Cllr J Smith welcomed Cllr Mrs K Roche to her first committee meeting
The Assistant Administrator informed members that Cllr Mrs K Roche had signed the Declaration of
Acceptance of Office in the presence of Mrs N Jacobs, Town Clerk.
Cllr J Smith informed the meeting of the death of the Lord- Lieutenant of Lincolnshire, Mrs Bridget
Cracroft-Eley CVO, LLD, JP on 29th August 2008.
Cllr J Smith stated that he wished to move item 5 on the agenda (to receive reports by
District/County Councillors or Representatives from other organisations) to be considered next.

Cllr Mrs L Neal stated that after the hard work put in by a group of which she is a member, the
report on car parking charges for Bourne had been withdrawn from the South Kesteven District
Council (SKDC) agenda
Cllr D Higgs had attended a planning meeting at SKDC where no issues affecting Bourne had been
discussed
Cllr T Holmes stated that he had queried the minutes of the last Development Control meeting and
made the members aware that the approval for Sainsbury’s delivery hours had been approved
conditionally for six months only. The press has been contacted and requested to amend their report.
Cllr D Fisher had attended a Dyke Village Hall committee meeting. An update of the Dyke Village
Hall lease will be discussed at the next Amenities committee meeting on 9th September 2008.

1. East Midlands Fire and Rescue Control Centre
As part of a national Government initiative to establish nine regional fire and rescue control centres
across the country a brand new centre is being set up to provide an emergency call handling
facility for fire and rescue services in Derbyshire, Leicestershire, Lincolnshire, Northamptonshire
and Nottinghamshire. A brochure has been received giving the background and expectations of
the project. A newsletter is also produced and the communications advisor of this project
wonders whether Bourne Town Council would consider using this in a forthcoming issue of our
newsletter, either in its entirety or an edited version. Photographs are available if needed.

2. LCC – Highways - Willow Trees, St Peter’s Road
Notification of work being carried out on willow trees at the entrance to the park on St Peter’s
Road. LCC has been advised to pollard both willow trees to a height of 3m and remove ivy from

willow trunks. These works will promote new growth and hopefully relieve some of the concerns
raised by local residents. Work will be undertaken within the next few months.

3. SKDC Development Services – Dance Studio – Former Corn Warehouse, Burghley Street
Copy of a letter sent to resident requesting a dance studio at the former Corn Warehouse,
Burghley Street. “The council’s Economic Development Team would be happy to discuss potential
short term leasing of the building. The interior of the building is in need of significant upgrading. The
building may also be significantly altered over the next three/four years as part of the redevelopment
scheme and may not therefore be suitable for your needs”.

4 LCC – Highways – Heavy Goods Vehicles through Bourne
Response to BTC’s letter dated 25.7.08 – re better signage. It has been agreed to resign the new
Colsterworth junction upgrade and the whole of this section of road to reflect the south western
section of the relief road. The Area Highways Manager has also asked to have Bourne signed, in
accordance with the Brown Tourism facilities, added to these signs, which there would be a small
charge to either Bourne Town Council or the Town Centre Management Partnership. It is hoped the
final design will be ready within the next 4 weeks when he will contact Mr Fuller and the Town Clerk
to discuss the way forward.

5 Government Office for the East Midlands - East Midlands Regional Plan (Regional Spatial
Strategy) Secretary of State’s proposed changes published for consultation
The above plan has now been published for public consultation. The Regional Plan provides a
regional framework for development and investment over the next fifteen to twenty years and is part
of the statutory development plan for every local authority in the East Midlands. The proposed
changes can be viewed at www.gos.gov.uk/goem. They build on the foundations of the draft
Regional Plan and take account of the recommendations of the independent panel appointed.
Please note that the consultation relates to the proposed changes rather than those parts of the Plan
which are unchanged since the draft Plan was consulted upon in 2006.
The consultation will last until 5pm on 17 October 2008. (BTC has received 2 hard copies)

TO DISCUSS SEWAGE SMELLS IN BOURNE (requested by Cllr Mrs H Powell)
Cllr Mrs H Powell reported that the smell of sewage from Elsea Park has been very unpleasant
recently. Anglian Water had been contacted and had advised that they were going to sort out the
necessary pipe work. Cllr Mrs S Cliffe also pointed out that there has been a long standing
complaint about sewage smells in West Street outside the butcher’s shop and Boots.

TO DISCUSS PARKING IN BOURNE (requested by Cllr Mrs H Powell)
Cllr Mrs H Powell pointed out that there is not enough parking for shoppers in Bourne. Many
business people take up car parking spaces and this problem will be acerbated by Sainsbury
requesting that its employees park elsewhere on Fridays and Saturdays. More car parking
facilities for Bourne will be discussed in future Town Centre development plans but in the mean
time shop keepers and workers ought to park in their own private business spaces where available,
and leave public car parks for shoppers.

RESOLVED; to write to Sainsbury pointing out that to request their employees not to park
in Sainsbury car park on Fridays and Saturdays is not in the spirit of supporting local
businesses to encourage people to shop in Bourne

TO DISCUSS THE ELECTRICITY SUB-STATION ON SOUTH STREET (requested by Cllr D Higgs)
Cllr D Higgs reported that the sub station is an eyesore and has been in an unfinished condition for
at least 15 months. Ivan Fuller of the Bourne Town Centre Management Partnership (BTCMP) has
contacted the electricity board on numerous occasions to have this resolved but as yet the work is
still not completed. The fact that the unsafe nature of the railings surrounding the sub station must
have Health and Safety implications was noted by members.

completed as soon as possible, pointing out Health and Safety implications

This item was brought forward to enable Cllr T Holmes to participate. The Assistant Administrator
read out the following items;
 A by election has been called and nomination forms have to be with SKDC by Friday 5 th
September 2008 – forms available from SKDC and BTC. The press have been informed and
notices have been put in BTC notice board
 The consultation period for the draft Market Service Review has been extended to 18 th
September 2008
Due to their declared interest, Cllr T Holmes left the meeting and Cllr D Higgs took no further part
