Each NOM was permitted to have one councilor and one other member seated in the chief delegates’ area. One or both must speak one of the JCI official languages, English, French, Spanish or Japanese. According to Bylaw 8-6, all candidates must attain the majority of votes. According to Bylaw 8-8, each NOM must vote for 17 Vice Presidents, 4 Executive Presidents, otherwise the votes would be invalid and not counted. Due to the fact that there were only one candidate for the office of President and 4 candidates for Executive Vice Presidents, Chairman Cullinane asked for waiver to elect the above by acclamation. India moved, Nigeria seconded, that Bylaw 6-10 be waived with respect to selection of President, Executive Vice President and World Congress site by acclamation. MOTION CARRIED Chairman Cullinane advised that since the bylaw had been waived, the above vacancies would be elected by acclamation after the balloting. He then asked the scrutineers to distribute the ballots and the voting took place. Chairman Cullinane reminded NOMs that they should vote for 17 Vice Presidents, no more & no less. Bangladesh moved, Malta seconded, that the balloting be closed for Vice Presidents. MOTION CARRIED 32) Announcements, presentations, and reports (cont) a) Auditing committee The Chairman of Audit committee Kazuyasu Ueshima explained the main purpose is to establish the greater corporate governance and make the financial statement more transparent. 26) Report of Finance Committee and consideration of proposed Junior Chamber International Budget 2004 The Chairman of Auditing committee John MacLeod presented 2002 audited account financial statement and made comments on the review of the 2004 Budget. a) Issues of 2002 Financial statement: Procedures for approval of statements and presentational methods, these issues would be addressed for the 2003 financial account. - - The aim is to prepare statement in shorter form but contently information in a more readable and user friendly format The committee would continue work with the Chief Financial Officer and Auditors of JCI. The area which committee has discussed in detail is the presentation within the account of income and cost associated with the move of Headquarters. The committee recommended that the items should be separated from the main ongoing financial figures and shown as extraordinary. The auditors disagreed with the committee’s views, the committee did not agree with the auditors but appreciated that they have issues arising from the consequential auditing of the 2001 accounts, which were audited by aided from firm. This would have taken time to do and would have associated costs. Latvia moved, United States seconded that the proposed capital procreation be approved. MOTION CARRIED Paraguay moved, Sri Lanka seconded that the acceptance of audited 2002 financial report be approved. MOTION CARRIED Pakistan moved, Monaco seconded that the 2003 financial report be approved. MOTION CARRIED 32) Announcements, presentations, and reports (cont) JC Romania – Daunbe Conference JC Romania made special presentation, which was about Daunbe Conference organized in July 2003. b) Grand Slam Award Presentation: Kenny Kurashige (Japan) Fernando Sánchez Arias (Venezuela) c) JCI partner Action Award: 150 Local leaders of JCI have received the certificates. d) Training Institute Presentations: TIC Commission Chairman Marianne Nordli presented the Excel and prime certificates and reported that the activities of TI have been growth. - 5 International Training Fellows - 7 International Graduates - 4 New International Graduates - French and English Excel and Prime Graduates RECESS: Netherlands moved, BJC seconded, that the General Assembly be recessed for 5 minutes. MOTION CARRIED BY ACCLAMATION b) Election iii) President: Venezuela moved, Mexico seconded, that Fernando Sánchez Arias (Venezuela) be elected 2004 President by acclamation. MOTION CARRIED BY ACCLAMATION Senegal moved, Inacorna seconded, that the ballot paper be destroyed within 24 hours. MOTION CARRIED President Bruce thanked the Election Committee and the Scrutineers for their hard work. He congratulated the newly elected President Fernando and presented him with an officer pin. The swearing ceremony would take place at the Awards Ceremony. 30) REMARKS BY 2004 WORLD PRESIDENT ELECT Fernando Sánchez Arias, the 59th President of JCI, thanked his friends and he proposed to listen to all the members of JCI, ask for their help and work together with JCI partners. Based on the commitment of President Bruce, Fernando proposed to work with a successful association called ASTD to bring better services to members of JCI.
