LANGUAGE ACQUISITION DEPARTMENT
Structured English Immersion (SEI) Program Model
Rationale: To provide English Language Development (ELD) and sheltered content instruction to English Language
Learners.
Population Served: English Language Learners (ELLs) and English Language Learners after Reclassification
(ELLARs)
Classroom Structure: The SEI program requires that ELLs be taught separately for four hours of ELD instruction.
ELLs may receive sheltered content instruction in mainstream classrooms for the remainder of the day.
 Schools that qualify for an Individual Language Learner Plan (ILLP) exemption may combine ELLs with
mainstream students for all or part of the four hours.
Materials: District-adopted texts in English (See program chart)
Scope: The SEI program will be offered at each grade level in every school.
Curriculum: The Arizona State Standards, the English Language Proficiency (ELP) Standards will be used as the
curriculum for the implementation of this program.
Language of Instruction: The language of instruction will be in English with primary language support.
Methodologies: English Language Development (ELD) is provided through the use of English as a Second Language
(ESL) instruction. Content is taught through the use of Sheltered Instruction Observation Protocol (SIOP)
instructional strategies.
Assessment: Student progress in English shall be assessed on an ongoing basis using the following assessments:
Grades K – 5: Avenues e-Assessment throughout the year.
Grades 6-8: Visions diagnostic, mid-book and end-of-book assessments
Grades 9-12: Students at the ELD I and ELD II level: Visions diagnostic, mid-book and end-of-book assessments
