The Pre-proposal Conference was held January 15, 2016 at 10:30 am. A copy of the Attendance
Sheet will follow under a separate attachment. The following questions were asked at the preproposal conference:
QUESTION: Who does the University buy the “Bee” card from?
ANSWER: The Initial System was purchased from CardSmith, LLC, who later was purchased by Blackboard. The ID Cardstock has been purchased from Identisys.
QUESTION: How are payment of citations handled?
ANSWER: Citations are not the key part of this RFP. We will probably not buy a citation writer at this time.

QUESTION: What kind of audit reports are you looking for?
ANSWER: We are looking for other reports in addition to reports for auditing purposes.
Examples:
Summarize purchases such as by facility in order to verify revenue and electronic funds settlements.
Summarize purchases by “permit” or “plan” type, and within that also by purchasing party such as student, faculty, staff, guest, etc.
Summarize “tickets” or transient parking by timestamp such as by exact time of entry and time of exit.
Track who enters the facility and when, such as students, faculty and staff. Also how long they stay.
Queries to identify how many persons registered as handicapped parkers actually parked in the facility and when.
QUESTION: Do you have “live” cards that can be used for testing?
ANSWER: Yes, please contact Toni Wallington at 410-837-5130, twallington@ubalt.edu to coordinate pick-up of card.
QUESTION: Explain what you want done with the overhead doors?
ANSWER: The system should be programmable so that the overhead doors will automatically close at designated times on designated days. The vehicle access hardware system should cause the overhead door and the access gate to open with one “swipe” of the card. If the overhead door is open (as it normally is during normal business hours) the door should remain open.
This oddity exists: The current configuration requires two readers at the Cathedral entrance.
However, it is desirable to have a single reader if possible when the new installation is done.
QUESTION: What are you going to do with the “Pay Station”?
ANSWER: We are hoping to get away from using the “Pay Station” and the use of any cash.
However, the University will accept and evaluate a proposal that includes a Pay Station type solution.
QUESTION: Will you allow the public to enter the garage? If so, how will you charge them for parking? Will they “pull a ticket”? Will they use some other kind of credential?
ANSWER: It is our preference that the new system use a credential other than a paper ticket pulled on site, on-demand. A credential that can be printed in advance, or a credential enabled on a smart phone would be preferable.
A less preferable system would be a paper ticket pulled at the gate that could be scanned by a laser scanner or by means *other than* a magnetic strip on the ticket.

The least favorable option would be the current mag-stripe paper ticket. A proposal that includes a mag-stripe paper ticket for this purpose would not be rejected, but would not be rated as highly as a system that provided an alternative.
QUESTION: What kind of data communication does the current system use?

ANSWER:

The Maryland Avenue Garage: uses a T1 connection back to PMI somewhere
B.
The Cathedral Street lot: This uses a wireless point-to-point connection from a pole near the gate to an antenna on the outside wall of the Maryland Ave Garage. We* presume * from there it shares the same connectivity that the MAG uses (T1 or otherwise).

The Mt. Royal lot : uses a T1
The successful Contractor will be required to investigate the data communication to each gate and make recommendations for replacement before replacement work begins.
QUESTION: Will the open lots be serviced under the same system?
ANSWER: The same “front end” website will be used for all UB Students, Faculty, Staff and associates who purchase parking for the semester or for the year. That system will update their credential so that they can use the lot for which they qualify and have paid the parking fee. Such a fee would include the Maryland Avenue Garage, the Cathedral lot, the Mt. Royal lot and the
Fitzgerald parking garage.
The successful Contractor will be responsible for replacing the vehicle access control hardware at the Maryland Avenue Garage, the Cathedral lot, and the Mt. Royal lot (but * not * the Fitzgerald parking garage.)
QUESTION: Who will create the website for this new parking program?
ANSWER: The successful Contractor will be responsible for creating the website. The website should be available as a link on the University’s website.

QUESTION: Page 12, Item 2 and Page 20 3.3.2. makes reference to the University’s identity system. What is the University’s identity system?
ANSWER: The University’s Identity Management system is a combination of applications that automate user account provisioning and synchronize identity and access control information from various systems of record. The core of the system is Microsoft Forefront Identity Manager, and our primary application interface is via a master LDAP directory, but this LDAP service is not exposed externally to the campus. If your application can utilize a local server to serve as an LDAP gateway

University of Baltimore Request For Proposal #UB16-W-14 to your off-premise application that would be ideal and is very easy to setup. If your application exposes a web api we also have the ability to interface directly to that.
QUESTION: Page 14, Item 16 makes reference to “The vendor must have a substantial number of accounts in higher education within 100 miles of zip code 21201” Please elaborate on how many is considered to be a substantial number?
ANSWER: This statement explains that it is desirable for the vendor to have other accounts in the region with high education clients. No specific number of clients applies, however, vendors with higher education experience will be rated more favorably.
QUESTION: Page 24, 4.4.4. states: “The contractor must include a copy of its most current
Annual Report or Audited Statement of Financial Condition information (to include balance sheet, income statement and statement of cash flow).” In lieu of the requested items, would the University accept a bank letter addressing financial stability/fiscal responsibility and history?
ANSWER: Revise the requirement such that * only the top rated firms in the competitive range * need to provide information (in lieu of Annual Report or Audited Statement of Financial
Condition ) about their firm’s financial conditions such that the UB can perform analysis to determine the financial viability of your firm. Firms in the competitive range will be notified in writing from the Procurement Office that they must provide financial viability information. The
University will accept a bank letter addressing financial stability/fiscal responsibility and history, if it provides sufficient information for that analysis.
QUESTION: Are you interested in outsourcing your data entry work (ticket entry payment processing and/or customer service phone calls)?
ANSWER: We are not interested in outsourcing.
QUESTION: How do you currently obtain registered owner name and address information?
ANSWER: Collected during the sign up/ registration process online.
QUESTION: How many people need access to the parking management software?
ANSWER: Less than 10 persons will have access to the parking software.
QUESTION: Do you have a parking permit program?
ANSWER: We do not sell printed parking permits.
QUESTION: How do you handle the ticket appeal process now?
ANSWER: Through a citation vendor.
We are requesting further clarification on the meaning of these specifications:
QUESTION: Part A Minimum Qualifications/Criteria – Item 19. “Ability to record a time stamp for multiple items to which purchasers must agree.”
ANSWER: Time stamp: When a student purchases a parking plan, they must agree one-by-one to a list of points related to financial aid. To ensure a record is being kept of the students’ acceptance of the points, the system records a time stamp each time they check a box to agree to each point.

QUESTION: Highly Desirable Functionality –
Item 1. “Multiple use; value pass capability linked to multiple credentials such as campus card, driver’s license, and cell phone.”
ANSWER: Multiple credentials: For example, we use a University-issued ID card as our parking credential, but if one day we do not have our ID card, we would like to use a driver’s license as a credential. We could enter the garage and the system would know that if someone else tried to use our ID card, it would know that we are already parked. This is a desirable feature, and could be programmed over the long term rather than in the initial rollout.
QUESTION: Optional Equipment/Functionality –
Item 1. “Optional handheld ticket writing device.”
ANSWER: The intention on this point was for a citation writer. It is unlikely that one will be purchased with this RFP, but proposals may include this equipment.
QUESTION: In regards to the Mifare Cards, can we get the specs on the cards and readers in use?
ANSWER: Specs for the replacement card stock is as follows: “13.56XceedID Secure Mifare with
DEFAULT key – Secure door access control (LNL-XF series readers)”. Additional specs are as follows:
