exercise is intended to practice the response to a simulated an influenza pandemic scenario that requires the activation of mass vaccination clinics in participating counties in the South Central Region. The South Central Region operations center is located at the El Paso County Health Department, Department Operations Center (DOC) and will support El Paso, Park and Teller Counties. This is a state wide exercise. Outlying counties and regions may call upon ARES D-14 to pass traffic through to the state and also coordinate intra-county voice traffic on the 448.450 repeater. Provide communications between all EPC POD sites. Provide communications between the EPC DOC and POD sites in El Paso, Park and Teller Counties. Provide communications contingency support between Teller county POD and other Teller county locations Provide communications between the EPC DOC and the State DOC Handle tactical, logistics and message traffic as requested Test operator emergency preparedness for portable inside-agency operations with external antennas. Evaluate ability of operator “teams” to share equipment and work together to achieve a common goal. Exercise PPARES packet capabilities between all El Paso and Teller county locations PARTICIPATING COMMUNICATION SUPPORT ORGANIZATIONS 6 2.7 Colorado ARES District 14 Colorado El Paso County RACES Colorado ARES D-6 ADDITIONAL REFERENCES Voice Net Protocols – Pikes Peak ARES Operations Manual Annex N November 17, 2007 POD Exercise Annexes 7 3 OPERATIONS AND LOGISTICS 3.1 GOBAL OPERATIONS REQUIREMENTS 3.1.1 TEAM LEAD The team leads need to ensure that the following supplies are available at each site: Clipboard with legal pad (preferred) or 8.5x11” spiral notebook Pens, pencils, etc. 15 copies of the ICS-213 General Message Form 2 copies of the ICS-133 ARES Radio Log Headphones – Clinics will be very noisy environments, headphones for all radios ARE A MUST! Team lead will also need to ensure that ALL equipment requirements are met by coordinating with their other team members prior to the event. 3.1.2 ALL OPERATORS Each operator needs to deploy with the following items: 3.2 At least ONE COPY OF THIS PLAN!!! Any necessary food, snacks or beverages Necessary medications for 12 hour deployment Map showing El Paso and Teller Counties Radio and TNC operators’ manuals HTs with earphones (HTs on simplex (UHF probably better) work well for intercoms between operators, in particular between base station and message runner/delivery.) Spare batteries for 12 hours operation. GLOBAL LOGISTICS 3.2.1 COMUNICATION TEST Communications tests will be run for both voice and packet. Testing will be coordinated by NCS for voice and DOC for packet. 3.2.1.1 VOICE Voice test will be done by roll call by NCS starting at 0730. Informal testing should be performed during setup prior to 0730. Stations with problems will standby until the role call is complete to troubleshoot any issues. 3.2.1.2 PACKET ALL Packet stations need only test their connection to the EPC DOC. 8 Stations to announce test via voice to prevent net congestion due to all stations testing at the same time. Testing can start as soon as station is configured. Please monitor your station while others are testing to see who you can see. Be sure to clear all MHeard entries so you can detect stations that you can hear from your current location. If your packet station is not functioning at exercise start additional testing can be performed. Please ensure that the packet net is unused at the time by monitoring the traffic on the TNC. Keep tests short to ensure the net is kept available for 3.2.2 SUPPLIMENTAL TRAFFIC INFORMATION 3.3 No POD Location is to send any traffic direct to state. The EPC DOC will be functioning as the South Central Region DOC and the only traffic sent to state will be at the direction of the DOC staff. The exception to this rule will be any exercise control traffic that needs to be sent by either Exercise Controllers or Evaluators. Relay operations will send traffic to state as directed by outlying regions. ALL TRAFFIC THAT IS EXERCISE RELATED NEEDS TO BE NOTED AS “EXERCISE MESSAGE”. This will be used for resource utilization reporting post exercise. Backup NCS is available at Sand Creek High School should it be needed. Exercise operations for areas outside the South Central Region my need to utilize our net for their operations. They do so only by joining our net and following our net operations protocol. Outlying areas may be utilizing our relay station to get their traffic to state. Due to the potential high amount of traffic the Net will need to be run with very strict attention to the D14 net operations protocol. RELAY OPERATIONS Handle message relay operations to the State DOC EPCDOC will pass all digital state traffic through the relay station Relay station will relay all digital state traffic to the EPCDOC Handle any traffic from outside our exercise area that needs to be relayed to state, voice or digital.
