WORK EXPERIENCE
Doreen Wilson Consulting Inc. – 1998-present
A consultancy that specialises in public sector governance for developing and developed
countries. I have focused on public sector reform which includes governance, strategic
planning, anti-corruption and performance/RBM management. I have over 20 years
experience as a management consultant, working primarily with senior managers in a range
of governments as they work to effect change in their organizations across the entire
machinery of government.
I have worked within three national governments (Canada, New Zealand and the United
Kingdom) in their national reform programs and, since 2005, have consulted for a number of
developing and post-conflict governments, including Iraq, Kazakhstan, Tajikistan and Libya.
Most recently I have been engaged as the Public Administration Reform Advisor (P5 level) in a
Post-Conflict country, for UNDP- Libya (seconded half-time to the political mission, UNSMIL).
I was resident in Tripoli for eight months, developing an appropriate post-conflict PAR
strategy for the fragile and transitional government. I also served as the Senior Governance
Advisor for UNDP-Tajikistan (part-time), for one year, with responsibility for the Governance
Strategy (both programme and across Portfolio). As part of that assignment I managed the
team developing the National Development Strategy, and the Poverty Reduction Strategy.
This included coordination with two Ministries (the Ministry for Economic Development and
Trade and the State Committee for Investment and State Property Management) and the
PMO. In prior years I completed a two year longitudinal project training senior Iraqi officials
in management development, a programme I developed and led through graduation, and
have initiated the same training course with Tajik and Libyan Government Managers. Two
modules of the curriculum are business planning and performance management. I have
advised the Government of Kazakhstan on improvements to their government-wide
Performance Assessment Framework. I have also worked in the governance implications, and
training, of community Housing Association Boards in Nunavut.
Significant clients include UNDP, CIDA, National Defence, Foreign Affairs, NCC, Public Works
and Government Services Canada and the New Zealand government. Recent projects, along
with relevant senior clients, are listed at the end of this cv.
Senior Policy Analyst, State Services Commission (SSC), Wellington
1 April 1996 to 1 April 1998 (two year contract)
I was a senior policy analyst with the State Sector Development Branch (SSDB) within the SSC.
The Branch is concerned with the long-term development of the machinery of the State
sector. Projects I had responsibility for included the completion of The Spirit of Reform, a
landmark evaluation of the New Zealand government reforms by Professor Allen Schick
published in 1996. I was then responsible for a programme of “second generation reform”
based on the report’s findings and included an extensive speaking tour of New Zealand.. I was
also the SSC strategic planner.
Principal Consultant, Consulting and Audit Canada (CAC), Ottawa, Ont. 1992-1995
Principal consultant in the Financial and Innovative Services Delivery team of CAC, a full cost
recovery management consulting organisation within government. Our team provided advice
on a range of innovative public sector reform models possible in government, including SOAs
and Separate Employer status. I also advised on the use of full cost recovery, business
planning and business case development. As a principal consultant I marketed projects,
managed teams of consultants, met revenue targets and ensured delivery of results.
Corporate & Business Planner (Grade 7), Forensic Science Service, Home Office, London, UK
1991-1992
I worked directly with the newly appointed Chief Executive of the Forensic Science Service
(FSS), as her corporate planner. The FSS was being established as a Next Steps agency and,
more importantly, was moving to full cost recovery. The labs, as of 1991, were to provide
services to the 41 police forces of England and Wales on a customer basis. I developed the
strategic and business plans and performance targets.
Forensic Serologist, Royal Canadian Mounted Police, Regina, Sask. 1980-1989
I was a forensic scientist in a regional crime lab of the RCMP. My area of specialisation was
serology, which involves the analysis of body fluids for identification. My responsibilities
included crime scene investigation, scientific analysis, and testifying at all levels of court,
particularly for violent crimes.
