BUDGET, GOALS, AND PLANS COMMITTEE MINUTES & REPORT April 6, 2006 STL-G11 Present: Daniel Curtis, Christine DeLape, Yoav Kaddar, Al Konigsberg, Corinne Nyquist, Eleanor Richards, Helise Winters. 1. Response to request from John Vanderlippe “for a list, with a very brief explanation,”…“of all items currently on [our] agenda, along with an estimate of when …the items will be brought before the Academic Senate for consideration. This is in addition to the regular budget reporting.” a. Budget reporting: The BGP website was updated with current membership and the revised Campus Budget Process was uploaded onto the site. During fall 2005 we met with Vice President, Johanna D’Aleo once to review the Comparison of FY0506 to FY0405 Initial Allocations as well as Revenue and Expenditures as of September 30, 2005 and again to learn about funding for campus alteration projects. We decided to forgo the 2006 Survey of faculty due to modest response in 2005. b. Capital Planning Council: BGP met with Provost David Lavallee to discuss process of submission and approval of campus alteration projects and also the impact of the addition of faculty, classified staff, and student representation to the Council. Though pleased with the administration’s efforts “to provide a clear, predictable, and transparent process” as stated on the CPC website, the BGP Committee has the following concerns: 1) The CPC website on my.newpaltz has not been updated since spring 2005. Though there were no projects for fall 2005 consideration, we learned that there are projects for spring 2006 from the provost. The Academic Senate should ask for updates from the CPC on a regular basis. 2) Authorization to the CPC page is limited to faculty and staff. It should be accessible to students as well. 3) The e-mail call to submit projects for consideration this spring appears to have gone only to administrators and chairs. Will the e-mail on the open meeting be limited as well? This is important as e-mails appear to be the only source of information. 4) In order to obtain feedback on the CPC process BGP will conduct a survey during 2006/2007. We recommend that the Academic Senate ask for periodic reports from the three representatives or from CPC Chair, David Lavallee. 5) Julio Gonzalez has indicated he will leave the CPC, BGP would like to recommend Al Konigsberg to take his place as faculty representative. Professor Konigsberg teaches classes in alternative energy systems and energy conservation and was involved in designing and managing the construction of the buildings at the environmental studies site. He would provide useful input to the CPC. 2. Plans for the coming academic year: It was decided that the Thursday, 11:30 to 12:30 slot worked well. Thus Committee members should begin a list of those Thursdays when they cannot attend a meeting. Submitted by Corinne Nyquist and revised 4/19/06 after Committee input.
