The Constitution
of the Northern Illinois University
College Panhellenic Council
ARTICLE I
Name
The name of the organization shall be the Northern Illinois University College
Panhellenic Council (CPC).
ARTICLE II
Purpose
The object of this CPC shall be to promote and maintain sorority life and interfraternity
relations successfully. In doing so, it will:

Be a forum for discussing questions of interest and concern to each of the
member groups.
Cooperate with the University Administration and other organizations in
order to maintain high social and moral standards.
Promote scholarship as a basis to intellectual achievement.
Act in accordance with National Panhellenic Conference rules in
compiling policies governing recruitment, pledging, and initiation.
Be governed by the NIU College Panhellenic Council Executive Council.
Be an educational body for the advancement and welfare for Panhellenic
and fraternity and sorority life.
ARTICLE III
Membership
Every Northern Illinois University woman student who is a member of a
NPC chapter is a member of the College Panhellenic Council.
The administrative body of the NIU CPC shall be the College Panhellenic
Council.
The regular membership of the NIU CPC shall be composed of all chapter
members in good standing of the National Panhellenic Conference
fraternities, at NIU, and any chapter, and its subsequent members, that the
Greek Life Standards Board (GLSB) and CPC agree to extend
membership to.
To be eligible for associate membership, a group must provide the CPC
with a Constitution and Bylaws, a list of officers, a list of members, signed
grade release/hazard cards, a schedule of events and programs, and other
information as CPC or the GLSB requests. The group must have been in
existence for at least one year, be recognized by the Student Association,
pay full dues, and membership size must be at 20% of total. Associate
members have the privilege of voting, holding chairmanships, attending
all CPC sponsored events, and meetings and the option of participating in
Formal Recruitment.

Two delegates (one “Senior” delegate and one “Junior” delegate) shall be
selected for the NIU CPC by their chapters to serve as regular delegates.
The delegates must be active members of their chapter and NIU students
in good standing.
When a delegate vacancy occurs, it shall be the responsibility of the
individual sorority chapter to select a replacement within two weeks, and
notify the CPC VP of Administration of her name and telephone number.
All chapters who are members of the CPC shall be recognized by the
Student Association of Northern Illinois University.
ARTICLE IV
Officers
The Executive Board of the College Panhellenic Council shall be:
President, Executive Vice President, Vice President of Membership
Selection, Vice President of Public Relations, Vice President of
Administration, Vice President of Membership Education, and Vice
President of Community Events.
The Junior Executive Board of the College Panhellenic Council shall be:
President, Executive Vice President, Vice President of Membership
Selection, Vice President of Public Relations, Vice President of
Administration, Vice President of Membership Education, and Vice
President of Community Events.
No more than two members of the same sorority may be represented on
any one Executive board of the College Panhellenic Council.
It is suggested, that if a chapter member holds the position of President,
Recruitment Chair, or New Member Education, that they understand they
consider their priorities before running for a CPC Executive Board
position. They will be expected to represent CPC and not their chapter,
including recruitment at any and all events where CPC is involved. Also,
no member may serve as VP of Recruitment for their chapter while
simultaneously serving as VP of Membership Selection for CPC.
All officers must be an active member of a sorority of NIU, and have a
semester and cumulative GPA of at least 2.5 for Executive officers and 2.3
for Junior Executive officers.
Current officers shall carry out their term until the first meeting of the
spring semester. Transitions will occur one school month prior to the
spring semester.
ARTICLE V
Meetings
Regular meetings of the CPC Delegates shall be held on designated
Mondays at 6:15pm and President’s Council shall be held on designated
Wednesdays at 9pm.
Special meetings may be called by the President and requested by any of
the members.

Attendance at all meetings is required of all delegates and officers. A
$25.00 fine shall be assessed to chapters with two absent delegates along
with forfeiting their right to vote on any issues presented at that meeting.
A $15.00 fine will be assessed to chapters missing only one delegate. A
$5.00 fine shall be assessed to chapters that are more than five minutes
late.
Excuses in emergencies shall be in writing to the VP of Administration
and a substitute shall be in attendance at the meetings.
Quorum shall be two-thirds of the member fraternities for the transaction
of business.
ARTICLE VI
Voting
A simple majority will be necessary to carry most questions and motions.
The topics of recruitment and expansion will need a two-thirds vote.
Amending the constitution shall require a two-thirds vote.
The voting members of the NIU CPC shall be the “Senior” delegate of
each fraternity holding regular membership. If a delegate is absent, the
vote of her fraternity shall be cast by its “Junior” delegate. If both
delegates are absent, a member of the fraternity may cast the vote,
providing her credentials have been provided in writing to the Council
President prior to the meeting.
ARTICLE VII
Regulations
Any sorority which violates regulations of this constitution, or any of its
Bylaws, NIU CPC Recruitment Rules, or any of the fundamental CPC
rules established by the National Panhellenic Conference, or any other
binding agreement, will be subject to penalties imposed by the NIU CPC
and College Panhellenic Judicial Board.
Disputes shall be filed with the President in accordance with the National
Panhellenic Conference Unanimous Agreement.
Panhellenic Council and its members must restrict any and all references
to alcohol in any sponsored advertisement (newspapers, posters, fliers,
etc.) for any and all chapter sponsored functions including, but not limited
to, recruitment, mixers, dances, etc., unless said references are required for
sponsorship of a philanthropic or other CPC approved activity.
ARTICLE VIII
Agreements
All NIU CPC rules shall be in harmony with those of the National
Panhellenic Conference and Northern Illinois University.
All members of the NIU CPC shall act in accordance with fundamental
Panhellenic policies established by NPC in the UNANIMOUS
AGREEMENT (The Panhellenic Compact, Standards of Ethical Conduct,

College Panhellenic Agreements, Agreements on Questionnaires and
Constitutions, and the Jurisdictions of a College Panhellenic Council.
Figures as described in the NPC Manual have been adopted.
ARTICLE IX
Amendments
This constitution may be amended by a two-thirds majority vote of the voting members
of the NIU CPC, provided notice of the proposed amendment has been given in writing at
the preceding regular meeting. Amendments need to be tabled at least one week prior to
voting.
