TRANSPORTATION PLANNING PROGRESS REPORT AUGUST 2015 Short Range Planning (601) Staff disseminated bike maps to interested citizens. Staff attended the Connecting City Trails Meeting. The group worked with Kolar Design to layout and design the one page flyer. Staff continued to add bike rack location and pictures to the ARC GIS mobile bike rack app. Staff attended the Tri-State Trails Executive Meeting. Items discussed were updates on various trails throughout the region and various funding sources available for trail projects. Transportation Improvement Program (602) During August, staff continued to monitor and update highway and transit information contained in the OKI FY 2016 – 2019 TIP. On August 11, OKI hosted a meeting of the Prioritization Subcommittee to review STP and CMAQ applications received. Fifteen STP applications were received for a special STP solicitation requesting approximately $22 million. There is approximately $7.5 million available. In addition there were 7 CMAQ applications received. The CMAQ applications are for funds in fiscal year 2021. On August 19, OKI hosted a meeting between ORDC, ODOT and Cincinnati Barge and Rail. Cincinnati Barge and Rail has a CMAQ project that is scheduled to be awarded in the current fiscal year and staff wanted to make sure the project will be ready for advertising, sale and award. Staff prepared Resolution 2A and 2B of the FY 20162019 TIP which will be presented in September. The amendments contain highway and transit projects. Amendment B contains highway and transit projects that are exempt from air quality analysis; Amendment A contains three highway projects that require air quality analysis and an FHWA review. Staff attended the Indiana MPO Council meeting in Indianapolis on August 27. Surveillance (605.1) Staff continued acquiring and processing residential building permits issued from January 1, 2010 to December 31, 2014 for all jurisdictions in the OKI region. Once processed, the new residences will be geocoded in ArcMap, aggregated by traffic analysis zone (TAZ), and then added to existing 2010 TAZ household counts to establish household estimates for the 2015 base year socioeconomic database. Staff attended the annual Kentucky state data center conference held at the University of Louisville on August 7, 2015. Staff updated the street centerline file including speed limit attributes. Staff updated the TIP layer. Staff continued the process of collecting crowd sourced bicycle rack data for the OKI region by utilizing ArcGIS online and collector for ArcGIS. Staff updated the schools layer. 1 Staff made modifications to the Project Application Assistant. Staff transitioned the Environmental Resources Viewer from a Flex based application to JavaScript and began updating the associated databases for the next round of environmental consultations. Long Range Planning: System Management (610.1) Regional Transportation Plan: Staff continues to work on the 2040 Regional Transportation Plan, 2016 Update. The Plan’s website is nearing completion with a September target date to coincide with staff’s kick-off presentation to ICC and the Board. Demographics, Safety, Security and Land Use and the Environment content has been drafted and provided for review. Development of revenue forecasts continues. Refinements to the draft regional performance scorecard continued. Staff continues to monitor state and federal activity on the remaining performance measures to address the MAP-21 goal areas of safety, infrastructure condition, system performance, and environmental sustainability. Updates to the Plan and TIP scoring process to enhance the inclusion of performance measures have been drafted. These was presented to the Prioritization Subcommittee on July 7 and scheduled for concurrence at the August 11 meeting. Coordination and Staff Development: Staff continued to work with ODOT, KYTC, INDOT, transit agencies and local communities to support the project development process. Staff participated in the following training and coordination meetings in August: Eastern Corridor project public meeting (8/6/15), Bike/Ped Pilot Count Program conference call with FHWA (8/7/15), Butler County TID (8/10/15), OKI Prioritization Subcommittee (8/11/15), conference call with ODOT regarding asset management plans (8/11/15), webinar on Climate Change Scenario Planning (8/12/15). Congestion Management Process: Staff continued work on the OKI 2015 Congestion Management Process Findings and Analysis Report. The report will identify locations of high congestion, discuss congestion performance measures and identify possible congestion mitigation strategies. A draft report is scheduled to be available in September. Intelligent Transportation Systems (ITS): No activity this month. Project development activities for future corridor or special studies: Staff continues to coordinate with TANK, SORTA, CTC, the City of Cincinnati and the Cincinnati Chamber