The vehicle will be divided into three (3) areas with doors to separate them. The first area will have two (2) workstations and a counter for a large-format printer. The second area will contain three (3) floor to ceiling 19" E.I.A. equipment racks and a galley one (1) floor to ceiling 19” E.I.A. equipment rack and a galley. The third area will have four (4) workstations and a removable conference table. General drawings are provided in Exhibit P at the end of this Addendum for reference purposes, however, bidders are not required to adhere to these reference drawings. Page 7 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Items 5. and 6. are modified to read: 5. Due to the complexity of the conversion, prospective Vendors must provide detailed specifications as stated in Exhibit O – Mobile Communications/Command Center Specification Checklist. A general statement or letter stating that the vendor meets all specifications will not be acceptable. Additionally, photocopies of this specification will not be an accepted response. Failure to meet this requirement by not submitting a completed Exhibit O checklist will result in disqualification. If additional space is needed to describe the “Exceptions, Clarification and Amendments” additional pages may be attached that specifically reference the specification being described. 6. To insure the Department a source of service and parts over the anticipated life of the apparatus, Vendor must include in the proposal a list of four (4) fifteen (15) vehicles of similar (or greater) size and complexity built in the last year and twenty (20) seventy-five (75) in the last five (5) years (include Department/Customer name, contact name and telephone number). Vendors are required to include in this list a minimum of eight (8) identified vehicles with touch screen multiplexing and/or electromagnetic circuit breaker technology with multiplexing options , or similar control systems built and delivered in the last 12 months (include Department/Customer name, contact name and telephone number). Vendors must also include a list of a minimum of eight (8) identified vehicles with fully automatic flat floor slide-out room extensions built and delivered in the past year (include Department/Customer name, contact name and telephone number). Failure to meet these requirements will result in disqualification. Responses to Questions Submitted Q1) A1) Q2) A2) Q3) A3) The technical requirements in the RFQ seem to be geared towards a specific manufacturer or sole source, are there specific manufacturer specifications that the County wants? No, the technical requirements and specifications given for the vehicle were baseline principles. Vendors can respond with alternate specifications that are equivalent or meet the same principles, which will be evaluated, as stated in Section E (BRAND NAMES AND APPROVED EQUIVALENTS), #1 on page 8 of the RFQ and the instructions for Exhibit O - Specification Checklist. Can the County provide a drawing or a reasonable facsimile to guide and clarify the vehicle specifications stated in Section B (SCOPE), page 5 of the RFQ? Please note the revisions to this section at the beginning of this Addendum. This description contains the general specification for areas in the mobile command center. The County does not require a specific layout or location of each of the areas. The County will consider and evaluate all submissions. Drawings containing the general concept of the space and location of areas are provided, please see Exhibit P – Mobile Communications/Command Center Preliminary Layout at the end of this Addendum. However, the County will consider all layouts presented and does not require the layout that is contained in Exhibit P. Does the County expect the Bidders to re-write what has already been written as the acceptable specifications, as stated in Section D (SPECIFIC REQUIREMENTS), Item #5 on page 7 of the RFQ? Please see Exhibit O (REVISED 6/13/12) at the end of this Addendum. The SPECIFICTION CHECKLIST, Exhibit O (REVISED 6/13/12), must be completed. Vendors should not rewrite the specification, but should use Exhibit O (REVISED 6/13/12) to indicate compliance with or deviation from the specifications, including the description of equivalents. Please note the revision to this section at the beginning of this Addendum. Vendors may offer an alternate technology that would work in the same way. Inclusion of eight vehicles with electromagnetic circuitry breaker technology in the list will be accepted. Vendors should identify the number of systems that are reliant on each type of circuitry. Multiplexing or comparable operability is preferred. Does the County require 6 references, as stated in Exhibit D-1 and D-2, or 75 references in the past 5 years, as stated in Section D (SPECIFIC REQUIREMENTS), Item #6 on page 7 of the RFQ? As stated in the revision at the beginning of this Addendum, the County is requesting a list of 20 vehicles built by the Bidder within the last 5 years be submitted, not a list of 20 references. The County is also requesting that the Vendor submit 6 references that may be called for a reference check on Exhibit D-1 and D-2. Page 7 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 7 states Prototype and/or demonstrator vehicles will not be accepted under any circumstance. Additionally the body is to be a standard commercially available production model and may not include any proprietary construction components or methods. All materials must be readily available to allow rapid repair of the vehicle should it be damaged. This vehicle is