Post Description:
The Civilian Human Resources Manager (CHRM) is the head of the Civilian Human Resources
Management Office (CHRMO) which is the focal point for all matters pertaining to the recruitment,
administration, management, employment, remuneration and discharge of international and locally
hired civilian personnel employed by ISAF. The Manager is responsible for collaboration with and
receives direction and guidance from Headquarter Joint Force Command Brunssum on Human
Resource management policies and procedures.
Principle Duties:
Principal advisor to senior leadership and front line supervisors of ISAF civilian personnel for the
interpretation and implementation of the ISAF Civilian Personnel Policy and Regulations.
Responsible for recruitment, administration, employment, remuneration and discharge of
International Civilian Consultant (ICC) and Local Civilian Hire (LCH) personnel. (Approximately 700)
Liaison with the Host Nation and other authorities regarding issues impacting local civilian hires.
Maintains networks with Civilian Human Resources Managers of other international and
intergovernmental organizations, non-governmental organizations, and expatriate governmental
organisations (e.g., UN, Embassies, Consulates, etc.).
Essential Qualifications:
Professional/Experience: Approximately 7+ years experience working in the professional field of
Human Resource Management and Administration, with at least 3 years in a managerial or
supervisory capacity in Human Resources.
Education/Training: University degree or advanced professional degree in Human Resources
Management, Public Administration or related field.
Language: English: Very Good (Business English) Note: Both oral and written work in this post
and in the ISAF Headquarters is conducted in English.
Standard Automated Data Processing (ADP) Applications: Working knowledge

Professional/Experience:
Previous experience in a NATO organization. At least two years
experience in a military or international organisation. Previous experience working with manpower
and personnel procedures. Previous experience working in the field of Crisis Management.
Education/Training: Post-university studies in1Human Resource Management or related field.

Personal Attributes: The CHRM must be a mature and experienced person, who displays sound
judgement, excellent interpersonal and communication skills, and unquestionable integrity. The
CHRM must be a highly motivated individual, capable of balancing the care and welfare of civilian
employees with the operational requirements of the organisation. The CHRM must display above
average leadership skills, the ability to work under considerable stress, and the ability to make
decisions on the basis of policies, directives, laws, and precedents requiring interpretation and
adaptation to ad hoc circumstances. The CHRM must demonstrate above average managerial
skills, determining a priority of competing requirements, making the best use of limited resources.
The CHRM must demonstrate the ability to work as part of a wider human resource management
team characterised by cultural, linguistic, ethnic, and professional diversity.
Managerial Responsibilities: The CHRM is directly responsible for a staff of up to 15 personnel.
Duty locations of staff may be separated from the main office.
Professional Contacts: The HR Manager should establish and maintain positive working relations
with supervisors of civilian employees, HR Managers within and outside NATO and professional
peers responsible for manpower, financial, legal, and political arenas.
Contribution to Objectives: Provides the highest level of customer service and support to all
assigned civilian employees, supervisors and military peers.

Work Environment: Multinational, multicultural environment. Living conditions are rudimentary
with lodging on a military compound. Travel within Afghanistan may be required.

Additional Remarks: Only applications from candidates meeting all essential requirements will be
taken into consideration. The successful applicant is required to be proactive in providing the preemployment documents. These include medical forms with supporting reports signed off by your
doctor. An initial 12 month contract will be offered and contract extensions may be possible. Because
of the dynamic environment, ISAF posts are under regular review and therefore job contents,
including contract duration and contractual grade may change during the contractual period.
Benefit Package :
Monthly salary of € 7,765.00 (Tax free in the host country).
Daily Allowance of approximately € 78.90 while working in Afghanistan
Installation allowance equal to one-month salary (50% to be reimbursed if not completing two
consecutive years of service).

Two days of annual leave per month.
Start of Tour & End of Tour paid transportation.
5 + 2 days “Leave from Theatre” plus reimbursement of ticket - up to € 1.000 for every 6