of Commerce to investigate the potential of bus rapid transit corridors (no meetings this period), the Eastern Corridor program of projects. Safety Planning: Processing of base data (crash rates) was substantially completed for use in the 2040 Plan and performance measure applications. Incorporation of this information into the performance measure dashboard continues. Project Level Traffic Forecasting: Staff is working on forecast requests from the consultants for the Eastern Corridor as well as the City of Cincinnati for the Western Hills Viaduct. Regional Freight Planning – See also activities reported below in 610.2 Prioritization Process Update – Staff presented a revised version of the update to the scoring criterion for the Plan and TIP prioritization process to the Prioritization Subcommittee on 8/11/15. The subcommittee approved the process with some adjustment. The process will be presented for action at the September ICC and Executive Committee meetings. Staff helped with planning for a Taking Root Council meeting to involve green industry businesses (nurseries, landscapers, and tree care businesses), provided review and comment on a grant application 2 and two organizational documents, and prepared notes on the August 24 Steering Committee meeting. (Taking Root is a campaign to address the need to retain forested area, which is a major issue identified in environmental consultations on the transportation plan.) For upcoming environmental consultations on the update of the long range transportation plan, staff drafted an online survey for participants, began researching contact information, had multiple in-house meetings to discuss the consultations process and GIS mapping process, and made revisions to the Online Environmental Viewer to enable it to display map data that will be used in the consultations. Staff made progress in updating information on Regionally Significant Streams, Historic Places and State-Conserved Area, for which it obtained shapefiles from ODNR for use in the consultations and also other OKI GIS maps. For the update of OKI’s GIS layer of Parks and Preserves/Protected Lands, data additions and revisions were completed for three Kentucky files and progressed for Butler County, and the GIS file to which revisions are to be added has been made operational. Long Range Planning: Freight Conference (610.2) Final arrangements with the host hotel, speakers and tours are underway . Long Range Planning: Land Use (610.4): Staff continued to refine an outline for land use and environmental agencies engagement during the FY16 environmental consultations process and began updating agency contact information. Agencies responsible for historic preservation are being included to the FY16 consultations. Agency engagement will begin during the fall of 2015 with transportation plan comparison discussion occurring in the winter/early spring of 2016. In August new reports from US EPA and FHWA were reviewed for statistical updates to Issue areas of the transportation section of www.howdowegrow.org. Staff continued preparing presentation materials for the upcoming Ohio Government Finance Association annual conference session in September featuring the OKI FIAM. Staff updated descriptive text associated with the Environmental Viewer being incorporated into the Greenspace web page. Staff also prepared information for new web pages to include OKI Regional Conservation Council information and archives which will enhance the Greenspace Office webpage and be linked. Fiscal Impact Analysis Model (610.5): Staff provided web-based FIAM access information and instructions to PDS staff. Reviewed methodology to inform incoming Senior Planner on appropriate method(s) for integrating school district data into FIAM – a priority area for expansion in FY16. Fiscal Impact Analysis Model – Web-Based Maintenance and Startup (611.5): Staff selected a preferred consultant from the RFQ submittals received and initiated contract negotiations. Staff monitored daily back-up activities which occurred as programmed. Transportation Services: Participation Plan (625.2): Staff recommended additional specific Participation Plan activities for inclusion in the final year-end report for the OKI Unified Planning Work Program. 