SUMMARY: This employee shall administer the business, professional and governmental
affairs of the Butler County Conservation District at the direction of the Conservation District
Board of Directors and the Butler County Board of Commissioners.
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may
be assigned.
Carry out the goals and objectives of the Conservation District Board of Directors according to
formal policies and resolutions adopted by same.
Administer Chapter 102 Erosion and Sedimentation Control (E&SPC) Regulations/Clean
Streams Law, according to Delegation Agreement with the DEP.
Supervise Technician, Program Coordinator, and Watershed Specialist/Nutrient Management
Technician.
Represent Butler County Conservation District (BCCD) at all scheduled meetings.
Receive all complaints relative to E&SPC situations. Field checks all complaints within 15 days.
Evaluate complaints to determine if they are valid under State regulations. Report of each
complaint shall be recorded on file. The Board will be kept abreast of these complaints at
monthly meetings.
Administer national Pollutant Discharge Elimination System (NPDES) Program according to
delegation agreement with DEP.
Supervise Technicians and Program Coordinator relative to the NPDES program.
Supervise processing of all individual and general permits.
Administer Chapter 105 General Permits Program according to Delegation Agreement with the
DEP.
Receive all complaints relative to Dams, Waterways and Wetlands situations. Field checks or
assigns all valid complaints within 15 days. Report of each complaint shall be recorded on file.
The Board will be kept abreast of these complaints at monthly meetings.
Policy, objectives and budget formulation: Organize and develop budgets, objectives and follow
policy.

Prepare annual budget for submission to Board of Directors of the Butler County
Conservation District.
o
Represent the Butler County Conservation District with County Commissioners to
present and explain the budget.
o
Be responsible for implementation of the budget.
o
Conduct an environmental education program.
o
Serve as an agent for the BCCD in all educational activities.
o
Write “Conservator” newsletter throughout the year.
o
Provide press releases and articles for the local newspaper.
o
Assist with coordinating Annual Environthon.
Cultivate and maintain positive public relations.
o
Responsible for keeping the general public informed of matters relative to the wise use of
natural resources.
o
Prepare news articles and submit them to news media.
o
Prepare material for use on radio stations, which covers Butler County.
o
Make personal appearances to present talks to various groups concerning natural resource
matters.
o
Prepare exhibits for Butler Farm Show each year.
o
Write Annual Report.
o
Render appropriate conservation assistance to local governments and county landowners.
Responsible to encourage the wise use of the County’s soil and related natural resources.
o
Advise the general public of assistance available from existing federal, state and local
agencies.
o
Supervise BCCD employees involved with providing assistance to the general public.
o
Assist Township Supervisors and Borough Officials with erosion and sedimentation
pollution control problems.
Responsible for conservation work within a county for private citizens, state and federal agencies
as a legal subdivision of state government under state law.

Act as a referral service for the public when they have inquiries concerning natural
resource management.
o
Maintain working relationships with all federal, state and local agencies, which have
o
o
programs in use in Butler County.
Maintain a working knowledge of all local state and federal natural resource assistance
programs and policies and the individuals responsible for implementation and
development of these programs and policies.
Represent District views, policies, needs, etc. on related committees, boards, councils,
etc.
State Reporting
o
Responsible for all annual reports, budgets, audits, directories, as required by the State
Conservation Commission.
o
Files all quarterly reports, cost share requests, activity reports and financial reports in
accordance with delegated programs.
Coordinate a conservation awards program, organizing Farm City/Awards Banquet each year.
Coordinate activities such as sale of Plat Books and Tree Seedlings.
Coordinate acid mine abatement projects and maintenance fund.
Serve as coordinator of the Butler County Agricultural Preservation Program with the appointed
Board.

Receive all applications for the program.
o
Evaluate and rank all applications.
o
Complete all paperwork for purchasing conservation easements.
o
Write and revise Guidelines and seek approval from the Department of Agriculture.
o
Inspect all farms enrolled in the Conservation easement program on a regular basis.
Assist with application of grants for appropriate Conservation District projects.
Schedule Conservation District staff training.
Manage the day-to-day activities of the Conservation District office.
Attend meetings, seminars, workshops and other training classes pertaining to the Conservation
District activities as required.
Attend all Conservation District meetings and record/transcribe accurate minutes from the
meetings.
Serves as a member of the Quality Assurance Board for Dirt and Gravel Roads program.
Performs other duties as assigned or required.
QUALIFICATION REQUIREMENTS:

OTHER SKILLS AND ABILITIES:
General knowledge of matters pertinent to soil and water conservation.
Strong background in Public Administration.
Ability to make decisions within departmental precedents and regulations.
Ability to organize and run day-to-day activities of an office and manage staff.
Possess experience with operating a computer, word-processing, spreadsheet and data
base programs.
SUPERVISORY RESPONSIBILITIES:
Basic supervision of the Butler County Conservation District Staff. As supervisor, direct
the day-to-day activities of all BCCD employees, including assigning specific job
assignments, reviewing projects for accuracy and completion, appraising employee
performance and approving employee payroll submissions.
Be responsible for evaluating all District employees and making recommendations to
District Board on employees’ performance; which includes but is not limited to, training
needs, discipline, promotion and award recognition.
EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree (B.A.) from four-year college or university; or equivalent, related work
experience in Resource Management, Environmental Science or related field.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret common scientific and technical journals, financial
reports, and legal documents. Ability to respond to common inquiries or complaints from
customers, regulatory agencies, or members of the business community. Ability to write
speeches and articles for publication that conform to prescribed style and format. Ability
to effectively present information to top management, public groups, and/or boards of
directors.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole
numbers, common fractions, and decimals. Ability to compute rate, ration, and percent
and to draw and interpret bar graphs.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.
