PROJECT H3: Home, Health, Hope Subcommittee Structure Pre Survey Week (November – April) This document was created to articulate what the Phoenix metropolitan community did to prepare for Survey Week. It is intended to provide guidance, insight and ideas for future communities, not to serve as a one-size-fits-all formula. Core Vision Team Membership: Service provision expert + Political/Strategic planning expert + Housing expert Purpose(s): Make decisions about vision, strategy and project coordination. Serve as liaisons to the national campaign. Serve as the “faces” of the project within the community, provide leadership, serve as primary points of contact, make public presentations. Determine political strategy, methods of engaging local leaders, Recruit organizations for the local campaign, members for the Leadership and Implementation Teams. Provide direction to the Leadership Team. Coordinate and facilitate meetings, document and report progress. Meeting schedule: At least 2x week; Daily phone calls and email communication Leadership Team Membership: Core Vision Team + Subcommittee Chairs + Technical Advisors (It was helpful to have local law enforcement, a behavioral health specialist, and an expert in veteran services on this team.) Purpose(s): Take action and hold others accountable for completing tasks. Report information and progress internally to one another. Identify opportunities for collaboration, troubleshooting, and leveraging resources. Ensure that the work of the subcommittees is consistent with the vision, as determined by the Core Vision Team. Meeting schedule: Implementation Team Membership: Weekly Core Vision Team + Leadership Team + Members of subcommittees + industry stakeholders + community members This group is INCLUSIVE of anyone and everyone who wanted to be even minimally involved in the regional effort. The goal is to involve as many principles as possible. Purpose(s): Build momentum among community and government partners to leverage with politicians and local leaders for support. (For example, we started with 7 partner organizations and boasted more than 60 by Survey Week. Organizations were contacting us to be included in the efforts.) Celebrate accomplishments and report progress and activities to the community-at-large. Recruit volunteers, partner organizations, and additional Implementation Team members. Pool resources for project launch to be leveraged for additional community resources. Meeting schedule: Monthly Support Services Subcommittee Purpose(s): Determine which agencies/providers are available for support services. Clarify the expectations for the level of service from these agencies/providers, based on critical success factors. Develop criteria of the activities to be completed and the ability of the providers to deliver. Meeting schedule: Every 2 weeks Housing Subcommittee Purpose(s): Identify all potential housing options in Maricopa County to be paired with support services as part of the project. Secure commitments for housing resources, units, and vouchers for the project. Meeting schedule: Weekly; frequent communication by email Media/PR Subcommittee Purpose(s): Create materials to recruit volunteers, gather resources, and promote the project. Coordinate efforts with various channels of media. Launch a social media campaign. Meeting schedule: Monthly; frequent communication by email Mentors & Donations Subcommittee Purpose(s): Design a peer mentor program to supplement support service providers. Create a mechanism for accepting and distributing donations related to the project. Meeting schedule: Did not meet; all transactions by email Lesson Learned: A group that doesn’t meet doesn’t produce. In retrospect, it would have been more beneficial to plan for 2 separate committees. Development of a mentor program need not begin before Survey Week. Because this subcommittee did not convene, the work was absorbed by the Core Vision Team members. Survey Week Logistics Subcommittee Purpose(s): Plan all of the logistics associated with Survey Week, to include recruitment of volunteers and professional outreach workers, team assignments (volunteers + pros + vehicles), securing facilities for training, morning gatherings, and the community briefing, making arrangements for refreshments, inviting guest speakers. Meeting schedule: Weekly Targeted Communities Subcommittee Purpose(s): Determine small geographic regions with high densities of street homelessness where community impact is a compelling factor. Create maps of these geographic regions. Reasonably estimate the number of people experiencing street homelessness in each region. “Test drive” through each geographic region to ensure boundaries, density, and other factors for consideration. Meeting schedule: Every 2 weeks Data/HMIS Subcommittee Purpose(s): Coordinate the entry of data into QuickBase during Survey Week. Make arrangements for HMIS integration as appropriate. Meeting schedule: Twice
