The Commission investigates and conducts hearings concerning complaints alleging illegal discrimination
in employment, housing, and public accommodations. Two members shall represent the business
community, at least one representing small business. Two members shall represent state or local
government entities and three shall be members from the community at large. The membership of the
Commission shall at all times be comprised of at least four members of groups of people who have been or
who might have been discriminated against as defined in C.R.S. 24-34-402 and no more than four members
may be from the same political party.

Pueblo County Advisory Council on Aging
The Pueblo Advisory Council on Aging (PACA) is a group of community members, of which at least 50%
are 60 years of age or older. Members of PACA represent a broad range of interests and organizations
throughout Pueblo County. PACA members are appointed by the Pueblo Area Council of Governments
(PACOG) to review and comment on PAAA policies, provider programs and actions affecting the elderly,
and to recommend the allocations of grant funds for community based services. PACA also conducts public
hearings on the PAAA Area Plan to solicit public input on the provisions for seniors in Pueblo County.

 Social Security lifts nearly half of Coloradan retirees from poverty; 43% of the
state’s population would have incomes below the poverty line if they did not
receive Social Security.
 Social Security pumps over $6 billion into Colorado’s economy; the average
yearly benefit for a Colorado retiree in 2006 was $12,002 or about $1,000 a
month.

continue paying a mortgage after age 50 places great stress on lower-income households
according to the analysis of the American Community Survey. For many low-income
homeowners the combined costs of principal, interest, taxes, and insurance (PITI), and
energy and water utilities exceeds annual income. These households are likely surviving
by drawing down assets, by going into debt (including taking money out of the home
through refinancing), by borrowing from friends or family, and through a variety of
government assistance programs including property tax abatements, utility assistance to
low-income families, the earned income tax credit, and tax breaks for mortgage interest
