Dear Non-Public Elementary & Secondary School Administrators,
We are asking all non-public elementary and secondary school administrators to communicate
the following information to members of their school communities.
The Kentucky Board of Education (KBE) recently approved Kentucky High School Athletic
Association (KHSAA) Proposal 2 that calls for either feeder systems for large non-public
schools or a 30-mile geographic boundary for small non-public schools to determine high
school athletic eligibility. Students coming from outside the feeder system or geographic
boundary would be ineligible to play any sport at any level for one year. The KBE did amend
Proposal 2 to allow students to join teams and practice during the first year; however, students
from outside feeder systems and the 30-mile boundary would still be ineligible to play for one
year.
If fully enacted, Proposal 2 would impact the high school athletic eligibility of students
entering Grade 6 in the upcoming 2007-08 school year. As you may already know, the
uncertainty of this proposal is already prompting some parents to make changes in their
children’s middle school attendance in preparation for their high school enrollment. Middle
schools (Grades 6-8) may see enrollment shifts that could impact the viability of educational
programs.
The full text of Proposal 2 is included for your information in this mailing. Please review this
information to see how students within your particular non-public school could be impacted by
this proposal.
The Kentucky Non-Public Schools Commission (KyNPSC) is opposed to Proposal 2 because
it unnecessarily harms and limits thousands of students throughout Kentucky. Parents have the
right to choose the middle schools they want for their children without unnecessarily limiting
their children’s eligibility for participation in high school athletics.
On May 31, 2007 a public hearing will be held in Frankfort to get public input on Proposal 2.
We are asking members of our non-public schools, parents, and community members to
communicate their opposition to Proposal 2 at the May 31 public hearing. Input may be
communicated in two ways—by speaking publicly at the hearing or by sending in written
comments. Specific contact information is included in this mailing.
Proposal 2 will go back to the Kentucky Board of Education at their June 13-14, 2007
meeting. At that time, the KBE has the opportunity to reconsider its decision on Proposal 2.
In addition, we are asking non-public school community members to communicate their
opposition to Proposal 2 to members of the Kentucky Board of Education by writing or emailing them before June 13-14, 2007. Contact information for KBE Board members is also
included.
