GENERAL MEMBERSHIP MEETING MINUTES
TUESDAY, Sept 5, 2006

Call to Order
Meeting called to order at 7:05 p.m.

Minutes of previous June meeting were approved.

OWA NP Contact Team Report (Laura Morrison)
Previous council discussed:
-Vertical Mixed Use (VMU) zoning. Three allowances include Dimensional (0
front setback, any # of apartments, no floor/area ratios), parking, and zoning use
relaxation (although must build 1st floor to accommodate retail). There is an
affordable housing requirement if the developer takes advantage of the relaxations,
and the income level for that is something the neighborhoods set. It is at most
80%, and can be set as low as 60%.
-Core Transit Corridors. Neighborhood opts out Lamar, W 5th, and W 6th (to
Pressler), and opts in on a property by property basis in other areas.
- 3rd Street. A motion was made and passed unanimously, that OWANA desires
retaining two way traffic flow on West Third Street between North Lamar Blvd
and Baylor Street, with pedestrian, handicap & bicycle accommodations along
West Third Street and pedestrian, handicap & bicycle accommodations crossing
the railroad tracks in this immediate vicinity.

Austin Neighborhoods Council Report (Laura Morrison)
ANC discussed how the neighborhood could work with AISD to keep the
neighborhood schools open, the police chief selection process, the city budget
audit process, the comprehensive planning process and how to improve the
planning process.

Discussed:
Castle building

611 W. Lynn
1721 Palma Plaza
1607 & 1609 W 8th St.
Membership and Fundraising Committee (Chris Schorre)
We are soon to have the ability to charge credit cards for the membership dues,
greatly lessening the difficulty of this process.
Kudos to Richard Queen for his tireless efforts on the production of the Owl
newsletter!
A volunteer for the production of the Calendar is needed or the project is in
jeopardy of failing. Artwork and business donations are already covered. Only
production work is required.
Historic Preservation Committee (Jean Stevens)
Motion to spend OWANA funds up to $200 for signs recognizing local
remodeling efforts retaining the historic nature of the properties, passed
unanimously.
Public Safety & Transportation (Richard McCown)
MONAC meeting discussed concerning toll roads & sample sound walls.
TXDOT meeting to discuss Mopac improvements (lane additions) and Mopac
commuter rail proposals..

Administrative and Organizational Issues
Treasurer’s Report (Jean Stevens)
General Funds account - $7,658.15
Fundraising account $30,871.44 (of which $25,162.60 is designated for zoning
uses and $5,195.79 is designated for Branding).

Other Business and Announcements
No updated on the Web site.
New suggestions for steering committee members are being requested.
Tree trimming is rumored to be starting in the neighborhood. Contact the city for
details on your street.