3 Staff requested quotes from the Cincinnati Enquirer, The Cincinnati Herald and La Jornada Latina, the Spanish journal, to publish a Legal Notice announcing OKI’s DBE goal for FY 2016-2018. A response was received from La Jornada Latina and the Legal Notice was published in both English and Spanish. A copy of the updated OKI DBE Program has been posted on OKI’s website and also provided to FHWA personnel at INDOT. The African American, Hispanic, Indian and Chinese Chambers along with the OKI Enviromental Justice Advisory Committee and other organizations serving EJ population groups will also receive a copy of the updated program. Staff provided a copy of the updated OKI DBE Program to an interested constituent requesting information about the program and added the firm of another constituent to OKI’s DBE Certified Vendor Bid List. Staff participated in the OKI Prioritization Subcommittee meeting at which future scores for STP and CMAQ Projects were reviewed with recommended changes and a list of current STP and CMAQ Projects was recommended for funding. Staff attended the Corryville and Over-the-Rhine Community Council Meetings. Staff attended the Cincinnati Masonic Center Breakfast Lecture Series. Guest speaker John Schneider discussed “Why is Cincinnati investing as much as $150 million to build a modern Streetcar?” The focus of his comments highlighted the importance of the need to repopulate the city’s urban core. Special Studies: Regional Clean Air Program (665.4): The smog alert hotline and email account was maintained by retrieving messages and responding to those inquiring about the clean air program. Ads continued to run on all Cumulus stations along with digital ads on Cincinnati.com. Staff reviewed invoices and contributed services. Air Quality information was disseminated at Red, White and Blue Ash. Staff worked with MVRPC on updating the clean air television spots to HD ads for next year’s campaign. Commuter Assistance Services: Rideshare (667.1): Staff continued to process and update applications. 171 matches were attempted in the month of August: ● ● ● ● 101 Carpool matches 33 Vanpool matches 13 Transit matches 24 Park and Ride matches 2,707 commuters registered with RideShare. Vanpooling Staff provided van quotes for commuters interested in the vanpooling program. There are 20 vanpools in operation throughout the region. Marketing Staff is working with Pro Chef in Kentucky to help their 2 nd shift workers with their commute to work. 4 JARC/New Freedom Coordinated Transportation Plan (674.1/674.2) During August, staff continued to monitor the JARC and New Freedom projects in the Cincinnati urbanized area. On August 24, OKI hosted a Section 5310 Workshop for private, non-profit agencies interested in applying for these federal funds for vehicles or preventive maintenance. Nineteen persons attended the workshop. Completed applications are due to OKI by September 30, 2015. Staff worked with SORTA to ensure that Section 5310 sub-recipient agreements for the previous awards were completed and forwarded to SORTA. This is a requirement before the vehicle procurement grant can be submitted to TEAM and the vehicles ordered through the program. Section 5310 Program (674.3) Staff continued to manage the Section 5310 Program for the Cincinnati urbanized area. Invoices from SORTA relating to the vehicle procurement were processed during August. $2,728 in Section 5310 administrative funds were processed from Grant OH-16-X012 and forwarded to SORTA. New Freedom Pass Through (674.4) Staff continued to manage the New Freedom sub-recipients and OKI Administrative Grants. New Freedom pass through funds are provided to Towne Taxi for a taxi voucher program and to Senior Services of Northern Kentucky for medical transportation. During August, $3,632 in JARC funds were processed from Grant OH-37-X067 for OKI administration; $4,544 in New Freedom funds were processed from Grants OH57-X049 and OH-57-X064 for OKI administration; $11,185 in New Freedom funds were processed from Grant OH-57-X060 for Senior Services of Northern Kentucky; and, $1,516 in New Freedom funds were process from Grant OH-56-X061 for the Towne Taxi voucher program. The funds for the Senior Services of Northern Kentucky New Freedom program were depleted and the grant will be closed during the next reporting period. Ohio Exclusive: Regional Transportation Planning Organization Pilot Program (684.4) Ohio Valley Regional Development Commission (OVRDC) is developing a regional transportation plan. OKI is providing assistance to OVRDC through a contract with the Ohio Department of Transportation. No activity this month. Ohio Exclusive: Eastern Corridor Study (684.9) No activity this period. Indiana Exclusive: Dearborn County Transportation Planning (685.1-CPG): 3C Planning Process - Active management of the OKI TIP continued. Staff continues to coordinate with Dearborn County and INDOT personnel to advance the programming of Dearborn STP and CMAQ projects. Regional Transportation Plan: Staff continues to work on the 2040 Regional Transportation Plan, 2016 Update. The Plan’s website is nearing completion with a September target date to coincide with staff’s kick-off presentation to ICC and the Board. Demographics, Safety, Security and Land Use and the Environment content has been drafted and provided for review. Development of revenue forecasts continues. Over the coming months, safety, congestion and other data will be used to further refine the project database in preparation for member and public review and input in early 2016. On August 6, staff hosted the quarterly review meetings in Aurora for projects funded with OKI suballocated federal funds. Projects include a sidewalk project in the City of Aurora (Des #1382774), an intersection project at US 50 and State Line Road in Greendale (Des #1297183) and a roadway realignment project on State Line Road in Dearborn County (Des #1400675). 