REPORTS TO: Superintendent EXEMPT STATUS: Exempt APPROVED: 12 MAY 05 Motion #77 SUMMARY Under general direction, to plan, organize, manage and participate in the accounting and fiscal record management and reporting activities and functions; to supervise, review and evaluate the performance of accounting clerical personnel; to perform the more technical and specialized accounting and financial record management and reporting functions; and to do other related work as required. DUTIES & RESPONSIBILITIES Plan, schedule, audit, supervise and participate in the preparation and maintenance of a variety of accounting and financial record management reporting, including general and special ledgers for all District funds and special accounts. Assist in the budget planning and preparation processes, including the formulation of budgetary formulas and the preparation of budget control guidelines and procedures. Coordinate vendor payments to ensure that vendors receive payment for products and services on a timely basis. Train, supervise and evaluate the performance of Accounting Unit personnel and assist them in determining alternative solutions concerning unusual and unforeseen problems and situations. Develop or assist in the development of improved accounting and financial record management and reporting systems and procedures. Prepare or coordinate the preparation of materials for posting or inputting into computerassisted accounting programs. Monitor and audit the accounting and financial record management and reporting functions to ensure that established operational procedures and guidelines are followed. Prepare budget revisions in offsetting deficit accounts. Perform the more technical and specialized accounting and financial record management and reporting functions. Counsel, advise and assist school and District personnel regarding matters relating to accounting and financial record management and reporting systems. Prepare or coordinate the preparation of a variety of management related reports, including budget control reports, financial statements, investment, accounts payable and accounts receivable reports, payroll, food services and a variety of other computer-assisted reports and records. Maintain and supervise the property control records of fixed assets. Prepare or supervise claims for reimbursement for special education, special projects and pupil transportation. Perform financial and statistical research studies as required. DIRECTOR OF FINANCE QUALIFICATIONS Knowledge of: Principles, methods, practices and procedures of school district accounting, budget planning, fiscal record management, and data processing systems; Legal mandates, policies and regulations pertaining to accounting and fiscal record management and reporting; Computer-assisted accounting and fiscal record management systems and equipment; Principles, practices and techniques of organization, supervision, employee motivation and training. Ability to: Perform responsible and technical accounting, budget and fiscal planning functions and activities; Organize, supervise, train and evaluate the work of accounting personnel; Prepare fiscal, financial and narrative reports in a clear and concise manner; Review, audit and verify financial statements and related summaries and reports; Understand and carry out oral and written directions with minimal accountability controls; Establish and maintain cooperative working relationships. PHYSICAL DEMANDS The physical requirements indicated below are examples of the physical aspects that this position classification must perform in carrying out essential job functions. Persons performing service in this position classification will exert 10 to 20 pounds of force frequently to lift, carry, push, pull, or otherwise move objects. This type of work will involve sitting most of the time, but will involve walking or standing for extended periods. Perceiving the nature of sound, near and far vision, depth perception, providing oral information, the manual dexterity to operate equipment and use hand tools, and handle and work with various materials and objects are important aspects of this job. Experience and Education Any combination of experience and training that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills would be: Experience: Four years of responsible accounting and financial record management and reporting experience, including one year in an educational organization management or supervisory capacity. Education: Equivalent to the completion of a Bachelor of Arts or higher degree from an accredited institution, including emphasis in accounting, budget planning, business management or closely related fields.