made of mostly proprietary construction components and it will have numerous specific components that meet specific requirements. Please clarify this statement. The Mobile Command Center will be custom built, but it is expected that it will be built with primarily standard parts so repairs and, if needed, replacements can be completed quickly. For instance, the chassis must be domestically made, i.e. International, Freightliner, etc. Page 7 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 9 states: Vendor must stock a complete line of special service equipment and parts for this apparatus. Vendor must be able to supply 90% of parts required to maintain this vehicle within 24 hours and have the balance available within 72 hours. Note: The County reserves the right to request certain items be shipped at Vendor’s expense to verify ability to comply. Failure to respond as stated will be cause for rejection. This RFQ has numerous specific requirements, how do the specifications work the requirement of using commercially available components, since most mobile command centers are “one-of-a-kind” vehicles, how is the Contractor supposed to keep all replacement items on stock? It is critical to emergency situations that downtime be kept to a minimum. While the Mobile Command Center will be custom built, it is expected that it will be built with primarily standard parts so repairs and replacements can be made quickly. Page 7 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 10 states County of Alameda, General Services Agency – Purchasing RFQ No. 900947, Addendum No. 4 Page 5 of 9 June 13, 2012 A8) Q9) A9) No drawings are provided with this RFQ. Vendor must supply their own design for submission. It is understood that each manufacturer has certain features that are incorporated into the design of the vehicle. Since no drawings are being provided, what are the dimensions of the conference room? Can you please give a description of the size, number of positions, whether it’s a communications room, etc.? The County has given a general description of what is needed and has not predetermined any specific design. Vendors are to submit a bid based on the specification. A drawing containing the general concept of the space and location of areas is being provided, please see Exhibit P – Mobile Communications/Command Center Preliminary Layout at the end of this Addendum. However, the County will consider all layouts presented and is not requiring the layout that is contained in Exhibit P. Page 8 of the RFQ, Section D (SPECIFIC REQUIREMENTS), Item 11.c. states In addition to the blueprints, each Vendor must include a payload calculation work sheet showing the as built front axle, rear axle and total vehicle weight of the proposed vehicle. Unless this vehicle is already built, there can be no “as-Built” weights, does the County mean projected weights? Vendors need to provide a worksheet showing the calculations for the weight of the proposed vehicle based on the parts that will be used. While this may not be the actual weight, as the vehicle will not yet be built, it should be an estimate from specific calculations based on the materials that will be used to build the vehicle. Q10) Page 9 of the RFQ, Section F (SPECIFICATION CHECKLIST), states Please see Exhibit O – Mobile Communications/Command Center Specification Checklist, attached, for a list of required features. Bidders must indicate, by line item, whether the product being quoted complies with each requirement. This document shall be completed, in full, and submitted with bidder’s proposal. If Exhibit O is not included with bidder's proposal, the proposal will be considered incomplete and the bid will be rejected. This is contradiction to the specifications stated in Section D (SPECIFIC REQUIREMENTS), Item 5 on page 7 of the RFQ. Can the County clarify this? A10) Please see the modified language for page 7, item 5 at the beginning of this Addendum. Q11) In the RFQ, Exhibit O, page 2 of 28, states, 1 - 2011 Freightliner M2 106 Conventional cab, tandem rear axle truck chassis. 56,000lb. GVWR with rear air ride suspension and air brakes. Will a 102” wide body be acceptable as opposed to a 93” (96” exterior) wide body? If not, please explain why. A11) The 102” wide body is acceptable to County. Any references to specific manufacturers or dimensions are intended to be descriptive and not restrictive unless specifically stated as such, please see RFQ, page 8, Section E (BRAND NAMES AND APPROVED County of Alameda, General Services Agency – Purchasing RFQ No. 900947, Addendum No. 4 Page 6 of 9 June 13, 2012 EQUIVALENTS), #1. Vendors may offer any equivalent product that meets or exceeds the specifications. Q12) In the RFQ, Exhibit O, page 2 of 28, states, 1 - 2011 Freightliner M2 106 Conventional cab, tandem rear axle truck chassis. 