2015 RRRSA 15U and up Soccer Rules -all regular FIFA/CSA/MSA Soccer rules apply unless otherwise stated 1. Membership All soccer players must be members in good standing with their home soccer associations and RRRSA. Players must be registered to an organization and team. 2. Number and Gender of Players 15U and 18U AGE GROUPS - U15 Girls will play 11 vs 11 (this includes the goalie on a full field) - U15 Boys will play 9 vs 9 (this includes the goalie on a full field) - 18U only is coed, Teams are to try to use fair play as much as possible. Each team needs a minimum of 3 girls on the field at all times. If not enough girls the position is left vacant. Remember we are here to have fun and allow people to play. - U18 Teams play 11vs11 (this includes the goalie on a full field ), Teams require 9 players minimum to qualify for a league match. Opposing teams shall be allowed to play one extra player more than the team that is short of players however it is recommended that they play with the same amount if possible. - Teams with 8 players or less will forfeit the game. However please try to play a fun game by loaning players to the other team if you have more. 3. Duration of the game . Duration of the game will be two - 25 minutes halves with a five minute break between halves. The restart of play in the second half is to be taken by the other team. All games scheduled with a 6:30 pm start time are to be completed by 7:25pm (regardless of their start time) if there is a game scheduled to start at 7:30pm. If possible the 2 halves will be of equal length unless time does not permit. Delay of Game Teams using obvious delay tactics to gain an advantage, i.e. excessive distance out of bounds, shall be penalized by issuing a red card to the offending player. - The referee is the official keeper of time and determines the end of the game. 4. Fair Play and Substitutions All players have equal playing time except in coed if gender specific rules apply. A) Substitutions are to be initiated by the team with ball possession at the time of stoppage in play or by any team during an extended stoppage. Ie Ball in parking lot, a goal is scored, or injury. Once initiated any team may then ask for substitution. Substitutions are only allowed after the referee allows it. B) there shall be no limit to the number of players substituted at any one time. Coaches are responsible for ensuring the proper number of players on the field of play. C) if a referee becomes aware of extra players on the field, play will be halted without loss of advantage to the non-offending team. A yellow card will be issued to the coach in cases of repeated offence. D) if a goal is scored by a team having too many players on the field of play, the goal shall be disallowed and a yellow card shall be issued to the offending coach. E) no substitutions shall be allowed within the last two (2) minutes of a half. Substitution shall be permitted during the last two minutes if there is an injury to one of the players on the field. 5. Game Cancellation All games shall be played in any weather conditions. -all teams shall show up at their scheduled fields ready to play. -only if lightning, high winds, or hail occur should a game be suspended. (Rule of thumb-count seconds between lightning flash and thunderclap - 5 second per mile away ) -if weather conditions suspend play, the home team shall reschedule the game at both teams earliest convenience. -it is up to the coaches with input from the referee to determine if a game should be called off, however the coaches have the final say. 6. Equipment - All players must wear soccer shin pads and they must be covered by soccer socks. For safety reasons, caps or hats are not allowed to be worn by players during play. All jewelry is to be removed. This includes new piercing. Taping of soft (string) friendship bracelets that would have to be cut off is okay - Goaltenders shall wear colors that distinguish them from the other players and the referee. Goaltenders may wear sweat pants to protect themselves. - 15U, and 18U use size 5 Ball 7. Others - No Swearing, this is a yellow card offense - Both team benches are to be situated on the same side of the playing field. Coaches are confined to the area of the player bench and are not allowed across center during the game, unless they are assisting an injured player. All spectators are to be situated on the opposite side of the field from player benches. - Each team shall appoint an assistant referee whose duty it is to indicate when the whole ball has passed out of the area of play, and assist in determining possession of the restart. - All complaints about refs, coaches, players etc are to be directed to local area reps who then may bring it to the RRRSA for discussions and ruling if necessary. Coaches are not to approach a referee at any time except to shake hands at end of game. - In the case of a ref not showing up it is up to the coaches to agree on a parent/spectator to be the ref for that match.
