IN SPECIAL SESSION

The Chairman, Clayton J. Voisin, called the meeting to order at 5:30 p.m. in the
Terrebonne Parish Council Meeting Room, for the sole purpose of conducting FEMA Public
Demolition Assistance condemnation hearings.
Following the Invocation, offered by Councilman K. Voisin, and the Pledge of
Allegiance, led by Councilman P. Lambert, the Minute Clerk called the roll. Upon roll call,
Council Members recorded as present were: J. Pizzolatto, K. Voisin, C. Voisin, P. Lambert, and
A. Williams. Councilwoman T. Cavalier and Councilmen J. Cehan and A. Tillman were
recorded as absent. Councilman B. Hebert was recorded as entering the proceedings at 6:11 p.
m. A quorum was declared present.
The Chairman stated that Councilwoman T. Cavalier (work related commitment) and
Councilman J. Cehan (prior commitment) were unable to attend this evening’s Special Session,
and that Councilman B. Hebert would arrive later in the proceedings (attendance at a Nicholls
State University engagement).
All structures on the agenda have been surveyed and submitted to FEMA for eligibility
review to confirm that they present an imminent danger to the public. All structures have been
declared eligible and can be addressed through the FEMA Public Assistance funded Demolition
Project. All structures have been published and posted as required by law; and although not
required by law, copies of the posting have been mailed out using the Terrebonne Parish Tax
Assessor’s public data. To-date, 233 structures have been mitigated under Phase 1 of the Public
Demolition Assistance Program; 294 structures have been approved by FEMA for Phase 2 of
said program with an additional 20 structures under eligibility review; that 435 structures have
been mitigated by their owners before Council action was taken; and that a total of 982 structures
have been directly impacted by the program. The status of some of these structures may have
changed since FEMA reviewed the structures and deemed eligible per the program criteria.
Administration tries to track permits so unpermitted work on these structures would not be
reflected in the recommendations made this evening. FEMA & GOHSEP have approved
increases in the scope of this program. FEMA has approved and obligated additional Federal
funding for program cost increases. FEMA & GOHSEP have approved a time extension on this
project until September 30, 2011.
The Chairman called for comments from the public on the following location being
considered for FEMA Public Demolition Assistance Program 5621 Bayouside Drive, owned by
Silver Oyster, LLC, of which there were no comments from the public.
Mr. P. Lambert moved, seconded by Ms. A. Williams, “THAT, the Council remove from
consideration, under the FEMA Demolition Public Assistance Program, the residential mobile
home structure, located at 5621 Bayside Drive, Montegut, LA, owned by Silver Oyster, LLC.”

Assistant Planning Director Geoffrey Large recommended that 5187 Highway 56, owned
by Randall Crochet and Judith Crochet, be withdrawn from consideration in the FEMA Public
Demolition Assistance Program due to the owners demolishing the structure.
Ms. A. Williams moved, seconded by Mr. J. Pizzolatto and Mr. K. Voisin, “THAT, the
Council removes from consideration under the FEMA Public Demolition Assistance Program the
structure, located at 5187 Grand Caillou Road, Dulac, LA, owned by Lloyd Patrick Collins and
Mary Collins in order to allow the owners to salvage the lumber for reuse.”

Mr. P. Lambert moved, seconded by Mr. J. Pizzolatto, “THAT, the Council withdraw
from consideration, under the FEMA Public Demolition Assistance Program, the commercial
structure, located at 5801 Highway 56, Chauvin, LA, owned by Randall Crochet and Judith
Crochet due to the owners demolishing the aforementioned structure.” (**MOTION ADOPTED
AFTER DISCUSSION)
Assistant Planning Director Geoffrey Large interjected that a demolition permit has not
been obtained and requested that the owner obtain a permit.
Councilman P. Lambert stated that the commercial site was a former gas station and that
he will advise the owner that a permit is necessary to demolish the structure.

aforementioned location be withdrawn from consideration due to the new owner obtaining a
demolition permit.

recommendation of Administration to withdraw from consideration, under the FEMA Public
Assistance Demolition Program, the shed located at 6804 Highway 56, Houma, LA, owned by
the Estate of William Cunningham and Josephine Cunningham in order to allow the owner to
demolish the shed.”

Assistant Planning Director Geoffrey Large stated that Administration has not received a
response from the aforementioned property owner with respect to the advertisement and posting
of the condemnation hearing. He continued that the advertisement was recently re-posted and
certified notification was sent to the owner; that there is considerable deterioration of the
structure; that the structure is located within a flood prone area; and that Administration believes
that in the event of a wind event, the structure is subject to collapsing. Mr. Large then
recommended that the structure be included in the FEMA Public Demolition Assistance
Program.

obtained a demolition permit to restore and refurbish the structure. Mr. Large recommended that
the structure be removed from consideration.

considered for FEMA Public Demolition Assistance Program212 Wilderness Street (Shed Only),
owned by Roy D. Windham and Debby Windham, of which there were no comments from the
public.
Assistant Planning Director Geoffrey Large stated that there has been no contact from the
aforementioned owners; that the structure is a storage shed in poor condition; and then
recommended that the shed be included in the FEMA Public Demolition Assistance Program.
Mr. P. Lambert moved, seconded by Mr. J. Pizzolatto, “THAT, the Council finds that the
shed, located at 212 Wilderness Street, Montegut, LA, owned by Roy D. Windham and Debby

Assistant Planning Director noted that Councilman A. Tillman requested that the
properties located at 125 and 134 Banks Street be included in the FEMA Public Demolition
Assistance Program, and that the properties located at 103 Canrience Pumping Court, owned by
Jodie Kufel; 109 Canrience Pumping Court, owned by Curt LeCompte and Donna LeCompte;

and 201 Canrience Pumping Court, owned by Calvin C. LeJeune were included in the
aforementioned program, as per Administration’s field survey.
The Chairman recognized Mr. Curt LeCompte of 107 Canrience Pumping Court, who
requested that all structures located on Canrience Pumping Court be removed; added that
structures are being demolished privately; and noted that he was unaware that a permit was
necessary to demolish the structures. He stated that he was also appearing on the behalf of his
brother-in-laws.
Mr. Large explained that it is importance of obtaining demolition permits in order that
they may be included in the Parish’s “CRS” ratings because the permits statistics affects the
Parish’s discount rate for the program. He added that there is no cost for the demolition permits.
Ms. A. Williams moved, seconded by Mr. B. Hebert, “THAT, the Council finds that the
residential structure, located at 125 Banks Avenue, Houma, LA, owned by Linwood Smith, as
described below:
‘LOT 13, BLOCK C MECHANICVILLE. CB 246/541.’

constitutes a grave public emergency that endangers the health, safety, and welfare of the public,
and accordingly, the residential structure is, hereby, condemned and the owner is ordered to
demolish and/or remove the residential structure and to remove all personal effects within fifteen
