While serving Orange County EMS as the Basic Life Support Coordinator, created Orange County EMT
Accreditation. Implementation of training in November 2009 and finalized deployment countywide on
January 1, 2011. EMT accreditation defined the first ever specific local expanded EMT scope of
practice allowed by a Medical Director in Orange County.
Appointed by Orange County Board of Supervisors to the Emergency Medical Services Quality
Assurance Board (QAB), 2009 - 2011.
Development committee member for the Orange County Health Care Agency EMS web based patient
care reporting data system project named the Orange County Medical Emergency Data System (OCMEDS) 2007-2011.
OC-MEDS request for proposals evaluation panel member for selection of software vendor 2010. OCMEDS developed as a NEMSIS and NTDB compliant web-based data repository.

o 2007 Santiago and Witch Fires. Coordinated State deployment of nine ambulance strike teams
from Orange County to San Diego County.
o 2008 Freeway Complex Fires in Anaheim and Brea. Communicated with providers assisting in
the evacuation of local acute care facility.

OCEMS designated representative and secretary to the Education and Training subcommittee. (20072011)

Directed the Health Care Agencies EMS Week recognition activities in 2007, 2008, and 2009. Events
included the annual Super CPR Saturday held at the Anaheim Stadium in partnership with the American
Red Cross. In 2009 more than 2300 certificates were issued in one day. Classes taught in Spanish,
Vietnamese and English. Community education activities included Child Car Seat safety inspections
coordinated with OC Safe Kids and Children’s Hospital of Orange County. EMS Week Tailgate
celebration at Angeles Stadium, and the annual OCEMS Awards ceremony concluded the annual
activities.

Emergency Medical Services Coordinator – Basic Life Support (BLS): Responsible for oversight of the
training, certification and operational delivery of emergency medical care of all public-safety and privately
owned EMS BLS healthcare providers countywide. Providers include Ambulance companies, Fire
Departments, Police Agencies, Lifeguard Agencies and emergency aero medical. Ensure compliance with
County ambulance ordinance requirements and license all private and public air and ground ambulance
transport providers. Inspect of all providers’ rotary air and ground ambulance fleets and company operations
annually. Oversee and coordinate county issued statewide certification of emergency medical technicians
(EMT) and Orange County EMT accreditation. Serve as division safety representative responsible for monthly
safety training, evacuation drills, and Cal OSHA reporting and recording. Coordinate the countywide public
access defibrillation (PAD), first responder, and EMT -AED provider programs. Oversee and approve training
curricula according to Title 22 regulations of all EMT and Emergency Medical Responder educational programs
in community colleges, public safety agencies and regional occupational programs in Orange County.
Oversee, recommend for approval request for proposal (RFP) development by public safety agencies seeking
private ambulance services based on state guidelines. Analyze current legislative bills and regulation changes
and advise OCEMS manager and medical director of potential affects to system oversight. Participate as
OCEMS representative to subcommittees of the Emergency Medical Care Committee such as Education and
Training, Data Standards Task Force, and EMS Week 2007 committee chairman. Serve various command
roles in either the Health Care Agency Emergency Operations Center or the EMS department operations center.
