LAFAYETTE PARISH SCHOOL BOARD REGULAR BOARD MEETING Wednesday, October 3, 2012 - 5:30 P. M., Board Room Shelton J. Cobb, President, Presiding The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, October 3, 2012 at 5:30 P.M. pursuant to notice given in writing to every member. MEMBERS PRESENT: Shelton J. Cobb, President; Hunter Beasley, Vice-President; Tommy Angelle, Gregory Awbrey, Mark Babineaux, Kermit Bouillion, Tehmi Chassion(entered late), Mark Cockerham, and Rae Trahan, Board Members; Dr. Pat Cooper, SecretaryTreasurer/Superintendent MEMBERS ABSENT: I. None MEETING OPENINGS The meeting was called to order by Cobb and opened with a prayer by Cockerham. Bouillion led the group in the Pledge of Allegiance. OPENING COMMENTS –SUPERINTENDENT None ADDITIONS TO THE AGENDA None APPROVAL OF AGENDA Motion (Bouillion, Cockerham) that the Board approve the agenda as presented. Motion carried. II. RECOGNITIONS/PRESENTATIONS The Board recognized Angie Arnould, County Agent/Parish Chair for Lafayette Parish 4H Youth Development. Mrs. Arnold presented a power point presentation to the Board regarding their outcomes of last year. Over 1700 students participate in the 4H program. They link research based information from the LSU system to the community to help improve the lives of the citizens in the areas of Agriculture and Horticulture; Family Consumer Sciences; and 4-H Youth Development. III. A. CORRECTIONS AND/OR APPROVAL OF BOARD/COMMITTEE MINUTES CORRECTIONS ON THE MINUTES OF: 1. Update: Special Election to Renew Millage Rate of 16.7 Mills Operational Tax Billy Guidry, Executive Director and Chief Financial Officer, informed the Board that this millage renewal will be included on the election ballot scheduled to occur on November 6, 2012. 3. Update on the NP Moss Annex Construction/Renovation Babineaux expressed his concern about discipline issues, because the site isn't ready and also whether steps were being taken to preserve the historic building. Kyle Bordelon, Director, Planning and Facilities, said that Ms. Usner with Lafayette Consolidated Government had reviewed the plans prior to the building permit being issued. He said that the work does not violate a preservation ordinance, and contractors are on track for classrooms to be available on November 1st. 4. Update on JPAMS Implementation LaShona Dickerson, Director of Instructional Technology, reported that EdGear/JPAMS and the school system have made a collaborative effort to visit all schools in the district, and have concluded that the school office computers will need additional memory to support the new software. Babineaux said he is concerned with the amount of emails, tardies, and discipline issues that were passed up because of not enough knowledge, concerned with accuracies that are reported to the state, and with parents ability to utilize the “Parent Portal”. Kevin with EdGear said that all problems are being addressed. 19 5. Update on Teacher Evaluation Process Babineaux said he was concerned with the time that is taken from school to do the teacher evaluation process. He said it diminishes our effectiveness as a school system, and that if it is not required by law to do these unfunded mandates, we shouldn't do them. Awbrey entered the meeting. B. Motion carried. Bouillion voted NO. VII. A. REPORTS Public Comments A comment was made that the Board take special consideration on preserving the historical background of Green T. Lindon Elementary school. B. Board President/Members Comments Chassion commented that he had received calls from parents that their students were being written up for talking in the cafeteria. Bouillion commented that the millage renewal will generate 47 million dollars. 23 Trahan thanked her fellow Board members for supporting the Youngsville area schools. Beasley thanked staff for information on pupil-teacher ratio and asked for explanation on how the data was calculated, and asked that it be placed as an agenda item. Mr. Beasley asked staff to provide the allocation of School Resource Officers (SRO’s). Babineaux commented that Carencro High will need another SRO and agrees with the move to resolve overcrowding in the Youngsville schools. Mr. Babineaux asked that an effort be made in finding out how much money the school district will not be getting from the state. Cockerham congratulated the staff and the Superintendent for bringing issues to the Board. Mr. Cockerham asked the Board to come out as a unified Board. Cobb congratulated the employees appointed. C.
