Dear Sir, PROJECT ‘SAKSHAM’ (BOSTON CONSULTANCY GROUP) – MANPOWER PLANNING With further reference to the presentation made by the Boston Consultancy Group (BCG) at Corporate Centre, we now understand that they have completed their study and arrived at conclusions circle wise, on the manpower surplus/deficit etc. We are unable to understand the methodology that they have adopted in arriving at the conclusions. In fact we had requested the BCG representatives during the presentation, about the parameters used, assumptions made etc., which they promised to send it to us. We have not received the same till date. We regret to note that the Federations views in the matter was never called for or reckoned by the BCG. It Is pertinent to note that in the past, when such manpower planning was undertaken, by NIBM, Mckensay etc., the Federation and Circle Associations were given an opportunity to make a presentation before them. 2. We therefore, request you to immediately arrange for a detailed briefing to the Federation on the subject and also provide an opportunity for the Federation and the Circle Associations to make a presentation before BCG to ensure that the ground level realities are properly addressed and taken into consideration, before implementation of any recommendation. 3. We understand that a draft report was circulated to the circle management for their views and comments. Simultaneously we also request that the views of the respective Circle Associations are taken into account. We are also given to understand that the report shows Ahmedabad, Bhopal Circles and majority of other circles as surplus circles which is far from reality. We understand that even within some circles some networks are shown as excess and some as short, contrary to reality and facts. The problem of staff shortage is acute and all circles are reeling under extreme pressure. All the circle managements also concur with this fact and are surprised with the findings of the BCG, which is detrimental to the interest of the Bank. The business potential in the respective networks has not been taken into account. 4. A wrong assessment of the manpower requirement would have a far reaching effect on the performance of the Bank and morale of the officers. Infact a committee of executives/officers/employees from within the Bank would have been aware of the stark ground realities and the acute staff shortage that the Bank is experiencing, and would have made a thorough and appropriate analysis of the manpower planning needs, instead of depending on outside consultants. 5. In view of the above, we request you to please arrange for an urgent meeting/presentation with the BCG representatives in regard to the subject of manpower planning, before implementing any of their recommendations.