5 Staff prepared Administrative Modification #1 of the OKI FY 2016-2019 TIP which will be presented to the ICC at the September 8 meeting. Included in the modification is a project in Dearborn County, Des #1297183, an intersection improvement project at State Line Road and US 50. The modification moves the right-of-way and utility phases to fiscal year 2016 and the construction phase to fiscal year 2017. Staff attended the Indiana MPO Council meeting in Indianapolis on August 27, 2015. Monthly progress reports were prepared for work elements in the Unified Planning Work Program (on-going). Work on the year end progress report and list of obligated projects lists commenced. Air Quality: At the request of the Indiana Department of Environmental Management, staff completed development of mobile source emission inventories for 2011, 2014, 2020 and 2030. These inventories will support an upcoming ozone attainment redesignation request and revision to the ozone State Implementation Plan. On August 10th, staff participated in an interagency conference call regarding this project. Project Development and Special Studies –Contract negotiations are underway with a preferred provider to assist the OKI staff in the conduct of the Bright/74 Corridor Study. Formulation of project committee membership and structure is underway. See 685.2 report. Functional Class, HPMS and CMP Performance measures – Refinements to the draft regional performance scorecard continued. Staff continues to monitor state and federal activity on the remaining performance measures to address the MAP-21 goal areas of safety, infrastructure condition, system performance, and environmental sustainability. Travel Model, Data, GIS & Homeland Security – Staff has completed the model validation phase of the OKI Travel Demand Model Version 8.0. Refinements to emission modeling and the model’s IMPACT program, which performs post-model summary reports is complete. Work on truck model refinements continues. Traffic counts are being collected across the region by OKI staff and consultants under contract with OKI. Participation Plan – Staff remains active in disseminating information about regional transportation projects and DBE opportunities. The update to DBE program was completed and provided to funding partners on July 31. Indiana Exclusive: Dearborn County (685.2-STP) Staff has held individual meetings with potential Bright 74 Scoping Study Advisory Committee members to discuss the study and secure their participation. Work continued on refinement to the Scope of Work and Cost Proposal. 6 Kentucky Exclusive: Transportation Planning Activities (686.3) The second 30-day public comment period ended on August 6, 2015. Public Comment Summary Reports for Phase One and Phase Two were completed posted on www.oki.org/536. Staff worked with consultant team to convey information from PDT members and the public to refine the eight alternatives down to two options for further consideration (one on-alignment alternative and one off-alignment alternative). The final public open house has been scheduled for October 5 from 4-7pm at the Independence Senior and Community Center. Unified Planning Work Program (695) The FY16 UPWP is in effect. The FY 2015 Performance and Expenditure Report (year end progress report) has been completed. A draft copy was forwarded to KYTC. Work has been completed on the review and update of the metropolitan planning agreements between OKI and partners. Monthly progress reports were prepared for work elements in the Unified Planning Work Program (ongoing). Transportation Program Reporting (697.1) No activity this period. Mobile Source Emissions Planning (720.1) At the request of the Ohio EPA and the Kentucky Division for Air Quality, staff completed development of mobile source emission inventories for 2011, 2014, 2020 and 2030. These inventories will support an upcoming ozone attainment re-designation request and revision to the ozone State Implementation Plans. At the August 11 ICC Prioritization subcommittee, staff presented the preliminary scoring of seven project applications for FY2021 Ohio CMAQ funding. The subcommittee recommended approval, and results will be presented at the September ICC meeting. Staff participated in a webinar of the Southern Transportation Air Quality Summit on August 12 th. Staff prepared a short air quality conformity report for TIP Amendment #2B. The TIP amendment, scheduled for adoption in September, involves major cost changes and additional phases for three nonexempt projects. The conformity determination is relying on a previous regional emissions analysis. 7
