergency. This Hotline will inform
employees when and where to report for duty.
o Volunteers – Logistics is also responsible for working with volunteers in
emergencies. This involves three main responsibilities:
 Registering Volunteers – Pre-disaster registration of volunteers to
determine level of interests, skills, etc.
 Establishing Volunteer Staging Areas – Event dependent locations for
Volunteers to assemble until needed. Potential locations include City and
school facilities.
 Convergent Volunteers – Working with those who show up at the site of
the event attempting to assist the emergency workers
 Care & Shelter
o Establishing emergency shelters for the public to visit due to evacuations or other
needs for housing during emergency events. This includes inspection of
facilities, publicizing of location, shelter management and resident registration.
 Red Cross
o Working with Red Cross on shelter management and finding housing for
residents in order to close the shelters

o Assisting emergency crews by acquiring necessary items, products & services
including tools, food, restrooms, lighting and more
 Facilities
o Use of City and school facilities for emergency shelters, volunteer staging areas,
emergency worker relief areas and more.
 Transportation
o Working with various transportation agencies as needed for evacuations or
transportation of supplies, food or other items.
