Introduction & District Information The San Mateo County Community College District (SMCCCD) seeks qualified proposals for this Educational Planning Project. The intent is to assess Skyline College’s environment and make recommendations on instructional programs and support services that will meet the changing demands of the community. The college will use this information as a forerunner to its 2006 Facilities Master Plan. Further this document will be a precursor and one piece in the puzzle of a broader District wide Educational Master Plan to be created in the future. Approximately 40,000 people throughout San Mateo County attend one of the three Colleges of the San Mateo County Community College District. Although the boundaries of the San Mateo County Community College District are the same as those of the County, the District Board of Trustees is independent of County government. County voters elect the five-member Board of Trustees every four years, and that board governs one of the largest and most innovative twoyear college systems in California. In 2001, a Facilities Master Plan was developed by tBP/Architecture; this 2001 Facilities Master Plan is available at http://www.smccd.net/accounts/facilities/planconstruct/masterplan.html. In November 2001, the voters of San Mateo County passed Measure C, authorizing the District to issue $207 million in general obligation bonds to fund facilities capital improvements. An additional $100 million in other funding was secured from various sources, including redevelopment funds, State Chancellor’s Office program funds, grants, donations, fees, and other miscellaneous funding sources, resulting in a construction program valued at $307 million. In November 2005, the voters of San Mateo County passed Measure A, authorizing the District to issue an additional $468 million in general obligation bonds to continue to execute facilities capital improvements. II. Profile of Skyline College Skyline College is a public, two-year, comprehensive community college in San Bruno, operating as part of the San Mateo County Community College District. Working in conjunction with local high schools, Skyline enrolls almost 9,000 students per semester, mostly from San Mateo County and San Francisco County. Skyline, founded thirty-five years ago, is a fully-accredited institution with a history of success in preparing young people for local jobs or for successful transfer to four-year universities. Skyline offers 42 associate degree programs and 39 certificate programs. Students choose Skyline College primarily because of location, low cost, availability of programs, flexible scheduling, innovative projects, and a practical approach to learning. Morrow, Ph.D. 650-738-4511 650-738-4454 hassonc@smccd.net morrowp@smccd.net The Facilities Capital Improvement Program at Skyline College has been comprised of a variety of projects that include new buildings, renovations to existing facilities, seismic upgrades, and infrastructure repairs and upgrades. New buildings under construction or completed include a Student Union, a Science Lab Annex, and a restroom building that serves the athletic facilities. Existing Buildings 3 (Gymnasium) and 8 (General Instructional Building) are currently being seismically upgraded and generally modernized. Portions of Building 2 (General Instructional Building) have been renovated for a Student Services One-Stop Shop and an advanced computer learning center. The recently acquired buildings on the adjacent Pacific Heights campus were renovated as swing space, for those programs displaced by the construction projects. Athletics facilities have been renovated, including the installation of synthetic turf on most of the fields. Repairs and upgrades have been made to infrastructure systems, including storm water, sanitary sewer, domestic and heating water supply systems, electrical and gas supply systems, fire alarm and life safety systems, and the telephone/data plant. Finally, mechanical, electrical and illumination systems have been renovated and modernized for energy efficiency and improved functionality. III. Project Purpose & Timelines This project requires an assessment of Skyline College’s environment and making recommendations on instructional programs and support services that will meet the changing demands of the community. This information will be documented in a plan which will assist the college in making strategic decisions for both short and long-term planning. Details of the work include, but are not limited to the activities listed under the Scope of Work, Section V. RFP Instructions and Requirements 1. General. Vendors must comply with the provisions of these Instructions for Completion/Submission of the RFP (“RFP Instructions and Requirements”) of the RFP. 2. Vendor Qualifications. Only Proposals submitted by vendors with the relevant experience, qualifications and capacity to meet the needs of SMCCCD will be accepted. 3. Submission of RFP. a. Submission of Executed “Hard Copy” of RFP. Vendors must present three bound copies of the Proposal, plus one unbound copy, in a sealed envelope and returned to the Skyline College Office of Planning and Research, 3300 College Drive, San Bruno, CA 94066 by 2:00 pm on January 16, 2006. Indicate “RFP 86522 Enclosed” on the lower left corner of the envelope. b. Vendor’s Review of District Web Site. Any addenda, clarifications, RFP updates/revisions, or replies to specific questions will be posted on this site; all such matters shall be deemed incorporated into all Vendors’ RFP Proposals. Prior to submission of a RFP Proposal, all Vendors MUST review materials on this web site (http://www.smccd.net/purchasing) relating to this RFP and must incorporate into their respective RFP Proposals all requirements set forth in this RFP, as the same may be amended by postings on the District’s web site. c. RFP Contents. Proposal consists of the following, all of which must be submitted concurrently and executed as required by these RFP Instructions or by the form of document: i. ii. iii. iv. v. RFP/RFP Security; Performance Bond. Vendors are not required to submit any form of RFP Security with submission of the RFP. Modifications to Submitted RFP. A Vendor submitting a Proposal may modify its submitted Proposal by written modification actually received by the District’s Department of General Services at or prior to the latest time/date for submission of Proposals. Modifications to the submitted RFP, which are not in writing, will not be accepted and will not be deemed modifications to the submitted Proposal. 5. Signature. A responsible officer or employee of the Vendor must sign the proposal. An unsigned, but executed Proposal will be rejected for non-responsiveness. 6. Non-Collusion Affidavit. Each Vendor shall submit with its response a duly completed and executed form of Non-Collusion Affidavit; the required form of Non-Collusion Affidavit is included as Appendix II in this RFP. The failure of a Vendor to submit the completed and executed form of Non-Collusion Affidavit with its RFP will result in rejection of the Proposal for non-responsiveness. 7. Evidence of Responsibility. Upon the request of the District, a Vendor whose Proposal is under consideration shall upon request promptly submit to the District satisfactory evidence showing the Vendor financial resources, organization, and plant facilities available for the performance of the contract. Modifications to Proposal. The District reserves the right to modify this RFP or any portion hereof by written addendum issued to all Vendors who have previously obtained this RFP from the District. All addendum issued by the District pursuant to the foregoing shall be deemed incorporated into the Proposals. 9. Vendor Inquiries. Vendors may request clarifications or make other inquiries concerning this RFP or the requirements hereof. Direct specific RFP questions to hassonc@smccd.net with a cc to districtbids@smccd.net. The District will provide all questions and responses electronically to all participating vendors. 10. Award of Contract. The District anticipates award of one (1) contract to provide the Skyline Educational Planning Project. 11. References. Vendors shall provide references as described in Section V. 12. Piggyback. The District intends that other public agencies (city, special district, public authority, public agency, school district or other political subdivision of the state of California) shall have the option to participate in any agreement created because of this RFP. The San Mateo County Community College shall incur no financial responsibility in connection with a purchase order from another public entity. Vendor's agreement or failure to agree to the "piggyback" agreement will not be a factor in the award. a.