56,000lb. GVWR with rear air ride suspension and air brakes. The current model year for the Freightliner M2 106 chassis is 2013, does the Freightliner M2 106 chassis need to be the current model year? A12) Yes. Q13) In the RFQ, Exhibit O, page 7 of 28, states, Aluminum alloy double H wall beam, 6005-T5 alloy, 3" x 3" wide at the base, 1.5" wide at the top, 0.125” wall thickness - no exceptions. Studs feature machined wire passthroughs, and raised adhesive control features on base - no exceptions. Are the H wall beams required? Can we provide an alternate? A13) In the “Specification Checklist,” references to specific brand names are intended to describe components that have been determined to best meet operational, performance, or reliability standards of the County. These specifications are not meant to limit the Vendor; they are guidelines to minimum qualifications Vendors may offer an equivalent product that meets or exceeds the specifications, in this case an alternate that is of equal or greater strength. Q14) In the RFQ, Exhibit O, page 9 of 28, states, 3 - Flat floor slide-out room extension installed in conference area. Slide-out is fabricated with a structurally rigid welded aluminum tube design with a fully bonded aluminum shell. During deployment the multiplex control system automatically expands the room extension and lowers the floor to flush position. Does the vehicle require 1 large conference room with 3 slide-outs and a galley? A14) Please note the revision to this section at the beginning of this Addendum. The vehicle requires 3 slide outs. The slide outs are where the work stations will be. All slide outs do not need to be in one room. There can be two slide outs in one room one on each side and the other in another room, and a galley. Q15) Can the County identify what equipment and electronics will be required at each position, including radios, computers, monitors, phones and any other equipment/communication requirements? A15) All the equipment and electronics required are listed in Exhibit O – Specification Checklist. Q16) In the RFQ, Exhibit O, page 10 of 28, states, 1-Body base color to be nonmetallic paint (Note: Paint color code to be submitted at time of order). Can the County clarify the color requirements as colors other than white will be at an additional cost? County of Alameda, General Services Agency – Purchasing RFQ No. 900947, Addendum No. 4 Page 7 of 9 June 13, 2012 A16) The vehicle is to have red sides and white top. Q17) In the RFQ, Exhibit O, page 12 of 28, states, Seating - United Ergonomic Uni-chair NSX-11 black (or current model) with mid back, armrests, five caster spider base, and adjustable height. Does the County require a chair for each workstation? The scope of work states that there will be 6 workstations throughout the truck and there is no quantity listed for the United Ergonomic chairs. A17) Yes, one chair per work station, for a total of six chairs, should be provided. Q18) In the RFQ, Exhibit O, page 17 of 28, states, 1 - Multiplex controlled power and data electronics system must be incorporated into a common touch screen with the ability to distribute and control strategic on board systems. It must simultaneously allow distribution of the information to multiple onboard control/monitoring stations. Multiplex system must include: - Two (2), 7” LCD touch screens with custom graphics for control and monitoring, master panel in cab area and remote panel in load space area - AC power distribution control and monitoring for the generator with power management - DC power distribution control and monitoring with up to 50 channels of I/O and 3 battery banks - Manual or automatic generator control - HVAC and temperature control in each section of the truck - Lighting control in each section of the truck - Multi-plex system must be completely upgradeable. Additional components may be added into system with a simple software modification. Many manufacturers have not adopted multiplex technology, which is a requirement of the RFQ. How should these manufacturers address this issue? A18) Please note Exhibit O (REVISED 6/13/12) at the end of this Addendum. The Vendors may offer an alternate technology that would provide equivalent functionality. Q19) In the RFQ, Exhibit O, page 22 of 28, states, 1 –Pre-wire and make installation provisions for County supplied Samsung UN410C700 LCD TV. Who will be installing the items listed as “pre-wire” and will they be installed at the Vendor’s facility or by someone from the County at the Vendor’s facility or by the County after delivery? A19) The County will have an IT team install the equipment. The Mobile Communications/ Command Center must include pre-wiring for all equipment. The installation will occur at a County Fire facility. Upon award, and at preconstruction, all of these items will be reviewed thoroughly with the successful bidder. County of Alameda, General Services Agency – Purchasing RFQ No. 900947, Addendum No. 4 Page 8 of 9 June 13, 2012 Q20) The due date for this proposal is due 10 business days after the issuance of the Addendum, but because much of the response is tied to the issuance of the Addendum, there will not be enough time to complete the quotation in 10 business days. Can the County move the due date to 15 business days after the issuance of the Addendum? A20) Yes. Q21) Can the County provide concept drawings of the desired vehicle? Just as an example, one of the specifications is for 3 - Flat floor slide-out room extension installed in conference area. Without concept drawings, it is difficult for vendors to bid on the specifications and give the County what it wants. A21) The three slide outs are for the three console positions. Please see Exhibit P – Mobile Communications/Command Center Preliminary Layout at the end of this Addendum. Q22) If a bidders submits a “No Bid” response, will the that bidder still be mailed “intent to award/non-award notification(s)” as well as be able to view all submitted proposals “no later than five (5) business days before approval of the award by and contract by the General Services Agency? A22) If a vendor responds to the RFQ, even if it is with a no bid response, they will be mailed an intent to award/non-award notification and a Board Award date notification, which will provide the date when all submitted proposals may be viewed by all responding vendors. This Bid Acknowledgement must be completed, signed by a responsible officer or employee, dated and submitted with the bid response. Obligations assumed by such signature must be fulfilled. 