1. Welcome and Introductions
Attendees introduced themselves.
2. Review Meeting Guidelines
Jo reviewed the guidelines for friendly and productive meetings.
3. Review and Approve Minutes
Attendees reviewed the minutes from Dec. No changes were proposed. Approval of minutes
passed unanimously.
4. NE District Planner
Nan Stark reported on the Comp Plan Testimony –policy, map changes-observed how people get up to a certain level of
knowledge for meaningful involvement
 Schedule updated Jan 20th of work sessions and hearings (some delays from previous)-the
schedule was distributed to all present.
 Continue to work on periodic clean-up of zoning/Terry used example of zoning types being
missed such as the commercial storefront on Halsey (have a good fit for that type of
business)
5. Residential Infill Project Neighborhood Discussion
 David Sweet announced Residential Infill Project Stakeholder Advisory Committee all day
planning meeting Thursday, January 21 8:30am-4:30pm
 Work focus is form and scale of standard, narrow, and attached houses, and use of skinny
lots in single dwelling zones. Public is welcome.
 Distribution of draft principles for residential development
 Sharron commented on a member perspective of what the task of RIP SAC is-as to
accommodate x amount of residents-David’s response was that it is related but the task is
to propose modification to the zoning code for single family and how to do that such as
density bonuses, stacked flats, boarding houses…while in keeping with neighborhood
character. Court apts. form is an example that he sees as desirable. Sharron/Terry also
commented on the large income gap growing with lack of affordable housing options. David
remarked about economic diversity and seeing the effects of displacement.
 Bob expressed that character is not defined here when referring to style-scale-character.
How skinny houses do not fit in, example of the loss of sunlight- garage/carport
arrangements. David reflected on attached walls being a better fit-duplexes.
 Ted commented on expectations rising (people wanting larger homes, more space) unlike
what he witnessed growing up in his family smaller being adequate.
 Amanda commented on the possibilities and potential of new housing types or bringing
some good older models back-changes to rules for better proportions and incentivize
building on smaller scale.
 Kimberly mentioned rents rising in Madison South where it used to be affordable but no
longer.
 Sandra asked about process and David reported there is variation but mostly common
ground on the RIP SAC as an advisory group and to encourage CNN neighborhood leaders
to talk to David. There is not much emphasis on a representation voice. Sandra mentioned
the survey. David has presented at Beaumont and Hollywood and talked to other leaders
individually.
 Jim mentioned not to refer to single family zones since we are speaking about various
densities not single family such as ADUs.
 One solution is to repeal inclusionary zoning since there is no market for 50—60% median
income housing. Have to work with realities of the cost of land.
 Amanda pointed out how some variation in a block can also be beneficial such as when all
homes are larger. Blocks can vary in a neighborhood and thus the character varies in a
neighborhood.
 ADUs will be more prominent in residential areas.
6. Neighborhood Roundtable Discussion
 Roseway: intersection issues (Sandy/72nd) with cut-through traffic from 67-71th-light timing
issue on Sandy
 Rose City Park: 60th up-zoning (S. of Halsey near MAX) Feb 18th neighborhood meeting on
transportation improvements to the area-Comp Plan
 Madison South.: Sidewalks on NE Siskiyou-Dharma Rain improvements
 Beaumont-Wilshire: Bus services decreasing-not in sync with community ridership
