Consultant - Business Analyst (Municipal Public Works & Engineering) Enterprise

The corporate Enterprise Solutions Group has an exceptional professional opportunity for a Consultant
focusing on Public Works and municipal engineering business solution projects. Based out of ESRI
Canada’s offices in Toronto or Vancouver, you will leverage your knowledge and experience in leading
projects and the design and implementation of Enterprise GIS solutions based on ESRI technology. As a
Senior Consultant, you will contribute to the ongoing business operations of the company by effectively
providing high-level management and delivery of assigned consulting services focused primarily on
Enterprise Consulting projects in the Municipal Government sector.
Consultant, Business Analyst Responsibilities includes:
 Providing intermediate-level technical expertise in the user needs analysis, estimate, design,
development, and implementation of Asset Management and Public Works solutions.
 Chart existing business processes in order to define current business activities for the development of
procedures and models.
 Research, review, and analyze the effectiveness and efficiency of existing processes and develop
strategies for enhancing or further leveraging these processes.
 Prototype new procedures for the purpose of enhancing business processes, operations, and
information process flow.
 Prepare and deliver reports, recommendations, or alternatives for improving processes in operating
systems across the organization.
 Working with other consultants in the design and delivery of client solutions from conception to
completion.
 Scope projects and develop complete project charters and project plans for all assigned projects.
 Coordinate and perform in-depth tests, including end-user reviews, for modified and new processes,
and other pre/post-implementation support.
 Produce status and consulting reports as required.
 Model client requirements and define functional specifications and system architecture.
 Actively participate in the preparation of proposals (e.g. RFPs, RFIs and RFQs).
Specific skill requirements:










College diploma or university degree in the field of business administration, computer science, Civil
Engineering and 5+ years relevant work experience.
Proven experience with Business and technical requirements analysis, Business process
modeling/mapping, methodology development, and data modeling.
Practical experience implementing GIS for water, wastewater, and transportation networks.
In-depth knowledge of network infrastructure components and connectivity as they relate to
requirements for GIS application development.
Experience with data structuring/modeling, application design and consulting related to asset
management, and work management systems as they relate to enterprise GIS.
Experience with the implementation of ESRI products and application development architectures.
Experience presenting Enterprise Asset Management solutions to technical and senior
business/information system executives.
Ability to complete technical studies and provide recommendations and reports.
Ability to lead Asset Management business requirements workshops and develop recommendations
and reports.
Demonstrated awareness of emerging IT trends and directions.

 Project Management certification, completed or in progress (must be willing to work towards CAPM