1. Preparation of bids: (a) All prices and notations must be printed in ink or typewritten. No erasures permitted. Errors may be crossed out and corrections printed in ink or typewritten adjacent and must be initialed in ink by person signing bid. (b) Quote price as specified in RFQ. No alterations or changes or any kind shall be permitted to Exhibit B, Bid Form. Responses that do not comply shall be subject to rejection in total. 2. Failure to bid: If you are not submitting a bid but want to remain on the mailing list and receive future bids, complete, sign and return this Bid Acknowledgement and state the reason you are not bidding. 3. Taxes and freight charges: (a) Unless otherwise required and specified in the RFQ, the prices quoted herein do not include Sales, Use or other taxes. (b) No charge for delivery, drayage, express, parcel post packing, cartage, insurance, license fees, permits, costs of bonds, or for any other purpose, except taxes legally payable by County, will be paid by the County unless expressly included and itemized in the bid. (c) Amount paid for transportation of property to the County of Alameda is exempt from Federal Transportation Tax. An exemption certificate is not required where the shipping papers show the consignee as Alameda County, as such papers may be accepted by the carrier as proof of the exempt character of the shipment. (d) Articles sold to the County of Alameda are exempt from certain Federal excise taxes. The County will furnish an exemption certificate. 4. Award: (a) Unless otherwise specified by the bidder or the RFQ gives notice of an all-or-none award, the County may accept any item or group of items of any bid. (b) Bids are subject to acceptance at any time within one hundred eighty (180) days of opening, unless otherwise specified in the RFQ. (c) A valid, written purchase order mailed, or otherwise furnished, to the successful bidder within the time for acceptance specified results in a binding contract without further action by either party. The contract shall be interpreted, construed and given effect in all respects according to the laws of the State of California. 5. Patent indemnity: Vendors who do business with the County shall hold the County of Alameda, its officers, agents and employees, harmless from liability of an nature or kind, including cost and expenses, for infringement or use of any patent, copyright or other proprietary right, secret process, patented or unpatented invention, article or appliance furnished or used in connection with the contract or purchase order. 6. Samples: Samples of items, when required, shall be furnished free of expense to the County and if not destroyed by test may upon request (made when the sample is furnished), be returned at the bidder’s expense. 7. Rights and remedies of County for default: (a) In the event any item furnished by vendor in the performance of the contract or purchase order should fail to conform to the specifications therefore or to the sample submitted by vendor with its bid, the County may reject the same, and it shall thereupon become the duty of vendor to reclaim and remove the same forthwith, without expense to the County, and immediately to replace all such rejected items with others conforming to such specifications or samples; provided that should vendor fail, neglect or refuse so to do the County shall thereupon have the right purchase in the open market, in lieu thereof, a corresponding quantity of any such items and to deduct from any moneys due or that may there after come due to vendor the difference between the prices named in the contract or purchase order and the actual cost thereof to the County. In the event that vendor fails to make prompt delivery as specified for any item, the same conditions as to the rights of the County to purchase in the open market and to reimbursement set forth above shall apply, except when delivery is delayed by fire, strike, freight embargo, or Act of God or the government. (b)Cost of inspection or deliveries or offers for delivery, which do not meet specifications, will be borne by the vendor. (c) The rights and remedies of the County provided above shall not be exclusive and are in addition to any other rights and remedies provided by law or under the contract. 8. Discounts: (a) Terms of less than ten (10) days for cash discount will considered as net. (b) In connection with any discount offered, time will be computed from date of complete, satisfactory delivery of the supplies, equipment or services specified in the RFQ, or from date correct invoices are received by the County at the billing address specified, if the latter date is later than the date of delivery. Payment is deemed to be made, for the purpose of earning the discount, on the date of mailing the County warrant check. 9. California Government Code Section 4552: In submitting a bid to a public purchasing body, the bidder offers and agrees that if the bid is accepted, it will assign to the purchasing body all rights, title, and interest in and to all causes of action it may have under Section 4 of the Clayton Act (15 U.S.C. Sec. 15) or under the Cartwright Act (Chapter 2, commencing with Section 16700, of Part 2 of Division 7 of the Business and Professions Code), arising from purchases of goods, materials, or services by the bidder for sale to the purchasing body pursuant to the bid.
