Hewlin is an attorney and consultant specializing in managerial effectiveness, employment law, and leadership. Jay provides training and instruction in a number of key areas, helping managers of organizations develop the skills necessary to avoid complaints of discrimination and its associated costs. Jay has extensive experience counseling corporations on employment law matters arising under Title VII, the FMLA, the ADA, the ADEA, and the USERRA. In addition, Jay is a Course Lecturer at the Desautels Faculty of Management at McGill University, Montreal, Canada, where he teaches Negotiations and Conflict Management. As well, Jay collaborates with management scholars throughout the US and Canada on research examining employee satisfaction, retention, organizational culture, managing a diverse work force, and selection. Much of Jay’s work involves teaching managers how to be effective in a diverse work force. Jay has counseled and represented the United States Senate offices in employment law matters, and researched the impact of particular provisions of the U.S. Constitution on workplace policy. Before working for the Senate, Jay worked in New York City for Proskauer Rose LLP, one of the nation’s largest law firms with a national reputation for its Labor and Employment practice. While at Proskauer, Jay investigated charges of discrimination for private and public sector clients. He counseled human resource managers and senior executives on a broad range of labor and employment issues arising under federal and state labor and employment laws. In addition to his legal experience, Jay is a seasoned manager and entrepreneur, having worked as an executive in private industry and managed his own corporation in New York. He has extensive experience negotiating and drafting contracts. He has taught classes in management and negotiation at the McDonough School of Business and the Center for Professional Development at Georgetown University. He has also been a guest lecturer at Howard University’s Business School, and the Robert H. Smith School of Business of the University of Maryland. Jay participated in a leadership conference in Singapore where he taught CEOs and senior executives on the topic of leadership and management. Interestingly, Jay has an extensive background in performance and production. He is a professional trumpeter, songwriter, and singer; having performed as a soloist in major concert events in the U.S. and Europe. He has also had several opportunities to perform live on television. Moreover, Jay has worked as an “extra” in various nationally broadcast daytime dramas. Additional television credits include several interviews related to his artistry, and a nationally broadcast news program on President Obama’s inauguration. As a producer at radio station WQXR, 96.3 FM (New York), he produced numerous radio commercials, live radio broadcasts, and concert events featuring leading artists in the classical and jazz musical genres. Jay has won many international and national awards for excellence in broadcasting. Jay received his Juris Doctorate from Columbia University School of Law and a Bachelor of Arts in Music from Boston University. Policy Analyst & Policy Leader Panel Wednesday, May 29 | 12:00 pm –2:00 pm Stephen Tapp, Research Director, Institute for Research on Public Policy ( IRPP) Stephen Tapp is a research director at the Institute for Research on Public Policy (IRPP), a think tank located in Montreal. Before joining the Institute, he was a senior economist and adviser on economic, fiscal and tax issues for Canada's first Parliamentary Budget Officer. Stephen has worked as an economist in the research departments of the Bank of Canada and Finance Canada; as a research fellow at the C.D. Howe Institute; and as an economics instructor at Queen's University. Stephen's research spans various Canadian public policy issues, and his work has been published in the Canadian Journal of Economics and Canadian Public Policy, and also by think tanks and government organizations. He has a PhD and an MA in economics from Queen's University and a BA from the University of Western Ontario. Paul Rochon, Associate Deputy Minister, Health Canada Mr. Paul Rochon was appointed Associate Deputy Minister of Health effective August 7, 2012. Concurrently, he is also Special Advisor to the Minister of Finance on negotiations for a Canadian Securities Regulator. Prior to his appointment as Associate Deputy Minister of Health Canada, Mr. Rochon was the Associate Deputy Minister of Finance and Canada's Finance Deputy at the G-7, G-20, and the Financial Stability Forum. Mr. Rochon has held a number of positions in the Department of Finance, including Senior Assistant Deputy Minister of the Economic and Fiscal Policy Branch, with primary responsibility for maintaining the fiscal framework of the Government of Canada. Prior to joining the Department of Finance, Mr. Rochon worked for three years at the Conference Board of Canada. He holds a Bachelor's degree in History from McGill University and a Master's degree in Economics from the University of Toronto. Matt Boldt, Senior Economist, Finance Canada (International Trade and Finance Branch) Matt left his hometown of Winnipeg in 1999 to seek adventure and a McGill B.A. He graduated with joint honours in political science and economics in 2003. Matt went on to complete a Master’s degree in economics at the University of Toronto in 2005. From there, he joined the federal public service through the Finance Canada university recruitment program in 2005. Matt had never really thought about a career in the public service, but the Finance Canada pitch sounded interesting, and the $45,000 starting salary felt like a pot of gold. Two months in at Finance Canada’s financial sector policy branch, Matt found himself taking notes while Minister Goodale and his provincial counterparts debated the creation of a national securities regulator. A year later, Matt was liaising with securities fraud investigators and prosecutors to develop proposals to improve enforcement against capital market fraud. Matt followed the capital market fraud file to Public Safety Canada’s law enforcement policy branch in 2007, where he also participated in international negotiations on a protocol to combat contraband tobacco. Matt found his way into microeconomic policy in 2009 when he joined the Natural Resources Canada task force to restructure Atomic Energy of Canada Limited. Most recently, in 2010, Matt returned to his roots at Finance Canada, this time to cover export finance as part of the international trade and finance branch. In Matt’s view, the best part of a career in the public service is the opportunity to work on many different issues and to chart your own career path. Matt also appreciates that he never stops learning (he recently completed his Financial Risk Manager designation). Finally, while the work is intense and fulfilling, he leaves the office (almost) every night in time for 5:30 daycare pickup. Montreuil, Ph.D. (c), OPQ Clinical Psychologist Brain Imaging Centre Douglas Research Centre - MUHC Dr. Tina Montreuil completed a Bachelors of Arts and a Masters from the Department of Education and Counseling Psychology from McGill University before receiving both a Ph.D. and Psy.D. in Clinical Psychology at the Université du Québec à Montréal in 2012. She began her career as a school psychologist for both the English Montreal School Board and Lester B. Pearson School Board where she performed several clinical and neuropsychological assessments. Tina is a licensed member of the Order of Psychologists of Quebec since 2010 and in 2011 she began a private practice, where she delivers psychotherapy services primarily based on both cognitive-behavioral and mindfulness approaches. During her doctoral studies she joined the Brain Imaging Laboratory at the Douglas Research Centre, a McGill University affiliate, where she received the prestigious CIHR (Canadian Institute of Health Research) 3-year Doctoral Research Award in the Area of Schizophrenia and Psychosis. As part of her doctoral work, she devised a manualized cognitive-behavioral group intervention for social anxiety and stigma in schizophrenia. Tina has published in several peer-reviewed journals and has been a lecturer as well as a speaker at several international conferences. She has been offering coaching and supervision to new interns at the Douglas Institute and the Allan Memorial Institute as well as training at various public and private organizations in mental health such as CLSC and CSSS. Furthermore, Tina has acted as a reviewer for various journals and conference abstracts. She also sits on a number of committees and boards, notably as a member of the “Education and Training” committee and “Psychopharmacology” section of the Canadian Psychological Association. Finally, she is expected to begin her postdoctoral training as a Research Scholar at the New York Psychiatric Institute of Columbia University later this year.
