Purpose:
The Assistant Treasurer, reporting directly to the Treasurer, is responsible for assisting the Treasurer in all aspects of Treasury
Management, in particular those activities that safeguard and enhance the value of University long and short term financial assets.
Responsibilities of this position are in the areas of University banking, transaction services including payments processing (incoming and
outgoing), card processing and card data security, cash and foreign exchange management, cash forecasting, short-term investing,
financing and debt servicing, corporate card program, employee mortgage loan guarantee program, trusts and endowments
management, endowment record keeping, long-term investments management, investment reporting, financial analysis, and handling
inputs to University financial statements. The Assistant Treasurer is responsible for managing and supporting the Treasury Analysts to
ensure timely completion of activities and team member development. The Assistant Treasurer is responsible with the Treasurer for
functional provision of treasury services and programs to the University community. The position plays a key role in developing
efficiencies and streamlining treasury activities to produce value and consistency in delivery of services. The Assistant Treasurer
contributes to strategy development and the creation and maintenance of policies and procedures in all areas of responsibility. The
Assistant Treasurer investigates matters, researches and develops options and solutions subject to policies and procedures.
Education: Undergraduate degree in commerce, business, economics or a related field. Holder of the Chartered Financial Analyst (CFA)
designation or an equivalent combination of post graduate work, professional accreditation, education, training and experience. Relevant
industry courses, such as the Canadian Securities Course, and programs offered through professional organizations such as the CFA
Institute and the Treasury Management Association of Canada (or equivalent).
Experience: Minimum of 10 years knowledge and experience directly related to treasury and investment functions, including cash
forecasting, cash management, banking, investments, credit facilities, and foreign currency. Minimum of 5 years knowledge and
experience directly related to financial accounting principles, preparation of accounting transactions, and interpretation of accounting
information. Relevant experience in developing, interpreting and applying complex policies and procedures is essential. Relevant parapublic sector background and investing/finance experience are significant assets.
Skills: Excellent organizational, quantitative, analytical reasoning, problem solving and time management skills. Excellent investment
and financial modeling skills. Excellent knowledge of and ability to use spreadsheet, database, and enterprise and/or web-based financial
applications and systems. Strong ability to develop and implement policies and procedures. Excellent interpersonal and communication
(both oral and written) skills. Ability to start and drive new initiatives, engaging with multiple parties both internal and external, plus the
patience to manage gradual progress and keep a project on track over a potentially long haul. Also the ability to move sensitive projects
forward with focus and speed. Strong client service orientation and ability to work with demanding and difficult situations that require
cooperative input and action from entities and individuals with very different skill sets including financial, business, systems and academic.
Tact and diplomacy; ability to maintain confidentiality. Initiative. Leadership. Directing units concerning sensitive matters. Supervisory
skills.
